The transformation of weak environment areas should strengthen the government's public service function, improve relevant preferential policies, coordinate all kinds of transformation plans, integrate special funds, avoid repeated construction and extravagance, and truly improve the living environment and quality of life of citizens.

1. Reconstruction of old residential areas and hutong streets and lanes
