Chapter II Insurance Scope
Article 4 Urban and rural residents with overall household registration, who have reached the age of 16 (excluding students at school) and are not staff members of state organs and institutions, who are not included in the basic old-age insurance system for employees, can participate in the old-age insurance for urban and rural residents at their household registration places.
Chapter III Fund Raising
Article 5 The endowment insurance fund for urban and rural residents consists of individual contributions, collective subsidies and government subsidies.
Article 6 Persons participating in endowment insurance for urban and rural residents shall pay endowment insurance premiums in accordance with regulations. Article 7 Conditional village collective economic organizations shall subsidize the insured's payment, and the subsidy standard shall be determined democratically by the villagers' committee convening a villagers' meeting or a villagers' representative meeting, so as to encourage qualified communities to include collective subsidies in the financing scope of community public welfare undertakings. Encourage other social and economic organizations, charitable organizations and individuals to provide financial support for the insured. Subsidies and the amount of subsidies shall not exceed the highest payment grade standard stipulated by the local authorities.
Article 8 The government subsidizes the payment of the insured. The government subsidizes 30 yuan, 40 yuan, 50 yuan, 55 yuan, 60 yuan, 65 yuan, 70 yuan, 75 yuan per person per year for the payment grade of 100-800 yuan, and 80 yuan per person per year for the payment grade of 900-2,000 yuan. In the future, the adjustment of payment subsidy standards shall be implemented according to the provisions of the higher authorities.
Article 9 The government shall pay part or all of the minimum old-age insurance premium for the needy groups. Article 10 The subsidy funds paid by the government for the insured and the old-age insurance premiums paid by urban and rural severely disabled groups with difficulties in payment shall be borne by the autonomous region, city and county governments. Chapter IV Personal Accounts

Chapter V Pension Insurance Benefits
Fifteenth urban and rural residents' pension insurance benefits are composed of basic pension and personal account pension, which are paid for life. The calculation criteria are as follows:
(1) basic pension
The basic pension standard is 75 yuan per person per month, of which the central government pays 55 yuan in full, and the autonomous region, city and county finance bears 20 yuan. According to the principle of the current fiscal classification management system, Qinnan District and Qinbei District are undertaken by autonomous regions, cities and districts in a ratio of 6: 2: 2, while Lingshan and Pubei County are undertaken by autonomous regions and counties in a ratio of 8: 2.

Article 19 If the insured dies while receiving the pension, the agency shall stop issuing the pension from the month following his death, and pay the funeral subsidy in one lump sum to his legal heir or designated beneficiary according to the standards of 400 yuan. Funeral subsidies shall be subsidized by the autonomous region according to the standard of 400 yuan per capita. Failing to go through the formalities for stopping the payment of pension in time, the agency may directly deduct the pension from the funeral subsidy. Chapter VI Transfer and Continuation of Endowment Insurance Relationship

(3) If the insured person of urban and rural residents' endowment insurance does not belong to the scope of urban and rural residents' endowment insurance, the balance of his personal account of endowment insurance shall be paid back, and the pension insurance relationship shall be terminated.
Article 24 The connection between the old-age insurance system for urban and rural residents and social security systems such as basic old-age insurance for employees, special care and resettlement, minimum living guarantee for urban and rural residents, five guarantees in rural areas and reward and assistance systems for some rural family planning families shall be implemented in accordance with relevant state regulations.
Chapter VIII Fund Management and Supervision
Twenty-fifth urban and rural residents' endowment insurance fund shall be managed at the county level. In the future, with the economic and social development and the implementation of the old-age insurance system for urban and rural residents, the management level will be gradually improved, and finally the overall management at the autonomous region level will be realized.
Twenty-sixth new rural insurance, old rural insurance and urban residential insurance funds will be merged into urban and rural residents' endowment insurance fund. The endowment insurance fund for urban and rural residents shall be incorporated into the financial special account of the county-level social security fund, managed by two lines of revenue and expenditure, accounted for separately, and maintained and increased in value in accordance with the relevant provisions of the state. Article 27 Human resources and social security departments at all levels shall, jointly with relevant departments, conscientiously perform their supervisory duties, standardize business processes, establish and improve relevant business management rules and regulations such as internal control system, fund audit system and reporting reward system, supervise and inspect fund raising, transfer, distribution, storage and management, disclose information in accordance with regulations, and accept social supervision. The financial departments and audit institutions at all levels shall, according to their respective responsibilities, supervise the income and expenditure, management and investment operation of the fund. The relevant departments shall severely deal with such violations of discipline and law as false reporting, fraudulent use, misappropriation, corruption and waste in accordance with relevant state laws and regulations.
Article 28 The agencies and village (neighborhood) committees of the old-age insurance for urban and rural residents shall conduct qualification examination on the recipients of the old-age insurance benefits for urban and rural residents every year, publicize the qualifications of the insured personnel within the administrative village (community), and compare them with the records of receiving the basic old-age insurance benefits for employees to ensure that they are not heavy, leaking or bad.
Chapter IX Handling Management
Twenty-ninth governments at all levels should effectively strengthen the capacity building of urban and rural residents' endowment insurance, scientifically integrate the existing public service resources and social insurance management resources according to local conditions, enrich and strengthen the grassroots handling power, and realize accurate management and convenient service. The township (street) should have a person in charge, and the village (community) coordinator should be the village (community) cadre in principle.
