The following five categories of people, whether singles or family groups, can apply for buying flats in the secondary market of HOS:
1.
Tenants of residential units in housing estates managed by the Housing Authority or the Housing Society (except tenants with conditional leases)
2.
Authorized residents of interim housing under the Housing Authority
3.
Green Form Qualification Certificate issued by Housing Department
4.
Beneficiaries of the elderly rent allowance scheme
5.
The building assistant holds a letter of guarantee issued by the Housing Department.

The program accepts applications from families and individuals;

The applicant must be at least 18 years old;

A family of two or more persons must include at least two related members;

If the applicant and all family members are married, they must apply together with their spouse (unless the spouse does not have the right of abode in China and Hongkong).
The applicant or one of his family members must have lived in China and Hong Kong for at least seven years, and his stay in Hong Kong is not subject to his conditions of stay (except those related to the length of stay). However, tenants of housing estates managed by the Housing Authority or the Housing Society, authorized residents of interim housing managed by the Housing Authority, beneficiaries of the Rent Allowance Scheme for the Elderly, prospective public housing tenants holding green form qualification certificates issued by the Housing Department, and building assistants holding letters of guarantee issued by the Housing Department are not subject to residence restrictions.
