Xi 'an 196 Household Registration Window has fully started the business of accepting replacement of lost, damaged and expired resident ID cards in different places.
According to the relevant requirements of Xi Public Security Bureau, citizens who provide one of the following documents or proof materials can apply for resident identity cards in different places:
1, valid certificate issued by the public security organ. Including household registration book, ID card (ID card renewal only), residence permit, passport, travel permit to and from Hong Kong and Macao, travel permit for mainland residents to and from Taiwan, motor vehicle driver's license, etc.
2. Residence certificate (proof). Including housing property certificate, house purchase contract, house lease contract, etc.
3. Employment or schooling certificate (certificate). Including industrial and commercial business license, employment contract, student ID card, student status certificate, etc.

Charging standard, time limit and charging method
According to the document No.20032322, each card is charged 20 yuan; 40 yuan will be charged for the replacement of lost or damaged cards.
Documents accepted in different places shall be examined and issued by the county-level public security organ where the permanent residence is located, and the resident identity card shall be issued within 30 days. Personal courier service is not provided for resident ID card processing in different places, and the applicant will get the card after fingerprint verification at the acceptance point (registration fails, and verification will not be conducted without registration).
