The internal control mechanism has been improved, and it is clear that the administrative licensing department shall not undertake the administrative supervision function at the same time, and the supervision function shall be established by the administrative licensing department that must be undertaken by other relevant departments, which shall also undertake the examination and approval and supervision functions. The person in charge of examination and approval cannot undertake supervision work at the same time, and the person who performs supervision duties must be determined separately. The administrative licensing department shall promptly inform the relevant departments of the examination and approval, and cooperate with the daily supervision work; The relevant departments responsible for the supervision function conduct random inspection and evaluation on the quality, efficiency, legality and standardization of archives every month, point out the existing problems and put forward suggestions for improvement. Through monthly notification, rectification feedback, departmental cooperation, and timely error correction and early warning, the close coordination and separation of powers between administrative examination and approval and supervision are realized, which not only pays attention to the supervision of the examination and approval process, but also does not ignore the implementation of regulatory measures after the approval of licensed projects, thus fundamentally solving the problems of disjointed examination and approval and neglect of supervision.
(3) Online operation and technical control. The first is to build a platform and break down barriers. According to the idea of online and offline linkage, physical concentration and online logical concentration, we actively promoted the construction of "online administrative service center", successively completed the development and application of approval application platform, electronic monitoring platform and video monitoring platform, and established a "four-in-one" service pattern of online declaration, real-time operation, online approval, online complaint and service evaluation. The online direct reporting system between the municipal administrative service center and the township (street) convenience service center was opened, which broke through the network barrier between departments and realized the real-time data flow between the city and the town (township), the real-time data exchange between departments, information sharing and business collaboration. The second is openness and transparency, and the sun is running. The examination and approval services to be stationed in the center are comprehensively sorted out, and the responsibilities of the administrative licensing section, the services to be stationed in the center, the basis for setting up, the application conditions, the handling procedures, the commitment period, the necessary materials, the charging standards and basis, the application model text, and the telephone number for consultation and complaint are formulated. "Ten publicity", and in the form of "one thing, one table" through the center's portal website, inquiry system and telephone. Take the initiative to accept the supervision of the people who handle affairs, and the people who handle affairs can enter the account password of the matters through the online publishing platform, so that they can clearly inquire about the relevant information of the matters without leaving home, and can consult and interact with each other on the handling situation through the network and window, thus achieving the goals of doing good things by the departments, doing good things by the people, running less information and running power in the sun. The third is node control and trace retention. Optimize and reform the examination and approval process of centralized entry, such as immediate, initial, commitment and preliminary report. Once the process is solidified and enters the approval system, no one can change it. It must run according to a fixed program. Relevant data such as the type of approval items, the time limit for commitment completion, the amount completed in advance, and the approval status are automatically generated. The freedom of administrative examination and approval is effectively controlled through fixed procedures, operating procedures and monitoring. By the end of May, the center had completed the process solidification and system entry of 588 examination and approval services, and 327 examination and approval services of 18 units with online real-time operation conditions had been approved and monitored online. /kloc-from October to May, 4,699 cases were accepted online, 4,549 cases were closed, and 97 cases were in progress, with a closing rate of 96.8%. Through the automatic early warning function, the "Center" can not only monitor the time of acceptance and completion through the electronic monitoring platform, but also track all the links of processing and verify which link and why it is overtime through online circulation traces. It is more conducive to real-time error correction and accountability, truly realize real-time process monitoring, real-time data analysis and real-time problem correction, effectively curb inaction, slow action and chaos, and effectively promote the sunny operation of administrative examination and approval power.
(4) Efficiency evaluation and centralized supervision. The Municipal Supervision Bureau, together with the Administrative Service Center, has worked out the "Measures for Evaluating Efficiency Index of Fuyang Administrative Examination and Approval (Trial)" (Min [2010] No.2), which has changed the previous practice of evaluating the window with subjective impressions such as service attitude, satisfaction evaluation and work discipline, and quantified the efficiency of window examination and approval with dynamic index and normal index. Dynamic indicators include three aspects: functional indicators, efficiency indicators and effect indicators, and nine items (occupancy rate of approved projects, online interview rate, initial check rate, acceptance volume, early settlement, overtime settlement, people's satisfaction rate, compliance with discipline and complaints). Normal indicators are divided into five aspects: functional integration, mechanism innovation, online operation, service standardization and excellence. The dynamic index is tested once a month, ranked by points, and the results are made public. Through efficiency evaluation, index evaluation and centralized supervision, the sunshine operation evaluation mechanism of examination and approval power has been improved, and the win-win goal of striving for Excellence and risk prevention and control has been achieved. After several years of exploration and practice, we have paid equal attention to efficiency improvement and risk prevention and control, and paid equal attention to internal power control and external supervision, and achieved phased results.
