1. If the applicant meets any of the following circumstances, the Bureau may accept his application:
2. If the applicant's household registration is in the place where the office is located, and it is not a local household registration, it is necessary to provide proof of living or working in the local area (more than one year);
3. The place where the applicant was born is the location of the office;
4. Applicants who were born in China and no longer have China nationality or hold Hong Kong, Macao and Taiwan Province resident identity cards shall go through the formalities at the notary office of their original domicile or birthplace before leaving the country.
Legal basis: Article 7 of the Regulations on Household Registration in People's Republic of China (PRC) stipulates that within one month after the birth of a baby, the head of household, relatives, dependents or neighbors shall report the birth registration to the household registration authority where the baby's permanent residence is located.
If an abandoned baby is abandoned, the adopter or the infant-rearing institution shall declare the birth registration to the household registration authority.
