Approved by the Ministry of Education, the Surrey International College of Dongbei University of Finance and Economics was formally established in 2007. The college is located in the main campus of Dongbei University of Finance and Economics, which is jointly established by Dongbei University of Finance and Economics and the University of Surrey in the United Kingdom. It has the qualifications for awarding bachelor's and master's degrees by Dongbei University of Finance and Economics and the University of Surrey in the United Kingdom. At present, the college offers two undergraduate majors (direction) of business administration (direction of multinational management) and tourism management (direction of leisure and service management), and two postgraduate majors (direction) of enterprise management (direction of multinational management) and tourism management (direction of leisure and service management). In the same year, in the evaluation of Sino-foreign cooperative education in Liaoning, Tianjin, Jiangsu and Henan provinces organized by the Ministry of Education, our college achieved excellent results and was rated as an excellent Sino-foreign cooperative education unit in Liaoning Province. This evaluation further enhanced the reputation and influence of our college, and also marked the full affirmation of Surrey International College by the Ministry of Education.

After five years of development, the teaching staff of Surrey International College has begun to take shape, with 5 1 full-time Chinese and foreign teachers. The college promotes the internationalization and high level of scientific research results through the construction of international teachers. The college has set up a Sino-foreign cooperative education laboratory and an organization and innovation laboratory, vigorously promoted the construction of an international academic platform, attracted internationally renowned scholars, and made continuous development in both academic research and teaching research.

According to AACSB international standards, the college has established an internal governance organization, with different committees composed of teachers' representatives, administrators and students to make various decisions. Among them, the Executive Committee is responsible for the major decisions of the college, the Learning and Teaching Committee formulates various teaching policies of the college, the Examination Committee comprehensively inspects the evaluation standards and examination results, the Student Exchange Committee supervises and inspects the daily teaching activities, and the Library Management Committee is responsible for the construction of teaching materials and libraries. This structure promotes the information flow among teachers, students and administrators, ensures the decision-making rights and information rights of teachers and students, and fundamentally embodies the academic power and student power.

The University of Surrey attaches great importance to and pays close attention to the development of Surrey International College, and lists the development of the college as the core link of the University of Surrey's "20 10-2020 Ten-Year Development Strategy". In 2008, Dongbei University of Finance and Economics and the University of Surrey signed a comprehensive cooperation agreement, which upgraded their cooperation to a strategic partnership. To this end, the University of Surrey established the "University of Surrey-Surrey International College Strategic Development Group" at its headquarters to form a core cooperation team. At the same time, from 2007, the University of Surrey sent an evaluation team to the college for four consecutive years to put forward suggestions for improvement and supervise the implementation of various strategic measures.
