Detailed rules for the implementation of production license
1 general rules
1. 1 These Detailed Rules are formulated in accordance with the Regulations of the People's Republic of China on the Administration of Production Licenses for Industrial Products (Order No.440 of the State Council) and the Measures for the Implementation of the Regulations of the People's Republic of China on the Administration of Production Licenses for Industrial Products (Order No.80 of the General Administration of Quality Supervision, Inspection and Quarantine).
1.2 these detailed rules are applicable to those who produce, sell or use rubber sealing products in People's Republic of China (PRC). No enterprise may produce rubber sealing products without production license, and no unit or individual may sell or use rubber sealing products without production license in business activities.
Rubber sealing products subject to production license management are divided into six product units according to categories. See table 1 for specific product types.
Remarks: Enterprises should pay attention to:
(1) Product Type 1-3 can cover other product types in this unit from front to back, and vice versa;
(2) An enterprise that only produces Category IV products may produce other products of the same type after obtaining a production license for any of these products;
(3) The enterprise has a production license for O-type rubber sealing rings, and can produce reciprocating rubber sealing rings of the fourth product type.
2 working mechanism
2. 1 The General Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as AQSIQ) is responsible for the unified management of the production license of rubber sealing products.
The General Administration of Quality Supervision, Inspection and Quarantine has set up the National Industrial Products Production License Office (hereinafter referred to as the National License Office), which is responsible for the daily work of the production license management of rubber sealing products.
The National Industrial Products Production License Examination Center (hereinafter referred to as the National License Examination Center) is the office of the National License Office.
2.2 The rubber products examination department of the National Industrial Products Production License Office (hereinafter referred to as the examination department) is located in China Petroleum and Chemical Industry Association and entrusted by the National License Office:
(1) Organize the drafting of detailed rules for the implementation of related products;
(2) Track the changes of national standards, industry standards and technical requirements of related products, and timely put forward opinions and suggestions on revising and supplementing the detailed rules for product implementation;
(3) Organizing and publicizing the detailed rules for the implementation of relevant products;
(four) to organize on-site inspection of enterprises applying for related products;
(five) review and summarize the relevant materials of the enterprise applying for evidence collection;
(six) to recommend the inspection institutions to undertake the inspection of the production licenses of related products;
(seven) responsible for training, recommending registration, employment and supervision and management of production license examiners;
(8) Cooperate with the establishment and improvement of production license information management system;
(9) Complete other tasks assigned by the National Production License Office.
