According to the Regulation on River Management, the water administrative department in the State Council is the river administrative department in China. The water conservancy administrative departments of all provinces, autonomous regions and municipalities directly under the Central Government are the river authorities within their respective administrative areas.

Formerly known as the Water Conservancy Bureau, the Water Affairs Bureau is the water administrative department of the government, which is mainly responsible for the construction management of water conservancy projects, flood control and drought relief, and water resources management. In the area of responsibility, responsible for the development, utilization, conservation, protection and management of water resources, prevention and control of water disasters.

The main administrative responsibilities of the Water Affairs Bureau:
