Which units belong to classified units?

Party and government organs, people's organizations, state-owned and state-controlled enterprises (including state-owned and state-controlled financial enterprises), institutions with the confidentiality qualification of weapons and equipment research and production units, the qualification of integrating classified information systems, and the qualification of printing state secret carriers belong to classified units.

Ten confidentiality rules for secret-related personnel:

2. Do not read and handle secret documents, matters and materials in places without confidentiality guarantee;

3. Do not use telecommunications without confidentiality guarantee to transmit the secrets of the party and the state;

4. Don't talk about party and state secrets in front of family, relatives, acquaintances and other irrelevant personnel;

5. Party and state secrets shall not be involved in private letters and published articles and works;

6. Do not carry secret documents and materials in social activities; If it is really necessary to carry it because of work, it shall be kept strictly by myself or designated personnel.

7. Do not carry secret documents and materials in foreign affairs activities; If it is really necessary to carry it because of work, it shall be reported to the security leading group of the unit for approval, and strict preventive measures shall be taken.

8. Without approval, the reporter's interview shall not involve party and state secrets.

9. The secret documents and materials that have been read shall be cleaned up and filed in time according to the regulations, and shall not be kept without permission;

10. Do not destroy, copy or destroy secret documents and materials without authorization.

Article 8

According to the needs of the work, the authorizing organ may authorize the organs and units that undertake classified scientific research, production or other classified tasks within its authority to make classified authorization on specific matters. Article 9 An organ or unit that has no right to keep secrets but often produces state secrets, or an organ or unit that has the right to keep secrets but often exceeds its confidentiality authority may apply to an authorized organ for authorization to keep secrets. When an organ or unit applies for authorization of classified information, it shall submit it to its superior competent business department. If there is no superior competent business department, it shall be submitted to its superior organ. When an organ or unit applies for confidentiality authorization, it shall state in writing the confidentiality authority, the scope of matters, the authorization period and the basis and reasons for the application.

Article 19

The following matters shall not be determined as state secrets:

(1) It needs to be widely known or participated by the public;

(2) Belonging to work secrets, business secrets and personal privacy;

(3) It has been made public according to law or the scope of knowledge cannot be controlled;

(four) the laws, regulations or relevant provisions of the state require disclosure. Twenty-eighth state secrets within the scope of organs and units, the relevant staff are not within the scope of knowledge, but need to know state secrets, it should be approved by the person in charge of the organ or unit. Organs, units and their personnel who know state secrets outside the scope of their work should obtain the consent of the original secrecy organs and units. If the original secrecy organ or unit has clear provisions on expanding the scope of knowledge, it shall abide by its provisions. It is necessary to make detailed records and expand the scope of state secrets.
