Chapter I General Provisions Article 1 In order to meet the needs of establishing a socialist market economic system and transforming government management functions, and to realize the scientific, standardized and institutionalized government information work in the government system, these measures are formulated in accordance with the spirit of the Notice of the General Office of the State Council on Printing and Distributing the Interim Measures for Government Information Work (Guo Ban Fa [1995] No.53). Second government information work is an important work of governments at all levels, departments and units. It is an important aspect for governments at all levels, departments and units to change their work functions, broaden their service fields and strengthen the "three services". Its main task is to reflect the social conditions and public opinion in government work and social and economic development, and to provide real, timely, accurate and comprehensive information service and information guidance for the government to grasp the overall situation, make scientific decisions and implement leadership. Third government information work must adhere to the basic line of the party, abide by the Constitution, laws and regulations, and adhere to the principle of seeking truth from facts. Fourth government information work should adhere to the classification service, one is to serve the government, departments and units at the same level, and play the role of information center; The second is to serve the lower government, lower departments and subordinate units, and play the role of information service and information guidance; The third is to serve the higher-level government, higher-level departments and competent units and play the role of providing scientific decision-making basis. Submitting information to the general office of the municipal government and providing information services for the scientific decision-making and implementation of the leaders of the municipal government are the primary responsibilities of governments at all levels, departments and units in government information work. Fifth government information work should focus on the central work of the government and the key, difficult, hot and sensitive issues in social and economic development, and reflect the new situation and new problems in the process of establishing the socialist market economic system and the new ideas, new measures and new experiences of reform and opening up. Sixth governments at all levels, departments and units should strengthen the leadership of government information work. According to the laws of government work, formulate annual information submission plans and phased arrangements, do a good job in coordination, and give full play to the overall function; Conscientiously do a good job in the feedback of the implementation of the city leaders' instructions; Provide convenient conditions for information institutions and their personnel; It is necessary to establish and improve the incentive mechanism and commend it regularly. Chapter II Government Information Institutions and Teams Article 7 The Information Office of the General Office of the Municipal People's Government shall be responsible for the construction of government information networks, business guidance and training of information personnel. Eighth district and county people's governments, commissions, bureaus and directly affiliated units shall establish and improve the institutions responsible for government information work in the office. Ninth agencies responsible for government information work mainly perform the following duties:

(a) according to the principles and policies of the party and the state, combined with the work of the local area and the department, study and formulate the government information work plan, and organize the implementation;

(two) do a good job in the daily work of information collection, screening, processing, transmission, feedback and storage;

(three) combined with the central work of the government and the concerns of the leaders, as well as the important problems found in the information, organize information research and provide special information;

(four) to provide information guidance services for the government;

(five) the organization of government information exchange activities, to understand and guide the government information work of subordinate units;

(six) to organize the professional training of government information staff in the region and the department;

(seven) regularly organize information work meetings. Tenth government information network is the basis of government information work. The government information network of the government system consists of primary, secondary and tertiary networks. The county people's governments and departments shall establish and improve the government information network according to the actual situation and needs. Eleventh district and county people's governments, commissions and directly affiliated units should set up 1 to 2 full-time information officers in the office to ensure the stability of personnel, and there is an office director in charge of this work. Twelfth government information staff should meet the following basic conditions:

(a) love information work, dedication and sense of responsibility, decent style, seeking truth from facts;

(two) familiar with the party's line, principles and policies, familiar with the main business work of the government or departments;

(three) to master the basic knowledge and skills of government information work, and to have certain basic knowledge of economy, science and technology and law;

(4) Strong comprehensive analysis ability, written expression ability and organization and coordination ability;

(five) strictly abide by the confidentiality system of the party and the state. Chapter III Government Information Work System Article 13 The lower level government shall submit information to the higher level government in a timely manner. The information submitted by the lower level government to the higher level government must be submitted in strict accordance with the requirements. Fourteenth should strengthen the planning and advance of information work, determine the annual and phased work priorities, and timely release to the network units. Fifteenth higher-level governments, departments or competent units shall regularly inform the lower-level governments, departments or subordinate units of the adoption of information. The information office of the general office of the municipal government informs the network units of the adoption of information every month. Sixteenth governments at all levels, departments or units responsible for government information work according to the need to organize information exchange between each other, on the premise of keeping secrets according to law, to maximize the sharing of information resources. The information office of the general office of the municipal government regularly provides information to network units in the form of electronic data exchange.
