This time, Shanghai launched the policy of "Shanghai graduate students who are employed in five new towns and new districts in the Free Trade Zone meet the basic conditions and can settle down directly", which further relaxed the threshold for settlement and was conducive to introducing more talents.
According to public data, there were 207,000 college graduates in Shanghai in 20021year, an increase of 20,000 over last year. Among them, graduate students account for about 30%. According to this policy, the number of college students who meet the conditions for settlement may reach tens of thousands.
It is worth noting that the policy clearly points out that graduates who settle down must meet the conditions for employment in five new towns and new districts in the Free Trade Zone. The work report of the Shanghai Municipal Government proposes to turn Jiading, Qingpu, Songjiang, Fengxian and Nanhui into independent and comprehensive node cities, formulate implementation opinions and action plans, and speed up the planning and construction of new cities. Independent, comprehensive and node cities all mean that the new city to be built in Shanghai is no longer the satellite city and suburban new city in the past.
The premise of building five new cities is to introduce population. At present, the resident population of the five new cities in Shanghai is between 300,000 and 750,000, and the long-term goal is about 1 10,000, so as to play the role of comprehensive nodes.

Article 10 If a citizen moves out of the jurisdiction of the household registration authority, he or the head of the household shall declare to the household registration authority for moving out before moving out, obtain a migration certificate and cancel the household registration.
Citizens who move from rural areas to cities must apply to the permanent residence registration authority for moving out with the employment certificate of the urban labor department, the school admission certificate, or the approval certificate of the urban household registration authority.
Citizens moving to border areas must be approved by the public security organs of the counties, cities and municipal districts where they live. Article 11 Before serving in active service, a citizen conscripted shall declare his/her emigration registration to the household registration authority where his/her permanent residence is located, cancel his/her household registration, and no migration permit shall be issued. Article 13 When citizens move, they shall report to the household registration authority for registration of household registration, and the city shall submit the certificate of household registration within three days and the countryside within ten days.
Citizens who have no migration documents shall report to the household registration authority where they move in with the following documents:
