2. If the following application materials are incomplete but do not affect the technical review of fire administrative license, they can be accepted first, and the applicant shall fill in the missing materials in time in the process of administrative license and filing review:

(1) The original legal identification documents such as the industrial and commercial business license and organization code certificate of the construction, design, construction and supervision unit are not provided at the site;

(2) Failing to provide on-site certification documents such as qualification registration of design, construction, supervision units and fire technical service institutions, as well as identity cards and practice certification documents of relevant employees;

(3) The inspection results of fire-fighting products and decoration materials are qualified, but the inspection report has not been received.

3. Individual projects are temporarily unable to provide construction project planning permits. In order not to affect the construction progress, on the premise of ensuring fire safety, after the construction unit provides valid documents issued by the people's government at or above the county level or the planning department at or above the county level to prove the legality of the project, the fire control institutions can accept the examination and make a decision on fire control administrative license.

Second, simplify fire control procedures. When the newly built, rebuilt or expanded public gathering place is completed, it can be put into use in the public gathering place, and it can apply for fire control acceptance or fire control filing procedures and fire control safety inspection procedures before opening. Decoration projects with a construction area of less than 300 square meters or a project investment of less than 300,000 yuan may not go through the formalities of fire protection design filing and completion acceptance. Among them, those who belong to public gathering places can go through the fire safety inspection procedures directly before the public gathering places are put into use and opened for business.

2. Article 24 (OrderNo. 1 19) of the Regulations on Fire Supervision and Management of Construction Projects stipulates that "a construction project that does not need to obtain a construction permit according to law may not carry out fire protection design and completion acceptance for the record". The Measures for the Administration of Construction Permit for Construction Projects stipulates that "a construction project with an investment of less than 300,000 yuan or a construction area of less than 300 square meters may not apply for a construction permit". Therefore, the decoration project with a construction area of less than 300 square meters or a project investment of less than 300,000 yuan does not need to go through the formalities of fire protection design filing and completion acceptance filing. If it belongs to a public gathering place, it can directly go through the formalities of fire safety inspection before the public gathering place is put into use and opened.

3. If the street shops in commercial buildings with multi-property rights and multi-use rights are renovated for the second time, the corresponding fire control procedures shall be handled in accordance with the regulations, and the fire control safety management unit of commercial buildings shall implement unified fire control safety management for decoration activities.

Three, the implementation of major projects throughout the follow-up guidance. For major projects such as local key projects, early intervention and active service are carried out in the engineering scheme or preliminary design stage, and the whole process tracking guidance and service are implemented by special personnel. Provide timely technical guidance and organize expert review on issues such as fire protection design that are not clearly specified or not specified in fire protection technical standards. For projects with large scale and long construction period, the fire design audit and fire acceptance can be implemented by stages under the premise of ensuring fire safety.

In order to better serve the local economic construction, especially to ensure the smooth progress of major construction projects such as local key projects, fire control institutions at all levels should take the initiative to understand the situation, follow up in time, take the initiative to intervene and serve in the preliminary design stage of major projects, and implement special tracking and full guidance. The scope of major projects mainly includes:

(1) stadiums, auditoriums, public exhibition halls and museum exhibition halls with a total single building area of over 50,000 square meters;

(2) A civil airport terminal with a single building with a total area of over 15,000 square meters;

(3) Hotels, restaurants, shopping malls and markets with a total single building area of150,000 square meters or more;

(4) Public buildings with a building height exceeding150m;

(5) industrial construction projects with a total investment of more than 5 billion yuan;

(6) Petrochemical projects such as petrochemical installations (buildings) with an area of more than 70,000 square meters or oil depots with a total storage capacity of more than 300,000 cubic meters or liquid chemical depots of Class A and B with a total storage capacity of more than 200,000 cubic meters or liquefied hydrocarbon depots with a total storage capacity of more than 5,000 cubic meters;

(seven) other major projects that need to be submitted to experts for review or performance-based fire protection design outside the current national fire protection technical standards.

2. Provide technical guidance on fire protection design problems that are not clearly defined or not specified in the fire protection technical standards, and report to the provincial fire brigade in a timely manner. In any of the following circumstances, the Provincial Fire Corps shall, in conjunction with the Provincial Housing and Construction Department, timely organize expert review:

(1) The national technical standards for fire protection in engineering construction are not specified;

(two) the new technologies, new processes and new materials to be adopted in the fire protection design documents may affect the fire safety of construction projects and do not meet the requirements of national standards;

(3) It is proposed to adopt international standards or foreign fire protection technical standards.

3. For large-scale projects with a long construction period, on the premise of ensuring fire safety, with the approval of the fire department in charge of the project, fire design review and fire acceptance can be carried out in stages.

Four, the full implementation of the service commitment, the first question is responsible and the time limit system. In the fire administrative service window, Internet fire portal, and office space, the contents of fire administrative service matters, work basis, work flow, time limit for completion, service standards, and supervision methods are disclosed to the public, which is convenient for the masses to handle affairs and supervise. The first staff member who receives or accepts a customer's call for help, business application, business consultation or complaint report shall be responsible for handling, guiding and answering according to law. In accordance with the time limit stipulated or promised by laws and regulations, solve or answer related matters raised by the masses.

[Interpretation]: In order to further promote the construction of service-oriented and efficient fire fighting units, further strengthen work responsibilities, standardize law enforcement behavior and improve service level, fire fighting units have comprehensively implemented three systems: service commitment system, first inquiry responsibility system and time-limited completion system.

In line with the principle of convenience to the public, the service commitment is publicized in various ways, including posting the service commitment in the law enforcement service hall, external service window or other eye-catching positions in the jurisdiction, publishing it through bulletin boards, electronic information screens and local fire portal websites, compiling service manuals and service guides, setting up information consultation points, setting up consultation and service hotlines, or publishing it through police-public dialogue, police-public contact cards, fire Weibo and other channels. At the same time, we will actively promote new modes such as one-stop service, delayed service, appointment service and on-site service, and open up a "green channel" to provide convenient services for urgent matters related to people's livelihood.

2, the reception of public consultation and external office, office staff as the first staff, matters within the scope of their duties should be handled or answered in a timely manner; For matters that do not belong to their own scope of duties but belong to their own scope of duties, they should accept and take the initiative to inform them, do a good job in reception registration, hand over or transfer them to the relevant contractors in time, and explain the situation to the masses; For matters not within the scope of responsibilities of the unit, clearly inform on the spot, patiently explain, and provide guidance and help as much as possible.

3. Time-limited completion system refers to the system in which fire control institutions apply to clients for handling, consulting or complaining about related matters, and complete or reply within the promised time limit. Except for matters that should be settled or answered on the spot, relevant written acceptance vouchers should be issued to the masses in accordance with the regulations, indicating the undertaker, contact information and processing time limit, informing the masses of the channels for inquiring about the progress of processing, and completing the processing within the prescribed time limit. Where laws and regulations clearly stipulate the processing time limit, the processing time limit promised by all localities shall not exceed the prescribed time limit; Where there are no provisions in laws and regulations, the time limit for handling similar matters as stipulated in laws and regulations shall be referenced, and the time limit for commitment shall be reasonably determined. All localities should announce the time limit for handling commitments to the public through bulletin boards, the Internet and electronic information screens, and inform the clients when accepting applications.

Five, smooth channels for reporting and complaining about fire hazards. Announce the ways, methods, scope and contents of reporting complaints to the public, and promptly accept complaints from the masses about fire hazards through "96 1 19" reporting telephone calls, letters, visits, fire network (/) and other channels. To report complaints that hinder safe evacuation, and to stop using fire control facilities without authorization, to check within 24 hours after receiving the report, and to urge rectification according to law; Complaints about other fire safety violations shall be verified within 3 working days from the date of receiving the report. Check the handling situation and inform the complainant in time. If verified, the whistleblower will be rewarded.

In order to mobilize the enthusiasm of the masses to participate in fire control work to the greatest extent, expand the coverage of investigation and rectification of fire hazards to the greatest extent, effectively eliminate fire hazards, and effectively prevent and reduce fire accidents, "96 1 19" reporting and complaint centers have been set up at the provincial, municipal and county levels, and it is clear that special personnel will receive reports and complaints of fire hazards reflected by the masses in a timely manner. In the next step, we will further improve the reporting and complaint mechanism of fire hazards, improve the working system, refine the working measures and standardize the working process. With the help of TV, newspapers, internet and other media, the way, way, scope and content of reporting complaints and the award-winning reporting system are widely announced to the society, so as to better serve the masses and quickly handle their fire safety demands.

2, the following fire hazards to report complaints, the area of fire control institutions within 24 hours after receiving the report for verification, and urge the rectification according to law:

(1) Occupying, blocking or sealing evacuation passages and exits or other acts that hinder safe evacuation;

(2) Stop using fire control facilities without authorization.

Complaints about other fire safety violations shall be verified within 3 working days from the date of receiving the report.

After the complaint is verified, the fire control institution shall handle the illegal acts of fire control safety according to law. Handling the situation shall promptly inform the complainant; If it cannot be informed, it shall be indicated in the acceptance registration. If the complaint is verified, the whistleblower shall be rewarded in accordance with the relevant provisions.

Six, strengthen the publicity and education of fire safety. Relying on the fire protection network, the social fire protection publicity resource base is established, and publicity materials are released by classification for social units and the masses to download and use. Improve the opening mechanism of the province's fire brigade (station) and fire education museum, announce the opening time, place and content to the public, arrange corresponding visits and experience contents for different visitors, distribute fire laws and regulations and fire knowledge materials, provide fire safety consultation, and teach the masses the correct escape, self-help and emergency treatment methods.

In order to meet the people's demand for fire safety knowledge and vividly spread fire common sense, the Fire Corps has collected and updated all kinds of fire publicity materials, and will set up a fire publicity resource database on the fire protection network, with movies, televisions, songs and slogans as the main contents, and release fire knowledge in categories and provide free download services. Social units can print, post or display fire control knowledge materials according to their own reality for daily fire control safety publicity and education. Individuals can learn and understand all kinds of fire safety knowledge in time by consulting the resource library. 2. In order to make it easier for the masses to understand fire protection knowledge more intuitively, learn fire protection skills, and enhance the effect of fire protection publicity and education, the provincial fire brigade (station) and fire protection education museum are open in all directions, and the opening time, place and content are announced to the public through Jiangsu fire protection network or municipal fire protection website. Units and individuals can make telephone and online appointments. While ensuring that the fire brigade (station) completes the combat readiness task on duty, the fire brigade (station) scientifically arranges opening-up work, regularly updates publicity facilities, enriches publicity means, arranges corresponding contents and methods for different visitors, and innovatively carries out interactive and experiential fire prevention publicity and education activities. During the theme publicity activities such as "1 19", safety education day for primary and secondary schools, and disaster prevention and mitigation day, teachers and students of the school, employees of the unit and the community will also be invited to visit the fire station, distribute fire laws and regulations and fire safety knowledge materials, provide fire safety consultation, and impart correct knowledge of escape, self-help and emergency evacuation to the masses.
