Legal analysis: the administrative department is generally the household registration department of the Public Security Bureau.

If a party wants to transfer his/her household registration, he/she needs to submit his/her ID card, household registration book, proof of marital status and other documents to the household registration police station where he/she has settled. After being approved by the local household registration police station, an immigration certificate will be issued.

Then, with the permit and the above-mentioned documents, the parties return to the current household registration police station to explain the situation and go through the formalities of moving out of registered permanent residence. If the household registration police station agrees to move out of the household registration, the party concerned shall cancel the household registration and go back to the local police station for registration after obtaining the household registration information.

Legal basis: Article 10 of the Regulations on Registration of Household Registration in People's Republic of China (PRC), if a citizen moves out of the jurisdiction of the place where the household registration is located, he or the head of the household shall apply to the household registration authority for registration, obtain a transfer certificate and cancel the household registration before moving out.

Citizens who move from rural areas to cities must apply to the permanent residence registration authority for moving out with the employment certificate of the urban labor department, the school admission certificate, or the approval certificate of the urban household registration authority.

Citizens moving to border areas must be approved by the public security organs of the counties, cities and municipal districts where they live.
