Internal Structure of Anshun Housing and Urban-Rural Development Bureau

According to the above responsibilities, Anshun Housing and Urban-Rural Development Bureau has internal organs 15:

(1) office

To organize and coordinate the government affairs of organs; Responsible for messages, documents, confidential, confidentiality, information, letters and visits, publicity, supervision, liaison, information construction, suggestions and proposals.

Prepare the housing security development plan and annual plan and supervise the implementation; Guide and coordinate the county (district) housing security work; Responsible for the construction and management of affordable housing and low-cost housing; Responsible for housing construction and housing system reform; Responsible for the asset management of public housing units directly under the housing reform; Responsible for the management of housing funds at the city level (including the central and provincial security units entrusted by the city); To undertake the daily work of the Municipal Housing Fund Management Committee.

(4) Real Estate Market Management Section

Responsible for the supervision, management, guidance, coordination and service of real estate market construction, real estate development, real estate transaction and residential community construction; Responsible for the market access management of commercial housing and issuing the pre-sale permit of commercial housing; Responsible for the management and guidance of real estate transfer and mortgage; Responsible for the establishment, approval and comprehensive acceptance of real estate development projects; Responsible for the management of real estate development enterprises and real estate intermediary service institutions; Responsible for the qualification management of real estate surveying and mapping institutions; To guide and supervise the management of housing ownership; Guide the paid transfer, development and utilization of urban land use rights; To guide the expropriation and compensation of houses on state-owned land; Responsible for the statistics, collation and release of real estate data; Implement specific management of the real estate industry in Xixiu District and Anshun Economic and Technological Development Zone.

To formulate development plans for engineering construction and construction industry (including indoor and outdoor architectural decoration), and be responsible for the supervision and management of construction market, construction permit, construction supervision, contract, engineering project, engineering cost, engineering guarantee, engineering risk, housing and municipal engineering bidding; Responsible for the qualification examination of construction enterprises, construction and installation enterprises, construction products enterprises, construction supervision, bidding agencies and construction enterprises related to transportation and hydropower; Comprehensive management of the city's engineering survey and design quality, urban survey and urban engineering survey, survey and design industry bidding, survey and design professional and technical personnel qualification registration and survey and design unit qualification examination and approval; Responsible for organizing the development, test and appraisal of major scientific and technological projects, and popularizing and applying new technologies, new processes and new materials; To undertake the establishment, supervision and management of bid evaluation expert database for housing construction and municipal engineering; Supervise and manage the city's physical construction market; Responsible for the collection of supporting fees for urban infrastructure in Xixiu District and Anshun Economic and Technological Development Zone, issue construction permits in Xixiu District and Anshun Economic and Technological Development Zone, and guide the issuance and management of construction permits in counties and districts.

To formulate development plans for village and town construction; Responsible for the establishment, declaration and preliminary design of village and town construction projects; Responsible for the establishment of village-level project library; Responsible for the annual statistical report on the construction of villages and market towns; To guide the seismic fortification of rural houses and the construction of affiliated civil air defense projects; Supervise and promote the general design drawings of rural housing; Guide and manage the construction of infrastructure projects in villages and towns, and guide villages and towns to improve the living environment; Guide the planning and construction of rural housing and rural dangerous houses.

(7) Engineering Quality and Safety Management Section

Responsible for the supervision, inspection and guidance of safety production and engineering quality of housing construction projects and municipal infrastructure projects; Responsible for the investigation and handling of engineering safety and engineering quality accidents; Review and report the application for safety production license of construction enterprises, supervise and manage the safety production assessment certificates of the main responsible persons, project leaders and full-time safety officers of construction enterprises, and go through the safety production registration procedures and house demolition registration procedures before the start of municipal management projects.

(8) Landscape Architecture Department

Responsible for the comprehensive management of the city's scenic spots and urban landscape protection and construction and the declaration of world heritage; Responsible for the supervision and management of landscape planning and construction in Xixiu District and Anshun Economic and Technological Development Zone; Participate in and guide the examination and approval of the overall planning and detailed planning of scenic spots; Organize the resource evaluation, declaration and site selection of construction projects in the landscape garden area; Responsible for the qualification examination of scenic spots and urban landscape construction units, and guide the management of biodiversity protection and greening and beautification in scenic spots.

(9) Property Service Management Division

Responsible for the management of the property service industry, guide and standardize the property service management market; Formulate property management measures and organize their implementation; Responsible for the qualification management and performance appraisal of property service management enterprises; Responsible for guiding and supervising the collection and management of housing maintenance funds; Responsible for the technical guidance of house repair; Participate in the formulation of property service management fees; To guide and supervise the management of residential areas, buildings and other property services; Guide the house safety appraisal and termite control.

(10) Housing Lease Management Section

Responsible for the management of housing rental market and the registration and filing of housing rental contracts; To guide the lease management of directly managed public houses; Responsible for the analysis and research on the operation of the housing rental market, and calculate the guiding price of the housing rental market; To be responsible for regularly publishing the house rent guidance price and related information; Responsible for housing safety management and handling of housing safety accidents.

To formulate development plans for urban construction, municipal infrastructure construction and municipal public utilities management and organize their implementation; Responsible for the establishment, declaration and preliminary design of urban construction projects and municipal infrastructure construction projects; Undertake the establishment, feasibility study and preliminary design review of municipal sanitation infrastructure construction projects such as sewage treatment, landfill, road bridges and culverts, street lamps, etc.; Guide the seismic fortification of urban buildings and the construction of affiliated civil air defense projects, and guide the development and utilization of urban underground space; Organize the implementation of public sector technical standards, cultivate and standardize the public sector market; Responsible for the annual statistical report of urban construction and public utilities; Guide the construction of municipal infrastructure in Xixiu District and Anshun Economic and Technological Development Zone.

(XII) Urban Management Section

To formulate urban management and development plans, formulate urban appearance standards and rules and regulations on city appearance, environmental sanitation and urban construction supervision, and supervise their implementation; To guide and supervise the comprehensive management of city appearance and environment; Guide urban water supply, water saving, gas, heat and garbage disposal, and guide the construction of urban sewage treatment facilities and pipe networks; Responsible for the supervision and management of public facilities and related information consultation and services; Responsible for the supervision and inspection of the civilized law enforcement of urban management law enforcement personnel, and correct or investigate the improper punishment of urban management law enforcement personnel and the behavior that should be accepted but not accepted; Coordinate and handle contradictions and disputes between administrative law enforcement and the masses.
