Legal basis: Interim Measures of Suzhou Municipality on the Administration of Residence Permit
Article 4 The public security organ is the competent department of residence registration and residence permit management, responsible for handling, making and issuing residence registration and residence permit, and managing and protecting residence information.
Development and reform, education, civil affairs, justice, finance, human society, housing construction, transportation, health, population and family planning, industry and commerce and other relevant departments shall, according to their respective responsibilities, do a good job in the service and management of non-local household registration personnel.
Organizations such as community residents' committees and villagers' committees shall assist in the service and management of non-local household registration personnel.
Article 5 The public security organ may entrust the floating population management office, housing lease management office, floating population service center, comprehensive management work center, administrative service center or community residents' committee or villagers' committee to engage in auxiliary work such as residence registration, acceptance and issuance of residence permit, and change of the address of the holder.
Public security organs and organizations entrusted to engage in auxiliary work such as residence registration, residence permit acceptance, issuance, and holder information change are collectively referred to as acceptance agencies.
The public security organ shall inform the way and place of handling residence registration and residence permit through announcement within its jurisdiction.
