Measures for the Administration of Student Status of Primary and Secondary School Students Chapter I General Provisions
Article 1 These Measures are formulated in accordance with the Education Law of the People's Republic of China, the Compulsory Education Law of People's Republic of China (PRC) and other relevant laws in order to standardize the management of primary and secondary school students' school status, improve the scientific management level of basic education under the new situation, and guarantee the right of school-age children and adolescents to receive education.
Article 2 These Measures shall apply to all primary schools, junior high schools, ordinary high schools, special education schools, reform schools (hereinafter referred to as schools) and students (hereinafter referred to as students) organized by the Chinese government, enterprises, institutions, social organizations, other social organizations and individual citizens according to law.
Article 3 The management of students' school status adopts the method of informationization, and implements the management system of graded responsibility, provincial overall planning, territorial management and school implementation.
The administrative department of education of the State Council provides macro guidance for the management of students' status in various places, and is responsible for organizing the construction of a nationwide networked student electronic student status information management system (hereinafter referred to as electronic student status system), and formulating relevant technical standards and implementation measures.
The provincial education administrative departments shall co-ordinate the management of school roll in their respective administrative areas, formulate detailed rules for the implementation of school roll management in this province (autonomous regions and municipalities), and guide, supervise and inspect the management of school roll in all localities and schools within their respective administrative areas; According to the national requirements, the construction of electronic student status system operating environment and student database to ensure normal operation and data exchange; As the department in charge of student status, it guides the student status management of the directly affiliated schools, and applies electronic student status system for corresponding management.
The administrative department of education at the prefecture (city) level is responsible for guiding and urging the administrative department of education at the county level to conscientiously implement the provisions and requirements of the state and provinces (autonomous regions and municipalities) on the management of student status; As the department in charge of student status, it guides the student status management of the directly affiliated schools, and applies electronic student status system for corresponding management.
The education administrative department at the county level shall be specifically responsible for the management of school roll in the administrative area; Electronic student status system should be used for corresponding management; Supervise the school to do a good job in the daily management of students' status.
The school is responsible for collecting, summarizing, verifying and reporting the information of student status, and applying electronic student status system to manage the daily student status to ensure that the information is true, accurate and complete.
Chapter II Establishment of Student Identity
Article 4 After a student goes through the enrollment registration formalities for the first time, the school shall collect and enter his/her school registration information, establish a school registration file, and apply for a school registration number through the electronic student status system.
The competent department of student status shall timely examine and approve the student status through the electronic student status system.
Article 5 The student registration number is generated on the basis of the student identity card number, with one person and one number, which will remain unchanged for life. The specific rules for the generation of student numbers shall be formulated separately by the administrative department of education of the State Council.
Gradually implement free student cards containing information about students' school status.
Article 6 Schools shall not establish student status with false information, and shall not establish student status repeatedly. School registration departments and schools should use electronic student status system for duplicate checking.
The implementation of student status management? Go with someone else . In addition to ordinary schools, special education schools and work-study schools that receive students from special schools in regular classes, the school does not accept students who fail to go through the transfer formalities according to regulations. Students with severe disabilities who are unable to enter the school shall be established by the school that undertakes to send them to the school.
Article 7 A school shall establish student status files for students within 1 month from the date of admission.
The contents of the student status file include:
First, the basic information and information changes of student status;
Second, proof materials of student status information (household registration certificate, transfer application, suspension application, etc.). );
Three, comprehensive quality development report (including academic examination information, sports skills and artistic expertise, participation in community service and social practice. );
Four, physical health test and health examination information, vaccination information, etc. ;
5. Award-winning information during school;
Sixth, enjoy the funding information;
Seven, other information and materials as prescribed by the provincial administrative department of education.
The basic information form of student status shall be formulated by the administrative department of education of the State Council.
Article 8 Student status files are divided into electronic files and paper files. Electronic files are managed by electronic student status system, and paper files are managed by school administrators.
Gradually promote the electronization of student status files, while retaining the necessary paper files.
Article 9 When a student transfers to another school or studies in the basic education stage, his/her student status file shall be transferred to another school or upgraded to his/her own school, and the electronic file backup and necessary paper file copies shall be kept by the other school or graduation school. The school where students finally terminate their studies should permanently file their student status, or deal with it according to relevant regulations.
If the school is merged, its student status file shall be handed over to the merged school for management.
If the school is revoked, its student status file shall be transferred to the unit designated by the county-level education administrative department for management.
Tenth parents or other guardians of students who propose to modify the basic information of students shall apply to the school with the residence booklet or other supporting documents, and attach a copy of the residence booklet or other supporting documents. The school examines and approves the change of student registration information and reports it to the school registration department for examination and approval.
Chapter III Management of Student Status Change
Eleventh specific conditions and requirements for the change of various types of student status in each period shall be formulated by the provincial education administrative department in accordance with national laws and regulations and local conditions.
Twelfth normal upgrade students' school information update, completed by the electronic student status system.
Thirteenth students' information changes, students transfer or graduate (graduation, dropout), the school should maintain the relevant information in the electronic student status system in time, and the proof materials will be classified into the students' archives. The competent department of student status should update the information of student status change in time.
Fourteenth students transfer or further education, transfer to the school should start the transfer procedures through the electronic student status system, and be audited by the transfer school and the competent departments of both parties.
The transfer-in and transfer-out schools and the school registration departments of both parties shall complete the transfer of student registration within 10 working days respectively.
Fifteenth students after the transfer formalities, the school should transfer the file out of the school, and complete it within 1 month.
Sixteenth students after transfer or further education, transfer to the school should be based on the received student status files for students to continue the file.
Seventeenth students in special education schools are transferred to ordinary schools to study in regular classes, or disabled students in regular schools are transferred to special education schools, and their student status can be transferred to new schools or retained in the original schools.
Whether the students who enter the reform school are transferred to the reform school shall be decided by the original school through consultation with the parents or other guardians of the students.
Eighteenth schools directly under the provinces (autonomous regions and municipalities directly under the central government) and schools directly under the districts shall inform the local county (district) education administrative department in writing every semester.
Nineteenth students leave school by their parents or other guardians to submit a written application, approved by the school, through the electronic student status system reported to the school authorities for registration. When resuming school, the school should handle the relevant formalities in time.
During the period of suspension, the school should retain its student status.
Twentieth overseas students with valid documents to the current school to go through the relevant procedures. If you still receive basic education after returning to China, you should continue the original student status file.
Twenty-first students died, the school should be based on the relevant certificates in 10 working days through the electronic student status system to the school authorities to declare the cancellation of their student status.
Article 22 Schools shall promptly report the dropout of students in compulsory education to the local township people's governments, county-level education administrative departments and student registration departments, reserve their student registration during compulsory education, and use the electronic student status system for management.
In the compulsory education stage, if the children of migrant workers drop out of school, the school registration department shall hand over the school registration file to the education administrative department of the county (district) where their household registration is located at the end of each semester.
Chapter IV Safeguard Measures
Twenty-third local education administrative departments and schools should provide the necessary guarantee conditions for the management of school roll, equip or designate school roll administrators, improve the management system and establish a working mechanism.
School administrators should be trained before taking up their posts and remain relatively stable. The basic information of school administrators at all levels shall be submitted to the administrative department of education at the next higher level.
Twenty-fourth local education administrative departments and schools should review the student status every semester to ensure that the procedures for changing the student status are complete and the basic information of students and the information about changing the student status are accurate.
Twenty-fifth education administrative departments at all levels and schools should establish a strict confidentiality system. Without the written approval of the competent department of student status, no student status information may be provided to the outside world to prevent the disclosure and abuse of student status information.
Twenty-sixth education administrative departments in violation of the provisions of these measures, the education administrative department at the next higher level shall be ordered to make corrections; If the circumstances are serious, the directly responsible person in charge and other directly responsible personnel shall be dealt with according to law.
Twenty-seventh schools in violation of the provisions of these measures, one of the following circumstances, the competent department shall order it to make corrections within a time limit; If the circumstances are serious, the principal and relevant personnel shall be investigated for responsibility according to law:
1. Failing to establish a student status file for the accepted students;
Two, the establishment of student status or the establishment of student status files with false information;
3. Failing to incorporate the change information of student status into the student status file in time;
Four, do not promptly report the situation of students dropping out of compulsory education;
Five, the receiving students do not handle the transfer formalities for them;
Six, not in accordance with the provisions of the transfer of student status files for students;
Seven, leakage or illegal use of student information;
Eight, other acts in violation of the provisions of these measures.
Chapter V Supplementary Provisions
Twenty-eighth schools of foreign students and students from Hong Kong, Macao and Taiwan management, with reference to these measures.
Twenty-ninth provincial education administrative departments should formulate or improve the implementation details.
