Chapter I General Provisions Article 1 In order to standardize the disclosure of government information, establish an open and transparent administrative system, safeguard citizens, legal persons and other organizations' right to know and participate, and supervise government agencies to perform their duties according to law, these Provisions are formulated in accordance with laws, regulations and relevant state regulations, combined with the actual situation of this province. Article 2 The term "government information" as mentioned in these Provisions refers to documents, data, charts, procedures, conditions, standards, requirements and other information generated and mastered by government agencies in the process of performing administrative duties or providing public services.

The term "government organs" as mentioned in these Provisions refers to people's governments at all levels (including their dispatched offices) and their departments (including their dispatched offices), administrative law enforcement organs that implement vertical leadership, including other organizations that exercise administrative functions and powers according to law or provide public services.

The publicity mentioned in these Provisions refers to the social publicity outside the government organs. Article 3 These Provisions shall apply to government information disclosure activities within the administrative area of this province. Article 4 All government information related to economy, social management and public services shall be made public, except government information that is not made public according to law. Article 5 Government agencies shall fulfill the obligation of government information disclosure according to law.

Citizens, legal persons and other organizations have the right to obtain government information that should be made public. Article 6 The disclosure of government information shall follow the principles of legality, timeliness, truthfulness, comprehensiveness, impartiality and convenience. Article 7 The office departments of people's governments at all levels are the competent departments of government information disclosure, and are responsible for organizing the implementation of these Provisions.

The institutions designated by government agencies are responsible for the disclosure of government information in their own organs. Eighth people's governments at all levels shall establish a joint meeting system of government information disclosure. The joint meeting is composed of government offices, information industry departments, government legal institutions, supervision departments and other relevant government agencies, and is responsible for studying, coordinating and solving important problems in the process of government information disclosure. Article 9 People's governments at all levels shall include the funds needed for government information disclosure into the annual budget to ensure the normal conduct of government information disclosure activities. Chapter II Scope of Publicity Article 11 A government agency shall determine the scope and content of government information that it is responsible for disclosing, and voluntarily disclose the following government information:

2. Prediction, occurrence and handling of major emergencies such as epidemic situation, disaster situation, food safety, public security or criminal cases, traffic accidents, etc. , affecting public safety and the personal and property safety of citizens;

3, land acquisition, expropriation and management, land use rights transfer, exploration and mining rights transfer, property rights disposal and transaction of state-owned enterprises;

4, education, culture, civil affairs, health, labor and social security, poverty alleviation and other social management affairs or public services standards, conditions and implementation;

5, housing demolition approval documents, compensation standards, resettlement programs, etc. ;

6. Construction and sale of affordable housing, construction and lease of low-rent housing, etc. ;

7. The establishment, adjustment and cancellation of administrative licensing (examination and approval) matters and the basis, conditions, procedures, requirements and results for handling administrative licensing (examination and approval) matters;

8, tax basis, standards and collection and management;

9 fees, the basis, standards, scope, procedures, collection and use of funds and administrative penalties;

10, pricing and price adjustment of public service facilities or projects such as tourist attractions, water supply, power supply, gas supply, heating, cable TV, postal services, communications, public transportation, etc.

(4) government agencies and personnel

1. Organizational structure, functions, authority, office location, contact information, main leadership responsibilities, and changes in government agencies;

2. The basis, standards, conditions, procedures, requirements and results of recruitment, employment of civil servants and other staff who perform public affairs management functions, resettlement of demobilized cadres and veterans, and employment and talent introduction of graduates.

(five) other government information that should be disclosed in accordance with laws, regulations and rules.

Where laws, regulations and rules provide otherwise for the disclosure of the matters mentioned in the preceding paragraph, such provisions shall prevail.
