How to manage the pre-sale funds?
According to the regulations, development enterprises can choose to use the third-party custody mode of pre-sale funds for commercial residential development projects that have obtained the construction project planning permit after July 0, 2065438. Projects adopting the third-party custody mode can be pre-sold when the image progress of the pre-sale project reaches plus or minus zero, and the scope is limited to Changzhou city, including Jintan, Wujin, Xinbei, Tianning and Bell Tower.
After the development enterprise chooses the third-party custody mode, the mortgage loan funds involved in the pre-sale of commercial housing should be fully managed, and whether the full funds and the down payment funds are managed shall be separately agreed by the purchaser and the developer.
Property buyers who choose the loan method shall sign a tripartite agreement on the custody of pre-sale funds of commercial housing at the same time as signing the contract for the sale of commercial housing. In addition, property buyers do not need to go through additional procedures.
After handling the third-party custody, the custodian institution can make conditional installment limited payment according to the four progress nodes of the custody project, namely, plus or minus zero, 1/2, capping and delivery.
