1 Overview Rail transit is one of the most important choices for modern urban citizens to travel, and it is also an effective way to travel with low carbon, emission reduction and environmental protection. Rail transit is playing an increasingly important role in modern cities. Beijing is an international metropolis with a permanent population of nearly 20 million. Vigorously developing urban rail transit is the fundamental way to solve urban traffic problems. There are currently 9 subway lines in operation in Beijing, with a length of 228-53km, and 13 line is under construction at the same time. It is planned that the mileage of urban rail transit will exceed 300 km before the end of 20 10, and reach 56 1km in 20 15, so as to achieve the strategic goal that urban rail transit will account for more than 50% of public transport. According to the master plan of Beijing Municipal Transportation Commission, Yizhuang Line, Daxing Line, Fangshan Line, changping line Line and 15 Line will be opened to traffic at the end of 20 10. Line 6, Line 8 Phase II, Line 9 and Line 10 Phase II were opened to traffic at the end of 20 12, and all lines 14 and Line 7 were started; There are 10 rail transit lines in Beijing. The simultaneous opening of five subway lines is unprecedented in the history of Beijing rail transit construction and even the national rail transit construction. Large-scale rail transit construction has put forward an important research topic for construction management. 2 Management Mode Beijing Rail Transit Construction Management Co., Ltd. is responsible for the construction management of Yizhuang Line, Daxing Line, Fangshan Line and changping line. Facing the characteristics of heavy construction task, tight construction period and centralized line opening, the construction management company implements the management mode of classification, line division and segmentation according to the situation of large-scale rail transit construction, as shown in figure 1. 3 Management Measures As the management unit of Beijing rail transit construction, effective measures are mainly taken from eight aspects: preliminary design management, bidding management, construction drawing design management, pre-construction management, schedule management, safety and quality management, cost control management and acceptance handover management to promote the orderly and efficient implementation of construction projects. (1) Preliminary Design Management 20 10/The four rail transit lines opened to traffic at the end of 0 were designed by four design institutes, namely, Beijing Municipal Engineering Design and Research Institute, Railway Third Survey and Design Institute Group Co., Ltd., China Railway Engineering Design Consulting Group Co., Ltd. and Beijing Urban Construction Design and Research Institute Co., Ltd., and the design institutes designed the tracks according to their overall design ideas, specific conditions of the lines, and different design styles and resources of each institute. The design unit constantly improves and optimizes the design scheme, laying a foundation for building a scientific, reasonable and green humanized rail transit. (II) Bidding Management According to the bidding management measures of Beijing Municipal Construction Committee, the construction, supervision and material supply units are selected based on the principles of openness, justice and fairness. The construction management unit conducts extensive publicity and public bidding for the proposed project, invites and attracts domestic first-class suppliers, construction units and supervision units to participate in the project construction, and makes full use of limited social excellent resources. Giving priority to products with engineering examples and mature technology is the basic guarantee to ensure engineering quality and realize engineering functions. Choosing a supplier with perfect quality system and strong supply strength is the premise to ensure timely supply and orderly construction. Choosing a team with strong construction ability, ability to fight tough battles, first-class management and rich construction experience is the key to achieving the project objectives efficiently, with high quality and on schedule. 4 The four supervision blocks of rail transit line * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * will be undertaken by three supervision units; It is marked with 28 kinds of materials, which are undertaken by 24 suppliers. Practice has proved that it is effective and feasible to select excellent suppliers, construction and supervision units through public bidding. With a high sense of responsibility and mission, they overcame unimaginable difficulties from the overall situation and made great contributions to the simultaneous opening of four rail transit lines at the end of 20 10. (3) Construction drawing design management The construction management unit attaches great importance to construction drawing design management, which is the guiding document for construction. The design institute will deepen the design according to the preliminary design drawings, standardize, standardize and systematize the design, earnestly implement the design management measures, and take full responsibility for the construction drawings. Construction management units should give full play to the role of supervision units while strictly controlling the quality of drawings. Carefully analyze the engineering characteristics of each line, hold lectures before construction, publicize learning standards, and focus on popularizing new technologies, new materials and new processes. The handover of the working face of track-laying project is the basis of comprehensive construction. Due to various reasons, the civil construction period lags behind to varying degrees. Facing the actual requirements, the track construction unit should communicate with the civil construction unit, fully understand and master the progress and construction plan of the civil construction, and strive to enter the site one day earlier to gain the initiative of the construction progress. Although the handover work is scattered and complicated, it has won effective working hours and achieved good results. It is a necessary condition for rail construction units to enter the construction preparation stage quickly and effectively and get excellent construction drawings in the shortest time. Designers should do a good job in design liaison, technical disclosure and technical service, avoid mistakes in construction drawings by construction units, and push the project to the substantive implementation stage comprehensively and quickly. Interface management is the key to external coordination of construction. There are many coordination matters between track specialty and civil engineering, signal, power supply and other specialties, which require the track construction unit to consider the problem from a global perspective and handle related matters fairly and objectively. (5) Schedule Management The key point of schedule control in construction management is plan management and target management. The construction unit shall, according to the overall progress network diagram of the project, prepare the secondary construction plan of the track and pavement, and prepare the material entry plan according to the construction plan.
