The applicant shall submit the application materials → review → agree to the change, issue a new certificate, and will not accept the change.

Three, the legal basis for the change of the qualification certificate of real estate development enterprises:

(1) Article 30 of the People's Republic of China (PRC) Urban Real Estate Management Law (adopted at the 8th meeting of the Eighth NPC Standing Committee on July 5, 2007, 1994, revised according to the Decision on Amending the People's Republic of China (PRC) Urban Real Estate Management Law at the 29th meeting of the Tenth NPC Standing Committee on August 30, 2007);

(2) Articles 5, 8 and 9 of the Regulations on the Management of Urban Real Estate Development (1the State Council Decree No.248 issued on July 20, 998);

(III) The Regulations on the Development and Operation of Real Estate in Guangdong Province (1993110/0/0/6) was adopted at the fifth meeting of the Standing Committee of the Eighth People's Congress of Guangdong Province. According to the 31st meeting of the Standing Committee of the Eighth People's Congress of Guangdong Province/kloc,

(4) Articles 5, 6, 7, 8, 10, 11 and 17 of the Regulations on Qualification Management of Real Estate Development Enterprises (promulgated by Decree No.77 of the Ministry of Construction on March 29, 2000);

(5) Administrative licensing project entrusted by Guangdong Provincial Construction Department (promulgated by DecreeNo. 10 in 2004) Guangdong Provincial People's Government on February 22, 2008128);

(VI) Catalogue of the Fourth Round of Administrative Examination and Approval Items Adjusted by the People's Government of Guangdong Province (promulgated by OrderNo. 1 17 of the People's Government of Guangdong Province in 2009).

Materials required for real estate development enterprises to go through the annual qualification inspection procedures:

1, certificate of legal representative of the enterprise, power of attorney, ID card (copy received) and ID card of the agent; (Check the original and get a copy)

2. Enterprise business license, organization code certificate, Shenzhen Real Estate Development Enterprise Qualification Certificate and Shenzhen Market Supervision Administration Registration Information Inquiry Form; (Check the original and get a copy)

3. List of annual inspection data of Shenzhen real estate development enterprises

4. Tax Payment Certificate of Enterprise this year issued by the tax authorities (original, stamped with official seal)

5. Financial Statement of this year (official seal)

6. Payment List of Shenzhen Social Insurance Units issued by the social security department (original, with official seal)

7. Professional title certificate of enterprise personnel: (check the original, get a copy and affix the official seal)

1) Three-level qualification requirements: ① The person in charge of engineering, technology, finance and other businesses has the title certificate of intermediate or above, and the person in charge of statistics and other businesses has the title certificate of junior or above in the corresponding major; ② There are not less than 10 professional managers with professional titles in construction, structure, finance, real estate and related economic fields, including not less than 5 managers with intermediate professional titles and not less than 2 full-time accountants with qualification certificates.

2) Level 4 qualification requirements: ① The person in charge of engineering technology has the title of intermediate or above, the person in charge of finance has the title of junior or above, and is equipped with professional statisticians; (2) There shall be no less than 5 professional managers with professional titles in architecture, structure, finance, real estate and related economy, and no less than 2 full-time accountants with qualification certificates.

3) Tentative qualification requirements: ① The company was established less than one year ago; (2) The person in charge of engineering technology has the corresponding professional intermediate title or above, the person in charge of finance has the corresponding professional junior title or above, and is equipped with professional statisticians; (3) There shall be no less than 5 professional managers with professional titles in architecture, structure, finance, real estate and related economy, and no less than 2 full-time accountants with qualification certificates.

9 enterprises that have obtained the first-class or second-class qualification of national development enterprises shall submit a copy of the qualification certificate (with official seal).

10. Cooperative development projects must provide cooperative development sharing agreements. (Check the original and stamp the copy)

1 1. The operating performance of an enterprise can be consolidated and declared according to the shareholding ratio. If it is necessary to declare the performance in a consolidated manner, the enterprise shall submit an application form (stamped with the official seals of both parties), an enterprise information form issued by the industrial and commercial department, and an annual consolidated performance declaration statistical table of real estate development enterprises. Enterprises that do not need consolidated declaration do not submit this form, and their business performance cannot be counted repeatedly.
