3. When the owner enters the pre-selected license plate business for the first time, the system will display the pre-selected license plate service description page.
4. Click the "Submit Information" button to enter the basic information step. The owner should choose the vehicle management office where he handles the new car registration business. If the vehicle management office selected by the owner manages the number plate according to the administrative division, the owner also needs to choose the administrative division according to the actual situation of his own location.
