In order to further standardize the application and acceptance of non-Shanghai graduates (hereinafter referred to as "non-Shanghai graduates") to enter Shanghai for employment and settlement, these measures are formulated in accordance with relevant laws, regulations and provisions, combined with the employment reality of college graduates in Shanghai in 2022.

I. Application conditions

(1) Conditions of the employing unit

Employers are the main applicants for non-Shanghai graduates to come to Shanghai for employment. An employing unit that meets one of the following conditions and directly employs non-Shanghai graduates may apply for household registration in this city for the employed personnel:

1. Party and government organs within the administrative area of this Municipality;

2 institutions, social organizations, foundations and social service institutions (private non-enterprise units) registered in this Municipality;

3. Enterprises that are in line with the industrial development direction of this Municipality, have a good reputation, have a registered capital of more than 1 10,000 yuan (inclusive), and were registered in this Municipality before May 3, 2026 (non-Shanghai university students with the highest education start their own businesses and act as legal representatives of enterprises, and apply for household registration in this Municipality in the form of self-employment, which are not subject to the above-mentioned registered capital and registration time restrictions). If the employing unit is a branch of a legal person enterprise, it shall provide corresponding materials (see the description of application materials for details);

4. If it is really necessary for an employer that does not meet the above conditions to introduce non-Shanghai graduates, it shall submit an application to the Office of the Joint Conference on College Admissions and Employment in Shanghai (hereinafter referred to as the "Joint Conference") in the form of official documents of the competent government department, the human resources department of the district government or the competent authorities of the development zone above the municipal level before July 29, 2022 (accepted by the Shanghai Student Affairs Center).

If it is found in the audit that the employer is suspected of fraud, the verification will be further strengthened, and relevant experts will be organized for evaluation and appraisal when necessary. The joint meeting will make a resolution after comprehensive consideration according to the results of expert review. If the circumstances are particularly bad, the qualification for reporting in the next year will be cancelled.

In 20021year, if the employer terminates the labor (employment) relationship with all the graduates who have been employed and settled in Shanghai, the application for settlement put forward by the employer in 2022 will not be approved.

(B) the conditions of non-Shanghai graduates

Non-Shanghai graduates who meet the following conditions may apply for household registration in this city by the employer:

1. Abide by laws and regulations and school rules and regulations;

2. Incorporate into the national unified enrollment plan of ordinary colleges and universities, which does not belong to directional entrusted training, and complete their studies in 2022 and obtain corresponding graduation certificates and degree certificates;

3. During the school period, he did not have any labor relationship or employment relationship with any employer, and did not pay social insurance (if a non-Shanghai graduate with the highest education starts his own business and serves as the legal representative of the enterprise, he applies for household registration in this city in the form of self-employment, and the enterprise pays social insurance for him, which is not subject to this condition);

4. Sign an employment agreement with the employing unit that meets the application conditions specified in the preceding paragraph, with the term of the labor or employment contract of more than one year. Personnel dispatched by intermediaries will not be accepted.

Second, the application materials

Non-Shanghai graduates who apply for employment in Shanghai must submit the following application materials at one time (see Annex for specific material requirements):

2. Personal information form of non-Shanghai graduates in 2022;

3. Recommendation form for graduates of ordinary colleges and universities;

4. Employment agreement for graduates of ordinary colleges and universities;

6. Foreign language proficiency certificate;

7. Computer grade certificate;

8. If the employing unit is a branch of a legal person enterprise, relevant certification materials shall be submitted;

Third, the declaration time and process

Affected by the epidemic, the application for employment of non-Shanghai graduates in Shanghai in 2022 was adjusted to be accepted in two batches: the first batch was from July 4 to August 3, 20221day (working day); The second batch is from 65438+February 2022 1 to 65438+February 30, 2022 (working day).

1. All agencies shall submit the Registration Form of Basic Information of Agencies and Subordinate Employers to Shanghai Student Affairs Center before July 29, 2022.

2. The employer under the jurisdiction of each accepting institution shall fill in the relevant application information online through the network or log in to the "Employer Service Exchange Platform" of the Shanghai Student Employment and Entrepreneurship Service Network (www.firstjob.shec.edu.cn, hereinafter referred to as "Employment and Entrepreneurship Service Network"), and submit it online to the corresponding accepting institution after verification.

3. The employing units under the jurisdiction of the accepting institutions shall prepare the relevant written materials of their own units and non-Shanghai graduates, and the personnel management department of the unit shall send personnel commissioners to the corresponding accepting institutions with their ID cards and letters of introduction.

4. The accepting institution confirms that the information provided online is consistent with the paper materials. After approval, they will submit relevant application information online and make an appointment to submit paper materials to the Shanghai Student Affairs Center.

If the employer does not have a corresponding accepting institution, it can fill in the relevant application information online through the network or log in to the "employer service exchange platform" on the employment and entrepreneurship service network, and submit it to the Shanghai Student Affairs Center online after verification. According to the appointment time, the personnel management department of the unit sends the personnel Commissioner to the Shanghai Student Affairs Center for on-site declaration with the ID card and the letter of introduction from the unit.

Fourth, accept the audit

After receiving the application materials, Shanghai Student Affairs Center will accept them if they are complete, and issue a receipt for the received materials.

According to the Measures for Graded Employment of Non-Shanghai College Graduates in 2022, the Shanghai Student Affairs Center conducts a preliminary examination of the application materials submitted by the employer, publicizes relevant information, and reports them to the joint meeting for approval. Relevant results will be reported through the employment and entrepreneurship service network. After the results are announced, the units and students who have obtained the qualification for settlement should complete the actual settlement procedures within 6 months.

In 2022, the standard for non-Shanghai graduates to enter Shanghai for employment is 72 points.
