(seven) to fully accept all kinds of complaints in public resources trading, and coordinate and deal with disputes and disputes arising from public resources trading activities.
(eight) to guide and coordinate the management of public resources trading, carry out investigation and study, and put forward opinions and suggestions on strengthening and standardizing the management of public resources trading market.

Ninth public resources trading activities shall be carried out in the public resources trading center established by the municipal and county governments (hereinafter referred to as the trading center). The trading center is responsible for the following work:

(two) to establish a public resource trading information platform, collect, store and publish all kinds of public resource trading information, and provide policies, regulations and technical advice and other related services for public resource trading activities.
(three) to assist the relevant functional departments to verify the qualifications of the parties to the transaction and the intermediary institutions according to law.
(four) to provide supervision conditions for the relevant administrative departments, witness the trading activities of public resources, and assist the relevant departments to deal with disputes and disputes arising in the trading activities. Article 10 The following public resources shall be traded in the trading center:
(1) State-invested construction projects that must be subject to tender, including survey, design, bidding agency, construction and supervision of construction projects such as transportation, water supply, housing and municipal engineering that must be subject to tender, procurement of equipment and materials related to construction projects, transportation and water conservancy construction projects raised by governments at all levels, and construction projects selected through financing methods such as BT and BOT.
(2) State organs, institutions and organizations use fiscal funds and self-raised funds from supporting units to purchase goods, projects and services in the centralized procurement catalogue published by the government at the corresponding level or above the procurement quota standard.
(three) the transfer of state-owned land use rights by means of bidding, auction and listing, including the land use rights that need to be disposed of by auction and listing due to judicial decisions such as paying off debts.
(4) Bidding, auction and listing of exploration and mining rights.

(8) Other social resource transactions determined by the municipal government, including franchise rights, franchise rights and derivative development rights, management rights, use rights, naming rights and other related rights of public utilities such as culture, sports, education, health, transportation and municipal services, are attached to the business projects engaged in urban municipal public facilities, state-owned buildings and ancillary equipment and facilities.
