I. Candidates and Examination Conditions
Candidates for higher education self-study examination: China people and China citizens, regardless of gender, age, nationality, race and education level, can register for self-study examination at the time and place specified by provincial education examination institutions, except for majors with special requirements. Candidates who have been suspended from taking the self-study exam and are in the suspension period are not allowed to sign up for the exam (Notice of the General Office of the Ministry of Education on Printing and Distributing the Provisions on the Examination of Higher Education Self-study Exam and the Provisions on the Administration of Higher Education Self-study Exam [2020] No.3). Candidates who apply for undergraduate graduation from the higher education self-study exam must hold the diploma of college (or above) issued by colleges and universities and the higher education self-study exam, and the examination basis is the electronic registration and filing form of the academic certificate of the Ministry of Education or the China Higher Education Certification Report (Notice of the General Office of the Ministry of Education on Printing and Distributing the Provisions on the Examination of the Higher Education Self-study Exam and the Provisions on the Administration of the Examination of the Higher Education Self-study Exam) from the first half of 20 19. Freshmen who apply for the self-taught law major do not have the registration conditions to participate in the national unified legal professional qualification examination (Notice on Relevant Matters Concerning the Self-taught Law Major [2065 438+08] 150).
Professional restrictions have special requirements:
1. Nursing (college-upgraded) specialty is limited to nursing professionals, nursing teachers and nursing cadres who have graduated from nursing specialty and hold nursing qualification certificates (Opinions of Ministry of Education and Ministry of Health on Holding Higher Medical EducationNo. 10).
2. Pharmacy (specialist) majors are limited to students with college education or above in medicine, pharmacy and other related majors (Opinions of the Ministry of Education and the Ministry of Health on Holding Higher Medical Education [2002]10).
3. The specialty of traditional Chinese medicine (college-upgraded) is limited to graduates of Chinese pharmacy, traditional Chinese medicine and related majors in various colleges and universities with nationally recognized academic qualifications. Other graduates with college education or above who have obtained the qualification of health practice can also apply for the examination ("Several Opinions of the Ministry of Education and the Ministry of Health on Holding Higher Medical Education"No. [2002]10).
4. The major of public security management (upgraded from junior college) is limited to on-the-job policemen (including railway, transportation, forestry and civil aviation policemen) and armed police (Notice on starting the self-study examination of public security management and criminal reconnaissance higher education to organize policemen to participate in the study [1996] No.6).
Second, the examination major
According to the document spirit of Notice of the General Office of the Ministry of Education on Printing and Distributing the List of Higher Education Self-taught Examinations (202 1) and Basic Norms of Higher Education Self-taught Examinations (202 1) (No.2 Office of the Academic Affairs Office), Our province will be adjusted into a provincial-level proposition course from 2024 according to the Basic Norms of Higher Education Self-taught Examination (202 1) and the document arrangement of the National Notice on the Examination Arrangement of the National Unified Examination Course for Higher Education Self-taught Examination in 2023 (No.90 [2022] of the Institute of Education and Examination), and the examination will still be arranged in 2023. Courses newly listed in the catalogue of unified examination courses will be arranged in succession from 2024, and no examinations will be arranged in 2023.
Major: 8 majors, including chain operation and management, automobile manufacturing and testing technology, numerical control technology, electromechanical equipment technology, modern secretarial, preschool education, computer application technology and Internet of Things application technology. According to the document requirements of the Notice of the General Office of the Ministry of Education on Printing and Distributing the List of Professions for Self-taught Higher Education Examination (202 1) and Basic Norms for Self-taught Higher Education Examination (202 1) (No.2 of the Academic Affairs Office [20265438]), starting from the first half of 2023, the above eight majors will be listed.
Majors upgraded from junior college: Chinese language and literature, tourism management, electronic commerce, computer science and technology, animal medicine, electrical engineering and automation, software engineering, visual communication design, mechanical design and manufacturing and automation, marketing, animation, civil engineering, nursing, pharmacy, traditional Chinese medicine, optometry, public security management, social work, chemical engineering and technology, process equipment and control engineering, automation, transportation. 35 majors, including automobile service engineering, preschool education, environmental design, digital media art, primary education, international economy and trade, finance, accounting, business administration, engineering management, law and Internet of Things engineering.
In the second half of 20 18, five majors, such as accounting (undergraduate) plan b, pharmacy (undergraduate), law (undergraduate) plan b, human resource management (undergraduate) and finance (undergraduate), stopped accepting freshmen to apply for the "second degree" and were no longer exempted from the examination according to the "second degree" professional plan. After the professional adjustment of the Catalogue of Higher Education Self-taught Examinations (202 1) and the Basic Norms of Higher Education Self-taught Examinations (202 1) in our province, the professional planning documents of the above five undergraduate majors are no longer applicable, and the old candidates before the first half of 20 18 are no longer implemented according to the "second degree".
Nine majors, including tourism management, e-commerce, marketing, human resource management, finance, accounting (plan A\B) and business administration (plan A\B), began to add "Introduction to the Basic Principles of Marxism" (course code: 03709) to the public politics class from the second half of 20 19. Starting from the second half of 20021,candidates applying for graduation from the above nine majors must obtain qualified results in Introduction to Basic Principles of Marxism (course code: 03709) before applying for graduation.
Third, the professional closure and the handling of remaining problems
(1) Major suspension of trading
The major of ship and ocean engineering (college-upgraded) (A/B program) will stop accepting new students' registration from the first half of 2022. Due to the epidemic in COVID-19, the transition period for suspending the examination was extended by one year. No course examinations will be arranged from the first half of 2026, and graduation certificates will be stopped from the first half of 2027.
Chinese Language and Literature (College) and English (College) majors are closed by the state, which shall be implemented in accordance with the unified arrangements of the state. In the second half of 2022, the registration of new students will be stopped, and the graduation certificate will be stopped in the first half of 2026.
(two) to deal with the problems left over from the suspension of the examination.
1. For unqualified courses in suspended majors, you can choose courses with the same name and course code in other majors to take the exam.
2. If there are still two or the following theoretical courses (including two courses) that can't pass the exam, in principle, you can choose related courses of other majors with similar self-study exams to take the exam and obtain the number of courses and credits specified in the original professional exam plan, and you can apply for graduation according to the original major within the specified time.
3. If there are still two or more theoretical courses that can't pass the exam, you can change your major to take the exam according to the relevant provisions of the self-study exam. If you meet the graduation conditions, you can apply for graduation according to your major.
Fourth, the examination course and schedule
In the first half of 2023, the examination time for theoretical courses will be April 15 and April 16. See attached table 1 and attached table 2 for details. In the first half of 2023, the time for practice assessment and thesis defense will be determined by the examiner schools. Verb (abbreviation of verb) registration
In the first half of 2023, the self-study exam in our province continued to be managed by network, and the registration of theoretical courses, practical courses, transfer exams, exemption from exams and graduation applications were all handled through the online service platform for self-study exams in Liaoning Province (hereinafter referred to as the online service platform for self-study exams, website: /lnzk.wb). Candidates should fill in personal information and registration information as required after logging on to the online service platform. Before online verification, they should carefully check their ID number, name, mobile phone number and other information to ensure accuracy. All consequences arising from inaccurate and untrue information filled in by individuals shall be borne by you. Candidates need to register online before registering. Candidates who fail to complete online registration on time cannot register and take the exam.
(1) Online Registration
1. Online Registration and Certification for Freshmen
The candidates who take the self-taught exam for the first time are "freshmen". Freshmen must register with valid ID numbers, and candidates with resident ID cards and other valid ID cards must register with resident ID numbers.
Candidates are required to log on to the online service platform of self-study exam using IE8 and above browsers, enter through the "Registration Entrance for Candidates without Admission Tickets", and fill in their basic personal information, email address and their commonly used mobile phone numbers. I need to upload a bareheaded photo of my recent e-cert when registering. The requirements for uploading photos are: recent photos, blue background, bareheaded, JPG or JPEG format, with the size not exceeding 40k and not less than 15K (height x width 48mmx33mm). The photo is saved as the image information of the examinee's exam.
After candidates complete online registration and photo uploading, the service platform will conduct normative inspection and comparison to confirm whether the registration photos uploaded by candidates are in compliance, and compare and confirm the identity information of candidates. After online certification passes, the candidate's registered mobile phone number will receive the password and admission ticket number. Candidates log on to the online service platform of self-taught examination and register for theoretical courses within the specified time with their passwords and admission ticket numbers. If candidates cannot complete online identity verification, they can contact the recruitment office of the city (district) where they apply for a manual audit. After passing the certification, the important identity information (name, ID number, photo) of candidates will not change.
2. Old candidates register online
Candidates who have obtained the admission ticket for self-study examination in Liaoning Province are all "old candidates". Candidates are required to log on to the online service platform of self-study exam using IE8 and above browsers, enter through the "Admission Ticket Candidate Registration Entrance", and fill in the information I have mastered in our province before, such as the admission ticket number, ID number (please fill in the ID number 15 if the ID number is 15), name, etc. After logging in, I will improve my basic personal information and fill in my common mobile phone number and other contact information. After the registration is completed, the default login password will be sent to the candidate's own mobile phone number for registration and other operations, so be sure to keep it properly.
(2) Registration method
1. theory course registration
After passing the online identity verification, freshmen can log on to the online service platform for self-study examination and enter the "theoretical course registration" within the specified time, choose the major and course to apply for, and then pay online fees after checking the application information.
After completing the registration, the old candidates can log on to the online service platform of self-taught examination to enter the "theoretical course registration" within the specified time, select the major and course to apply for, inquire about the registration information and make online payment to complete the course registration. Failure to pay on time will be regarded as giving up this application. Online application for theoretical courses must be completed by the candidates themselves, and collective payment is not accepted.
2. Registration of practical courses
After completing the registration, candidates can log on to the online service platform of self-taught examination to enter the "registration of practical courses" within the specified time, select the majors and courses to apply for, inquire about the registration information and make online payment to complete the registration of practical courses. Online payment is only the registration fee and examination fee for practical courses. Before the examination, the examiner's school shall carry out acceptance in accordance with the provisions of the relevant competent departments. Failure to pay on time will be regarded as giving up this application. The registration fee for online registration of practical courses must be completed by the candidates themselves, and collective payment is not accepted.
Candidates should pass all the courses in this major before applying for graduation thesis, graduation design or graduation comprehensive examination. (Teaching Test [1996] No.3 of the Trial Measures for the Examination Management of Practice Links in Higher Education Self-taught Examinations)
Old candidates who meet one of the following four conditions may apply to the municipal and district admissions offices and submit relevant certification materials. They can apply for graduation thesis, graduation design or graduation comprehensive examination course without using the online service platform of self-study examination.
(1) For the old candidates who apply for the exam, they can declare during the three-year transition period from the end of accepting new students' registration.
(2) In addition to the courses that can be exempted from examination, old candidates who have passed other courses (including practical courses) can declare. (Including candidates with two undergraduate degrees)
Old candidates who have adjusted their professional plans, including all courses that meet the principle of substitution, can declare.
(4) Candidates who failed to take the theoretical course examination in the first half of 2022 and the theoretical course examination in the second half of 2022 postponed by COVID-19 epidemic can apply for graduation thesis, graduation design or graduation comprehensive examination course as scheduled, and only candidates who have applied for all the remaining courses in this major can apply.
3. Transfer application for registration

Candidates can log on to the online service platform for self-study examination and enter the "transfer application" within the specified time. Candidates can apply for transfer through their ID number, name and admission ticket number. Log in to the online service platform for self-taught examination within the specified time, enter the "transfer application" and check the approval status of the transfer application. When the approval status is "Approved", candidates need to check the information of the exams transferred by candidates, and then click the "Confirm Online" button.
Candidates need to prepare an electronic photo of their ID card and a recent bareheaded portrait in advance when transferring out online for confirmation. Photo requirements: JPG or JPEG format, size not less than 20K and not more than1m.. On the online confirmation page, candidates need to upload electronic photos of their ID cards, wait for the comparison results of the system after uploading, and complete the online transfer confirmation of candidates after passing the comparison; If the comparison fails, candidates need to upload their recent bareheaded photos again, wait for the results of the system comparison after uploading, and complete the online transfer confirmation of candidates after the comparison is passed. Candidates who fail to compare must make the next adjustment confirmation according to the information on the page.
Candidates who apply for transfer fail to make online remote confirmation within the time limit. According to the relevant regulations of the Examination Center of the Ministry of Education and our province, the corresponding electronic files will be returned to the transfer place. Candidates who have made online remote confirmation can query and confirm their transfer information through the online service platform of self-study examination in our province after March 2023 1, and those who have transferred from other provinces can query and confirm their transfer information through the online platform of the transfer-in admissions examination institution after March 2023 10.
② Candidates from other provinces are transferred to registration.
Candidates can log on to the online service platform for self-study examination and enter the "application for adjustment" within the specified time. Candidates can check and confirm the adjustment information through ID number, name and admission ticket number. Candidates can click on the "Tips" and "Instructions for Online Remote Confirmation of Self-taught Examinations in Other Provinces of Liaoning Province" in the online service platform for self-taught examinations to see the specific instructions.
If the candidates from other provinces who apply for adjustment fail to make online remote confirmation within the time limit, the corresponding electronic files will be returned to the adjustment place according to the relevant regulations of the Examination Center of the Ministry of Education. Candidates who have made online remote confirmation can inquire and confirm their adjustment information through the online service platform of self-study exam after June 1 day, 2023.
Candidates from other provinces who apply for transfer before 20 16 (excluding 20 16) must take photos with their valid resident identity cards, admission tickets from other provinces and transfer forms, and upload their contact information (including name, postal code, address and contact number) to the designated mailbox. 4. Apply for registration without examination.
After completing the registration, candidates should log on to the online service platform of self-taught examination to enter the "application for exemption from examination" within the specified time, fill in the contact telephone number, carefully read the notice and commitment letter of exemption from examination, confirm and select the major and course of exemption from examination, fill in the material information on which exemption from examination is based, including academic certificates, transcripts and the names and numbers of certificates of various grades, and upload a photo corresponding to each material (multi-page materials should be taken). When uploading the photo of graduation certificate, you must upload the corresponding one. As the basis for archiving and future reference, the photos of uploaded materials should be true and clear, the file type should be JPG or JPEG format, and the file size should be not less than 50K and not more than 1M (the photo pixel should be more than 200x200). Candidates who do not upload photos or upload incomplete photos will not be able to complete the application. Candidates who fail to verify all kinds of online related grade certificates (including those obtained from other provinces) can delete relevant material information and course information by themselves. If you can provide relevant certificates issued by the issuing authority, you can further review them at the on-site confirmation stage. After completing the online registration, candidates will go to the designated places of the cities and districts for on-site confirmation within the specified time, and submit the original and photocopy of the exemption materials consistent with the uploaded photos. The municipal and district zhaoban receives the photos of the materials uploaded by the candidates, compares them with the submitted materials and makes a preliminary examination, and submits a copy of the materials to the provincial zhaoban. Candidates who have passed the preliminary examination bring back the original materials, and re-log in to "free registration" on the homepage of the online service platform for self-study exams for online payment. If it is not paid on time, it will be regarded as giving up this application for exemption. The fees for applying for exemption courses must be paid by the candidates themselves, and collective payment is not accepted.
Anyone who forges, alters or provides false certification materials, once found out, will immediately cancel the examination qualification and pass the higher education self-study examination, and record it in the integrity file of the candidates. Staff who engage in malpractices for selfish ends shall be dealt with accordingly in accordance with the Measures for Handling Violations in National Education Examinations (Decree No.33 of the Ministry of Education).
5. Application for graduation registration
After completing the registration, candidates who meet the graduation requirements can log in to the online service platform for self-study and enter the "graduation application" within the specified time. Candidates themselves must carefully check their own examination record information (natural information and score information), and choose their own major and examiner's institution after confirmation. The online service platform for self-study examination will automatically screen candidates' majors and qualified courses according to their graduation conditions, and at the same time pre-qualify candidates who apply for undergraduate graduation online. If they do not meet the requirements, their application will be terminated. Candidates who have questions about the results displayed on the platform can upload photos of the results to the enrollment office. In case of "unsuccessful application" for other reasons, candidates must follow the online prompts, contact the recruitment office where they are registered, provide specific information, and upload relevant materials to the recruitment office email address where they are registered for verification. After the online application is completed, candidates will click the "Online Confirmation" button within the specified time prompted by the platform for online confirmation. Sixth, the examination regulations
Candidates take the exam at the specified time and place with the admission ticket and valid identity documents. Candidates must strictly abide by the rules of the examination room, and deal with disciplinary actions in accordance with the Measures for Handling Disciplinary Actions in National Education Examinations, the Criminal Law Amendment (IX) and the Interpretation of the Supreme People's Court and the Supreme People's Procuratorate on Several Issues Concerning the Application of Laws in Handling Criminal Cases such as Cheating in Organizing Examinations.
"Whoever organizes cheating in the national examinations prescribed by law shall be sentenced to fixed-term imprisonment of not more than three years or criminal detention, and shall also or only be fined; If the circumstances are serious, he shall be sentenced to fixed-term imprisonment of not less than three years but not more than seven years and fined. Seven, query and audit results
