Please strictly abide by all laws and regulations. Please consciously abide by it. Please don't illegally set off fireworks and firecrackers in the area within the fourth ring road of our city. Please don't illegally produce, manage, store or transport fireworks and firecrackers in the area within the Fourth Ring Road of our city. Please don't hold large-scale fireworks display activities such as fireworks parties illegally. Please don't bring fireworks into the forbidden area and set off fireworks illegally.

For the safety of life and property of the general public in our city, please firmly establish the awareness that safety is more important than Mount Tai, conscientiously implement the prohibition regulations, and actively and consciously abide by the "Regulations on the Safety Management of Fireworks and Firecrackers in Changchun City" and laws and regulations. The Regulations of Changchun Municipality on the Safety Management of Fireworks and Firecrackers was promulgated and implemented. In order to ensure the implementation of the "Regulations", reduce urban pollution, ensure the safety of our city, and stop and put an end to the occurrence of illegal fireworks and firecrackers, this circular is formulated in accordance with the provisions of the "Regulations on the Safety Management of Fireworks and Firecrackers in Changchun City".
First, it is strictly forbidden for any unit or individual to illegally set off fireworks and firecrackers in the area within the Fourth Ring Road of our city.
Two, it is strictly prohibited for any unit or individual to illegally produce, operate, store and transport fireworks and firecrackers in the area within the Fourth Ring Road of our city.
Three, it is strictly prohibited to illegally hold fireworks and other large-scale fireworks display activities.
Four, it is strictly prohibited to bring fireworks into the forbidden area, illegal fireworks.
Five, in violation of the "Changchun fireworks safety management regulations" fourth, fifth, sixth and eighth provisions of fireworks, the public security department shall order it to stop the discharge, and impose a fine of more than one hundred yuan to five hundred yuan; Engaged in business activities to set off fireworks, a fine of ten thousand yuan. In violation of the provisions of Article 7 of the Regulations, without the permission of the municipal public security department, no unit or individual may hold large-scale fireworks display activities such as fireworks parties, which shall be ordered by the public security department to stop the discharge and impose a fine of 1 10,000 yuan to 50,000 yuan on the responsible unit.
Six, illegal transport of fireworks, the public security department shall be punished in accordance with the provisions of the "Regulations" of the State Council on the safety management of fireworks.
Seven, in violation of the provisions of the "Changchun fireworks safety management regulations", which constitutes a violation of public security management, shall be punished in accordance with the relevant provisions of the "People's Republic of China (PRC) Public Security Management Punishment Law"; If a crime is constituted, criminal responsibility shall be investigated according to law. Whoever causes property damage or personal injury to the state, collective or individual shall bear civil liability according to law.
