I am deeply honored to be nominated by the organization and voted by the Standing Committee of the Municipal People's Congress today. If I am appointed, under the guidance of Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, I will conscientiously implement the spirit of the 18th Party Congress, adhere to the concept of "development first, ecology first, innovation as the soul and people's livelihood first", firmly grasp the development path of "one highlight and four accelerations", go all out, earnestly perform my duties, and do my best for the development of various economic and social undertakings.
First, obey the overall situation and be a good staff assistant. Resolutely implement the party's line, principles and policies, and always maintain a high degree of consistency with the CPC Central Committee in thought and action, and with the municipal party committee and municipal government. Everything starts from the overall situation, consciously obeys the arrangement, and is determined to be the executor, practitioner and doer of the decision of the municipal party Committee and the municipal government. Straighten your position, resolutely safeguard the overall situation and team unity, complete all tasks in time, and be a good staff and assistant to the main leaders.
The second is to bear in mind the responsibility and consciously accept supervision. Always remember that you are a public servant of the people, vigorously carry forward the spirit of the Soviet area, always keep the masses in mind, always think of the masses, do everything for the masses, and set an example in contacting, caring for and serving the masses. Always bear in mind their responsibilities, earnestly fulfill the rights entrusted by the people, consciously accept the supervision of the Municipal People's Congress and its Standing Committee, the broad masses of cadres and the public, and strive to do more practical things and solve more difficult problems in their own work.
The third is to fulfill their duties and earnestly perform their duties. Thoroughly implement the "Several Opinions", do a good job in the "five struggles" of policy support, base awards, land use indicators, project funds and credit scale, and promptly reply to the "Overall Development Plan for Economic Revitalization Experimental Zone" to further transform policy advantages into policy dividends. Earnestly do a good job in the organization of fiscal revenue, strengthen the monitoring and management of key tax sources, key industries and key enterprises, coordinate and solve the problems in tax collection and management and income storage in time, ensure that taxes are put into storage in full and on time, and ensure operation, focus and development. Constantly increase investment in people's livelihood, speed up people's livelihood projects, and let the broad masses of people enjoy the fruits of economic development. Actively innovate investment and financing, talent introduction and other mechanisms, strengthen the financing operation of city investment group companies and state-owned operating companies, and focus on solving the problem of insufficient funds and talents. Do a good job in decision-making consultation, emergency management, open government affairs, letters and visits reception and other departments and units, and strive to push all work to a new level.
The fourth is to strengthen learning and improve the ability to perform their duties. Always persist in being diligent and eager to learn, pay attention to learning from practice, learn from old leaders, veteran comrades and the broad masses of cadres and masses, further strengthen the systematic and orderly study of theory, strengthen Socialism with Chinese characteristics's belief, strengthen the confidence in accelerating the revitalization and development and building a well-off society in an all-round way, and constantly improve their political quality and ideological level. Firmly establish the idea of keeping pace with the times, pay attention to the flexible application of theory, and constantly improve the ability to solve various complex contradictions and problems, as well as the ability to control, coordinate and plan the work.
The fifth is strict self-discipline and always keep clean and honest. Strictly follow the requirements of the Central Committee, the Provincial Party Committee and the xx Municipal Party Committee on building a clean and honest government, and more consciously abide by the provisions of clean politics. Earnestly study and implement the eight requirements of the Central Committee on improving work style and keeping close contact with the masses, persist in doing practical work, be diligent and pragmatic, resolutely oppose formalism, bureaucracy and fraud, earnestly improve work style, be strict with yourself at all times, lead by example, and strive to grasp development and promote revitalization with first-class style.
A leader's term of office is short, but his responsibility is historic. I sincerely hope to get the trust, help and support from all the deputy directors and members.
