Legal basis: People's Republic of China (PRC) Law on the Prevention and Control of Infectious Diseases.
Article 32 When port, airport, railway disease prevention and control institutions and frontier health and quarantine organs find patients with Class A infectious diseases, pathogen carriers and suspected infectious diseases, they shall immediately report to the disease prevention and control institutions where the frontier port is located or the health administrative department of the local people's government at or above the county level, and notify each other.
Article 50 After the occurrence of a social security incident, the people's government that organizes the disposal shall immediately organize the relevant departments and public security organs to take one or more of the following emergency measures according to the nature and characteristics of the incident and in accordance with relevant laws, administrative regulations and other relevant provisions of the state:
(a) forcibly isolate the parties who use equipment to confront or participate in the conflict by violence, properly resolve disputes and disputes on the spot, and control the development of the situation; (two) to control the buildings, vehicles, equipment and facilities and the supply of fuel, gas, electricity and water in specific areas; (3) Blocking the relevant places and roads, and checking the identity documents of on-site personnel. Restrict activities in relevant public places (4) Strengthen the security of vulnerable core organs and units, and set up temporary warning lines near state organs, military organs, state news agencies, radio stations, television stations, foreign embassies and consulates in China and other units (5) Laws, administrative regulations and other necessary measures stipulated by the State Council.
