(1) Platform Settings
Social work service centers are set up in the streets, and community social work service stations are set up in six communities under their jurisdiction as grass-roots public service platforms.
The first is to highlight industry management. On June 20 12, the first street-level "social worker association" in Anhui Province was established in Xiyuan Street, to manage the industry and actively cultivate and incubate various community social organizations engaged in residents' services, including community social organizations registration, development planning and organization construction consultation, service training, project evaluation, etc. At present, the Association has cultivated and incubated 54 community social organizations such as residents' autonomy, public welfare services, recreation and sports, with more than 1 1,000 registered people.
The second is to highlight professional guidance. Social work service center, which defines the management positions of two staff members and a professional social worker, and is responsible for guiding all communities to carry out related work; Community social work service station, two members of the Social Committee are determined by the Social Committee, and 1 professional social work posts are hired. Under the guidance of the street social work service center, guidance and training are provided for various social organizations to carry out activities. At the same time, the street cooperates with professional social service agencies engaged in community residents' services, adopts the way of government purchasing services, and employs professional social workers to intervene and provide professional guidance for community service projects.
The third is to highlight guidance and support. Community social workstations carry out a variety of residents' service projects in combination with their own reality. Streets insist on paying equal attention to cultivation, development and management supervision, give comprehensive support to community social organizations, actively strive for necessary financial support, provide venues for activities, and enrich community grid information workers and community volunteers to serve as volunteers in different community social organizations, so as to strengthen their strength and form a joint force. At the same time, actively guide all kinds of social organizations in the jurisdiction to implement membership system, and enhance the cohesion and centripetal force of social organizations. Initially, a fund supply channel combining government support, member payment and social collection has been established, so that community social organizations can develop normally and healthily.
(2) Personnel training
In view of the shortage of talents, Xiyuan Street adopts centralized training to gradually enrich the talent team, and enriches the personnel with professional knowledge into various social organizations to guide residents to carry out activities, and professional social workers are responsible for the operation of the center and service station. In order to strengthen the construction of social work professionals, the "4+ 1" social work professionals standard has been formulated.
The first is to make a training plan. In combination with the requirements of the Twelfth Five-Year Plan for the Construction of Social Work Professionals in Anhui Province, the street has formulated a timetable for the training of social work professionals, requiring all eligible street workers to pass the national professional level examination for social workers within three years, and those who fail to pass the examination within three years will be dismissed, so that all employees can take up their posts with certificates.
The second is to organize training in a centralized way. Through professional training, existing community workers can embark on the road of social work specialization to meet the requirements of the times. In 20 12, Xiyuan Street organized 88 qualified workers to sign up for the national vocational qualification examination for social workers, and conducted centralized pre-examination training for examiners. The cost of centralized training shall be borne by the street, and those who pass the examination shall be reimbursed for the registration fee and book fee. * * * There are 2 1 person who have obtained the title of social worker, including 6 junior1person and 5 intermediate.
The third is to establish an education college. On June 20 12, Xiyuan Street was identified by Anhui Provincial Civil Affairs Department as a pilot unit for the construction of social work professionals in the province. Establish a social worker training base. On this basis, the first community education college in Anhui Province was established in cooperation with Anhui Social Work Association, and five education and training projects were identified: pre-test training for social workers. The target is the on-the-job staff in the street community who meet the registration conditions. Classes are held from March to June every year and on weekends. Relying on the street teachers' field, Shushan District is listed as the training base of social work professionals in the whole region. This year, there are 3 elementary classes, 1 intermediate class and 47 1 student. Continuing education of social workers. The target is social workers who have passed the national social work professional title examination and obtained certificates, ***2 1 person, and at least twice a month to carry out skills training such as policies and regulations, professional theory and practice, so as to improve the comprehensive practical quality of community social workers. Training for leaders of community social organizations. The target is the main leaders of various community social organizations in the jurisdiction, and training is carried out on policies and regulations, organizational construction, financial management, social welfare, etc. 1 every quarter. Social service project participants training. The target is the implementer of social work service projects formulated by the street, and the policies and regulations, theoretical knowledge and project implementation are carried out 1 time every month. It has been trained twice this year, and the number of trainees has exceeded 2 10. Comprehensive quality training for community residents. At the same time, as a civic school, Community Education College provides 1 training for residents in its jurisdiction every quarter to enhance their public welfare awareness. Five courses have been held and more than 600 people have been trained.
The fourth is to establish post standards. Establish the standard of "4+ 1" for grass-roots social work professionals in Xiyuan Street, that is, four grass-roots organizations, namely, community party organizations, community autonomous organizations, community administrative organizations and community service organizations, should have at least 1 social workers to promote social work professionals to play an active role. On the basis of the existing 2 1 certified social workers, four professional social worker positions were purchased. At present, every community in the street has met the requirement of having four social workers on the job. This year, 5 1 person was organized to apply for the exam, which is expected to greatly exceed the post standard. For those who have obtained professional titles, fixed post subsidies will be paid every month.
(3) Carrier design
The implementation of social service projects is intervened by professional social work organizations. The street business department is responsible for the determination, evaluation, tracking and effect of social service projects, introducing third-party social organizations to implement them, and clarifying the roles of both parties. Through more than a year's exploration and practice, many brand social organization service projects with large scale, solid service, good reputation and regional characteristics have emerged. They led the surrounding residents to conduct self-management and self-service, which was well received by the residents in the jurisdiction. This year, it has been decided that six projects will be implemented by various social organizations.
Special family "Sunshine Four Seasons" assistance service project. It mainly provides assistance to all families and individuals who meet the special assistance conditions for family planning within the jurisdiction, serving 33 people. This project takes the activities arranged throughout the year as the main line, and combines with the development of the "Five Ones" work to provide psychological counseling and comfort for families and individuals serving special family planning, repair their mental trauma, effectively solve the problems and difficulties they face, help them get out of the haze of life as soon as possible, and establish confidence in life.
Community correction and psychological assistance services. 2 1 client. It mainly provides services for criminals sentenced to public surveillance, probation, parole and temporary execution outside prison, former cult converts, released prisoners, relatives of prisoners (minors) and other people in need. In the form of "Seven Star Community Psychological Service Center in Hefei Xiyuan" established in cooperation with professional social work institutions, this project gives full play to the psychological diagnosis and evaluation role of psychological counselors, and corrects and alleviates the resistance and thoughts of community corrections personnel through psychological consultation, education and study, public welfare work, etc., so that they can better integrate into and serve the society.
"Warm Sunset" Home Care Service Project. It mainly provides community home care services for more than 6,000 elderly people over 60 years old and elderly people over 80 who live alone or empty nest. The project relies on "Home Care Service Cooperative" and "Care Center" to carry out various convenience services and community care services. Provide life assistance and spiritual comfort for the elderly in the jurisdiction. There are currently 240 registered customers. Since last year, a series of activities of "Warm Sunset" have been carried out, with more than 400 elderly people participating in the activities.
Family services for all ages. It mainly provides extracurricular counseling and education, leisure and entertainment, knowledge lectures and training for the elderly and children in the jurisdiction. Through the hardware construction and equipment, the project basically meets the cultural life and learning needs of the elderly and children. Among them, the "Little Tree Seedling School" is mainly aimed at low-income households, single parents, left-behind children, migrant children's families and families with serious illness, disability and special economic difficulties to solve children's learning disabilities and tap their learning potential. The training targets are students from grade two in primary school to grade three in junior high school, and they attend classes four times a week for two hours each time. At present, there are nearly 100 students in the school, which has been in class for more than a year.
Volunteer square service project. Mainly to publicize the concept of voluntary service in this area and establish various volunteer teams. The main orientation of the project is to establish a community volunteer service square, and through the establishment, management and function of the volunteer team, volunteer service activities will be normalized. At present, a street volunteer service brigade has been set up, a volunteer service call platform has been set up, and the volunteer team has been classified and managed. There are 6 community service stations and 325 registered volunteers. The service covers eight aspects, such as helping the disabled.
"Voice of Academy" cultural service project. By carrying out cultural activities, selecting "cultural stars" and establishing "The Voice of the Bookstore" art school, the enthusiasm of residents' cultural and sports activities will be improved and the healthy and orderly development of community folk art groups will be guided. At present, the "Voice of the Academy" Art Troupe has 12 performance teams, attracting members for residents in its jurisdiction, with more than 300 registered members, covering 6 communities. The street invested in the construction of the "People's Stage" residents' outdoor activity square, which reduced the office space and built the "People's Theater" residents' cultural activity center of more than 200 square meters.
