Measures of Wuxi Municipality on the Administration of Qingming Bridge Ancient Canal Scenic Area

Article 1 In order to strengthen the protection and management of the Qingming Bridge Ancient Canal Scenic Area (hereinafter referred to as the Scenic Area), rationally develop and utilize the scenic resources, maintain the normal order of the scenic area and a good sightseeing environment, and promote the prosperity and development of the scenic area, these Measures are formulated in accordance with relevant laws and regulations and in combination with the actual situation of the scenic area. Article 2 These Measures shall apply to the construction, protection, utilization and related management activities of scenic spots.

The term "scenic spots" as mentioned in these Measures includes historical and cultural blocks along the Qingming Bridge of the ancient canal and nanzenji cultural blocks. If the scope of scenic spots needs to be adjusted, it will be announced by the nanchang district Municipal People's Government after being approved by the Municipal People's Government. Article 3 The protection and management of scenic spots should adhere to the principles of strict planning, unified management, effective protection and rational utilization, and correctly handle the relationship between protection and utilization. Article 4 The nanchang district Municipal People's Government is responsible for the unified management of scenic spots, and the scenic spot management agencies entrusted by it are specifically responsible for the daily management of scenic spots.

Public security, industry and commerce, construction, planning, culture, urban management, municipal administration, gardens, tourism and other departments should do a good job in the protection and management of scenic spots according to their respective responsibilities.

The staff of public security, industry and commerce, urban management and other departments stationed in the scenic spot should actively perform their statutory functions and cooperate with the scenic spot management agencies to do a good job in daily management. Fifth nanchang district Municipal People's Government shall organize the formulation of protection and utilization plans for scenic spots. The protection and utilization planning should clarify the functions and commercial layout of scenic spots.

The protection and utilization scheme of scenic spots shall conform to the overall urban planning and related special planning. Article 6 The architectural style, landscape design, outdoor advertising, night lighting and public facilities of scenic spots should reflect the characteristic orientation of scenic spots.

The volume, shape, height and color of newly built, expanded and rebuilt buildings in scenic spots should be in harmony with the surrounding landscape and environment. Seventh scenic area street buildings (structures), the property owners should be in accordance with the relevant provisions of regular cleaning, painting, keep the facade clean and beautiful; If it is damaged, it should be repaired in time to maintain its original style.

If there is another agreement between the property owner and the user on the responsibility of cleaning, painting and repairing the building (structure), such agreement shall prevail. Eighth buildings (structures), cultural relics and sites with certain historical, scientific and artistic value in scenic spots should be strictly protected by the scenic spot management agencies in accordance with the relevant provisions. No unit or individual may damage or transform, relocate or dismantle it without authorization. Ninth tourist attractions should set up and improve all kinds of guiding signs and explanation boards. All kinds of guiding signs and explanation boards shall conform to the national common language norms and standards, and adopt public information graphics and international common language symbols that conform to international standards. Tenth scenic roads, rivers (waterways) and their ancillary facilities, sanitation, lighting, transportation and other public facilities and underground pipelines, by the property owner or its entrusted units responsible for the maintenance and management. Scenic area management agencies shall assist in the daily maintenance and management, and if any damage is found, it shall promptly notify the property owner or the entrusted unit to repair it.

Fountains, guide signs, explanation boards, bulletin boards, galleries and other facilities and sculptures in public places in the scenic spot shall be maintained and managed by the scenic spot management agencies. Eleventh the implementation of scenic spots in the total number of operating tourist ships and water tourism management project access system. Scenic area management agencies shall determine the operators according to the access conditions.

Non-operating ships are prohibited from engaging in or engaging in business activities in disguised form in scenic waters. Twelfth commercial activities in scenic spots should conform to the block function and commercial layout determined by the protection and utilization plan of scenic spots, and reflect the historical and cultural atmosphere of scenic spots.

The relevant administrative departments shall, according to the requirements of the functions and business layout of scenic spots, issue corresponding business licenses.

No unit or individual may change the function and format layout of scenic spots without authorization. Thirteenth scenic area management agencies should urge the units in the scenic area to set up and improve fire protection and anti-theft facilities in accordance with the requirements of the public security department, and conduct regular inspections to ensure normal use.

Scenic spot management institutions shall set up and improve public safety monitoring facilities in scenic spots in accordance with relevant regulations.

Scenic area management agencies should establish and improve the safety management system of human landscape and scenery in scenic areas. Regularly supervise and inspect the implementation of fire prevention, anti-theft, anti-corrosion, moisture-proof and lightning protection measures in conjunction with relevant departments. Fourteenth scenic spot management agencies should establish and improve the emergency plan for scenic spots and implement various safety management measures. During the tourist season and temporary large-scale mass gathering activities, it shall, in conjunction with relevant departments, do a good job in traffic guidance and evacuation in time to ensure the safety of personnel and property. Fifteenth relevant departments in the scenic area for the following examination and approval items, should seek the views of the scenic area management agencies:

(a) building (structure) building facade decoration;

(two) new construction, expansion and reconstruction of buildings (structures);

(3) Setting up landscape lighting facilities;

(four) occupation and excavation of roads and rivers (waterways);

(five) set up outdoor advertising or public service billboards (columns) and slogans;

(six) set up a water tour route through the scenic waters;

(seven) renovation, relocation and demolition of public facilities;

(eight) other examination and approval matters that affect the protection and management of scenic spots.

Units or individuals engaged in construction activities in scenic spots shall, after the completion of the construction project, clean up the site in time and restore to the original state; If losses are caused, compensation shall be made.
