According to the highway engineering standard revision plan of the Ministry of Transport, the road network monitoring and emergency disposal center of the Ministry of Transport (hereinafter referred to as the road network center) undertakes the revision of the three standards: the compilation method of highway engineering capital construction project budget, supporting quota (highway engineering budget quota, highway engineering budget quota, highway engineering team quota and highway engineering maintenance budget guide). Over the past two years, the Ministry of Road Network Center has seriously carried out this work. After investigation, field data collection, indoor industry analysis, expert consultation and supplementary investigation, the draft of the above three standards was formulated. The relevant amendments are now explained as follows:
I. Revision Background "The Method for Compilation of Budget Estimates of Highway Engineering Capital Construction Projects" (JTGB06-2007) (hereinafter referred to as the "Method") and its supporting quotas have played an important role in standardizing the compilation of highway engineering cost documents, controlling highway construction investment and promoting the healthy and sustainable development of highway construction in China since their promulgation and implementation. However, with the development of highway construction in China, new ideas, new technologies, new processes, new equipment and new materials are constantly emerging, the highway construction mode and management mechanism are deepening, and modern engineering management is further promoted.
The "Measures" and supporting quotas are gradually difficult to meet the actual needs and need to be revised in time.
The scale of the national highway network is constantly expanding, and the mileage of traffic is increasing year by year, so the importance of maintenance is increasingly prominent. Highway maintenance is of great significance for maintaining good road conditions, the safe operation of bridges and tunnels and the safe and convenient travel of the public. In September, 2002, the former Ministry of Communications issued "Guidelines for Budget Preparation of Highway Maintenance Projects" (JTGH40-2002) (hereinafter referred to as "Guidelines"), which played an important role in guiding the transportation departments of various provinces and cities to formulate maintenance project budget preparation methods and maintenance project budget quotas. However, with the implementation of the national "fee to tax" and the deepening of the maintenance management system, the Guidelines can no longer meet the actual needs of maintenance project management and need to be revised urgently.

For example, the cost items of construction and installation projects are divided into labor costs, material costs, construction machinery use fees, enterprise management fees, profits, fees, taxes, etc. The "Notice" clearly requires that the compilation of engineering valuation quota and its valuation procedures of various disciplines shall be implemented in accordance with the "Notice". Cost standards such as "Measures for the Compilation of Budget Estimates for Highway Construction Projects" shall comply with the relevant provisions of the Ministry of Finance to adapt to the changes of relevant national policies.
(2) There is an urgent need to supplement the four new technologies, and at the same time, the "four new" (new technologies, new processes, new equipment and new materials) of highway construction that need to be properly adjusted in the quota level are constantly applied, resulting in the lack of quota items such as large-diameter impact drilling, rotary jet grouting pile, bridge construction, rubber asphalt pavement and subgrade flexible protection, which leads to no pricing basis for design and bidding, and the above quota needs to be supplemented urgently. In recent years, various provinces and cities have gradually raised the local minimum wage standard, and the proportion of labor cost in highway construction has been increasing. The level of mechanized operation in highway construction has been continuously improved, and the work efficiency has changed. However, the current quota does not reflect the above-mentioned engineering characteristics and changes, and some quota levels are unreasonable, which need to be revised to meet the needs of engineering construction management.
(III) Need for Deepening Maintenance Management System and Maintenance Fund Guarantee With the development of highway maintenance technology, all provinces and cities deepen maintenance management system, gradually promote the reform of maintenance management system and operation mechanism, and implement separation of management and maintenance, specialized construction and mechanized operation to meet the needs of highway maintenance development. The current Guideline was promulgated and implemented in 2002, which still reflects the collection system of highway maintenance fees, which is far from the current actual management situation. Revising the Guide is not only the need to scientifically and reasonably determine the capital demand of highway maintenance projects, but also the need to prepare annual maintenance plans, and it is also an important basic work for the scientific and standardized management of highway maintenance projects.
To sum up, it is necessary and urgent to revise the three major standards of cost.

1. Current situation investigation

From April to May, the Ministry of Road Network Center held a research conference on the compilation of design documents in Wuhan, a research conference on technically complex bridges in Fuzhou, a research conference on tunnels in Taiyuan, a research conference on the cost of traffic engineering in Changsha, and a research conference on the cost of BOT and other construction modes in Urumqi.
2. Outline review
On April 20 13, the Ministry Road Network Center compiled a revised outline and reported it to the Ministry Highway Bureau. The writing team made various revisions in strict accordance with the minutes of the outline review meeting.
3. Field data collection
On June 20 13, the Ministry of Road Network Center decomposed the quota revision task, and 19 provincial highway cost management institutions participated in the revision. At the same time, the Ministry of Road Network Center has compiled a quota revision manual, made unified provisions on data collection forms, quota compilation procedures and basic data, organized and developed quota compilation software, and conducted technical training for quota revisers of 3 1 provincial cost management institutions in Zhuhai, Guangdong.
From June to September, all contractors collected quota data nationwide, went deep into the construction line, ate and lived in the construction site, talked with construction workers and management personnel to understand the construction technology and engineering consumption. The road network center of the Ministry also sent people to various places to help collect data. In the process of data collection, special attention is paid to the modern engineering management of highway construction and the influence of "five-way construction" and the increase of unit price on the quota. Some provinces not only collect information from their own provinces, but also collect information from other provinces, so that quotas are more broadly representative. For example, Hebei quota station went to Zhejiang, Guangdong and other provinces to inspect the quota of PHC soft foundation treatment piles, and Sichuan cost station went to Jiangsu to learn rotary excavation technology. 4. Internal analysis stage
From 20 13 to 10 ~ 12, all provinces and cities compiled manuals and intermediate results according to the survey data, and conducted preliminary analysis and comparison of quotas.
