China Jinqiao Information Network provides services such as computer data communication, computer information service and computer international networking for government departments, enterprises and institutions and the public. Article 3 These Measures shall apply to computer information networks that are connected with the international network through China Jinqiao Information Network and users who need to be connected with the international network. Article 4 The Computer and Informatization Promotion Department of the Ministry of Electronic Industry shall supervise, inspect and manage the international networking of China Jinqiao Information Network; Jitong Communication Co., Ltd. was designated as the interconnection unit of China Jinqiao Information Network, and was responsible for the international networking operation of China Jinqiao Information Network. Article 5 China Jinqiao Information Network shall set up a network control center and a network information center in Beijing, and set up network operation sub-centers in various places. Network Information Center is responsible for managing the network address and domain name, network resource directory, network security management and information exchange service of China Jinqiao Information Network.
China Jinqiao Information Network provides safe, reliable and good international networking information services for access units and users. Article 6 Applications for operating computer information value-added services in China by using Internet information resources through China Jinqiao Information Network shall be examined and approved by the Ministry of Electronic Industry. Article 7 An access unit of China Jinqiao Information Network shall meet the following conditions:
(1) Enterprises, institutions and other legal entities established according to law;
(2) Having corresponding network equipment;
(3) Having corresponding technicians and managers;
(4) Having a sound safety management system and technical preventive measures;
(5) It meets other conditions stipulated by national laws, regulations and the Ministry of Electronic Industry. Article 8 Units that meet the requirements of Article 7 and need access to China Jinqiao Information Network shall apply to Jitong Communication Co., Ltd. for access and submit the following documents:
(1) an application;
(two) the competent department or the competent unit of this unit agrees to be an access unit;
(3) System structure, application scope and required host address information of the access network;
(4) Other online documents stipulated by the state.
Applicants must truthfully fill in the Application Form for International Networking of China Jinqiao Information Network. Article 9 Jitong Communication Co., Ltd. shall review the applicant's subject qualification, technical conditions for accessing computer network and safety management measures, and report to the Ministry of Electronic Industry for approval.
Upon examination and approval, the applicant must sign an access network service agreement with Jitong Communication Co., Ltd. to become an Internet access unit of China Jinqiao Information Network, and its computer network is the Internet access network of China Jinqiao Information Network. Article 10 An access unit shall, in accordance with these Measures and the access network service agreement, formulate the management system of this access network, determine the person in charge of the access network, and clarify the responsibility of network information security management, and report the above materials to Jitong Communication Co., Ltd. for the record. Article 11 Jitong Communication Co., Ltd. shall provide Internet services for access units within 30 working days after the signing of the access network service agreement. If the delay is caused for some reason, it shall promptly notify the access unit. Twelfth individuals, legal persons and other organizations that access the international computer network through China Jinqiao Information Network must go through the corresponding procedures through the access unit. Thirteenth access units must sign a network service agreement with users to clarify the rights, obligations and responsibilities of both parties. Article 14 Jitong Communication Co., Ltd. and the access unit shall manage the access network and users according to the access network service agreement or the relevant contents of the network access service agreement, and the relevant parties must cooperate.
Jitong Communication Co., Ltd. and access units shall provide users with networking technical training, consultation and network security education, and provide users with safe, reliable and good services. Fifteenth interconnected units, access units and users must abide by national laws and regulations, strictly implement the confidentiality system, and be responsible for the information provided. Article 16 No unit or individual may engage in criminal activities such as endangering national interests and revealing state secrets by using the computer Internet; It is not allowed to consult, copy, produce or disseminate information that endangers national security, hinders social security and is obscene and pornographic by using the computer Internet.
Users who discover the above-mentioned illegal and criminal activities and harmful information shall report to the access unit at the next higher level and relevant competent departments in a timely manner. Seventeenth any unit or individual shall not use the computer Internet to engage in activities that endanger the information system and network security of others, and shall not infringe upon the legitimate rights and interests of others. Eighteenth interconnected units, access units and users must cooperate with the relevant state departments in accordance with the law of international networking information security supervision and inspection, and provide the necessary information and conditions. Nineteenth access units in violation of these measures, Jitong Communication Co., Ltd. shall notify them to correct or suspend the provision of networking services within a time limit. If it fails to make corrections within the time limit, Jitong Communication Co., Ltd. shall report to the Ministry of Electronic Industry for approval, cancel its qualification as an access unit and stop providing networking services to it. The economic losses caused by the above measures shall be borne by the access unit.
