Recently, many netizens, especially many members of China Prose Society, wrote to me, called me and sent me messages. The main question asked is: Apart from China Prose Society, are there any related organizations and institutions in China? What happened to a recent China Prose Association? Others asked, "China Prose Review", "Prose World" and other publications are publicly issued? Others ask, there are many cultural companies, often in the name of some societies, newspapers and magazines, and some in the name of "China Prose Annual Meeting Organizing Committee (Preparatory Committee)", are their activities formal? Wait, wait, wait. I can hardly answer them all. To this end, I want to explain what I know, for the reference of prose peers only:
As far as I know, there are many literary (literary, cultural) societies in China. However, among the three (ministerial) directors named China, one must be the Ministry of Culture, the China Federation of Literary and Art Circles, and the Chinese Writers Association, and report to the Association Management Center of the Ministry of Civil Affairs for approval and registration. Its level is the national level society. The registration of the Ministry of Civil Affairs is the same as that of the Industrial and Commercial Bureau, with the same name and business scope. It is not allowed to be established in principle. China Prose Society, headed by Chinese Writers Association, was registered with the approval of the Ministry of Civil Affairs. 1985. Prose societies and associations in other provinces, cities and counties shall be headed by the local Federation of Literary and Art Circles and Writers' Associations and registered with the approval of the local civil affairs department. China Prose Society is not the superior director of the National Prose Society, but a relationship of guidance and cooperation. As for the China Prose Association, I don't know of such an association. Judging from my understanding of the regulations governing associations, the Chinese Writers Association generally does not agree to the establishment of such organizations, and it is difficult for the Ministry of Civil Affairs to agree. As for the rumor that such a community organization will be established, I am surprised. I don't know who will be responsible. I don't think the community management center of the Ministry of Civil Affairs will be confused and approve the registration. So far, I haven't seen such relevant approvals and reports.
Second, about prose periodicals. According to the regulations of the Press and Publication Administration, any newspaper must have a supervisor and organizer, and at the same time, it must have a unified national serial number, bar code registration, pricing, publication cycle and postal code. At present, many newspapers and periodicals use book numbers instead of serial numbers, or use serial numbers in Hong Kong, which are illegal, that is, they can all be regarded as illegal publications. Once found, it can be banned by the local press and publication bureau, the office of eliminating pornography and illegal publications, and the cultural law enforcement department, and the responsible person must bear legal responsibility. China Prose Review magazine, after my various investigations, can be clearly said to be an illegal publication. I've called the national office to crack down on pornography and illegal publications. Therefore, the Prose Society of China severely criticized publishers and demanded that they stop infringing. Prose World was founded in 1980s, published by People's Literature Publishing House, and then closed. The present prose world has nothing to do with the past prose world, and it is definitely not a public publication approved by the State Press and Publication Administration.
As far as I know, the establishment of such an organization must be approved by the Ministry of Culture, the China Federation of Literary and Art Circles and the Chinese Writers Association. Anything that is not submitted for approval must be a fake official seal, and its activities must be illegal. There is only one purpose for these organizations to carry out activities, that is, to cheat money.
In view of the above situation, I urge all prose writers to ask more questions when participating in various activities organized by prose. Why? At present, the development of prose is very prosperous. When many speculators saw this cake, they resorted to unscrupulous means and swindled in various names, which greatly hurt their friends' sacredness to prose. Here, I call on my colleagues in the prose circle to polish their eyes, expose swindlers, not participate in or support any of their activities, always raise legal weapons and wage a resolute struggle against gangsters wandering in the prose circle.
