Article 3 Government services include administrative power matters and public service matters.
The administrative power matters mentioned in these Regulations include administrative licensing, administrative payment, administrative confirmation, administrative ruling and other matters implemented according to the application, as well as matters that provide convenience for the applicant to perform legal obligations.
The term "public services" as mentioned in these Regulations includes services that are closely related to daily production and life, such as education, medical care, social security, employment, housing security, culture and sports, assistance and legal services, and comprehensive services that meet the needs of innovation and entrepreneurship. Article 4 Government services shall follow the principles of honesty, openness, fairness, honesty, standardization, convenience and efficiency. Article 5 The people's governments at all levels shall, when leading the work of government services in their respective administrative areas, incorporate the construction of government services into the national economic and social development plan of their respective administrative areas, improve the policies and measures of government services, improve the working mechanism of government services, and coordinate and solve major problems in government services in a timely manner. Article 6 The people's governments at or above the county level shall make it clear that the administrative agencies of administrative services are responsible for managing and supervising the administrative services within their respective administrative areas, establish and standardize administrative service centers according to local conditions, and focus on providing administrative services.
The government service management institution is responsible for the management of the government service center. Seventh government service institutions at or above the county level shall organize and promote the government service work of their own industries and systems. Chapter II Government Service Matters Article 8 clarifies the basic elements such as the types, names, codes, bases and exercise levels of administrative power matters and public service matters. Article 9 The compilation of the list of administrative power matters shall follow the principle of statutory authority.
The people's governments at or above the county level shall compile and update the list of administrative power matters at the corresponding level according to the national unified standard list of administrative power matters. The specific work is the responsibility of the government service management institution.
The list of administrative power matters of the Township People's Government shall be compiled and updated by the administrative service management institution of the county-level people's government. Article 10 When compiling a list of public services, we should fully consider the demand for public services, take into account the capacity of public services, and solicit opinions extensively.
The provincial administrative service center organizes the compilation and adjustment of the basic catalogue of public services in the province.
Government service centers at all levels shall, according to the basic catalogue of public services of the provincial and people's governments at the same level, organize the preparation and adjustment of the catalogue of public services at the same level in combination with the actual situation of supplementing public services. Eleventh provincial government service center, according to the needs of the standardization and standardization of government services, formulate guidelines for the preparation of government services.
Provincial government service agencies shall, in accordance with the standards for the preparation of service guides, organize the preparation of demonstration texts of government service guides in their own industries and systems. The administrative power matters and public service matters supplemented by the city, state and county according to law, and the model text of the service guide shall be compiled by the government service agencies at the same level.
The model text of the service guide shall include the basic elements such as the name of the matter, handling channels, handling procedures, handling conditions, handling period, application materials and samples, charging standards and basis, inquiry methods, and relief channels. Twelfth government service institutions shall, in accordance with the model text of the service guide, prepare their own government service guide, and supplement and improve the information such as handling institutions, handling time, handling windows and consulting methods.
The application materials listed in the "Guide to Government Services" shall be all the materials for handling matters, and there shall be no vague expressions and all-inclusive terms; Without the basis of laws, regulations and rules, the conditions and links for handling government service matters shall not be increased.
The government service guide information changes, the government service agencies should be updated in a timely manner. Article 13 According to the principle of who compiles and who is responsible, the list of administrative power matters, the list of public service matters and the service guide shall be announced to the public in a timely manner through the portal websites of people's governments at all levels, online government service platforms and government service halls. Chapter III Government Service Platform Article 14 The government service halls set up by the people's governments at all levels shall reasonably set up functional divisions such as service windows, consultation and guidance, self-service, service waiting, open government affairs, and complaint acceptance, so as to meet the needs of centralized handling of government service matters.
The people's governments at the county level shall make overall plans to promote the construction of township and street government service halls and community convenience service sites. Fifteenth government services should be incorporated into the government service hall for centralized handling, except for the following circumstances:
(a) there are special requirements for venues and facilities, which should not be included in the centralized management of the government service hall;
(two) involving state secrets and public safety, approved by the provincial people's government, the government service agencies set up corresponding places to handle.
The administrative service matters handled by the government service agencies that promote the vertical management of the country within their respective administrative areas shall be brought into the local government service hall for centralized handling.
The public service matters of enterprises and institutions shall be decided by the local people's government according to the actual situation whether to be included in the government service hall for centralized handling.
