Article 1 In order to ensure the smooth progress of undergraduate enrollment and earnestly safeguard the legitimate rights and interests of schools and candidates, the Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and other relevant laws, the relevant provisions of the Ministry of Education and the articles of association of Northwest University, and in combination with the actual situation of our school.
Article 2 The name of the school is Northwest University, and the English name is Northwest University, abbreviated as NWU. Now it is the first batch of national "world-class discipline construction universities", the national "2 1 1 project" key construction universities, and the Ministry of Education and Shaanxi Province jointly build universities. The school type is public general higher education with the code of 10697. The school has a graduate school, with the right to award bachelor's, master's, doctoral and professional degrees, and a postdoctoral research mobile station.

Article 5 The types of full-time undergraduate enrollment in schools include: unified examination admission, national special plans, local special plans, special plans of colleges and universities, Chinese mainland art classes, Chinese mainland Xinjiang classes, ethnic minority preparatory classes, orienteering, high-level sports teams, joint enrollment of Hong Kong, Macao and Taiwan, students admitted to Macao, Hong Kong high school graduates taking the Hong Kong high school diploma exam, and Taiwan Province high school graduates taking the Taiwan Province college entrance examination results.
Article 6 The enrollment of schools shall follow the principles of "fair competition, fair selection, open procedures, comprehensive assessment, comprehensive evaluation and merit-based admission".
Article 7 School enrollment shall be supervised by discipline inspection and supervision departments, candidates, parents of candidates and all sectors of society.
Chapter II Organizational Structure
Article 8 Northwest University shall set up a leading group for enrollment, which shall be responsible for the collective deliberation and decision-making of enrollment. The leader of the leading group is the principal, and the deputy leader is the secretary of the school discipline inspection commission and the vice president in charge of enrollment. The members include the heads of the school discipline inspection and supervision office, the academic affairs office and the enrollment office.
Ninth Northwest University Admissions Office, as the permanent working body of the school, is responsible for the daily work of undergraduate enrollment.

Chapter III Enrollment Plan
Article 11 Schools shall, within the annual enrollment scale approved by the state and according to the requirements of national policies, strive to promote the fairness of regional and urban enrollment opportunities, optimize the structure of students in our school, and make overall consideration of the number of candidates in each province, the quality of students, the employment situation of various majors and other factors to determine the enrollment plans of each province (autonomous region, city). The annual enrollment plan and inter-provincial (autonomous regions and municipalities) enrollment plan shall be subject to the announcement of the Ministry of Education and the provincial entrance examination institutions.
Article 12 The school takes 1% of the total enrollment plan of the current year as a reserved plan to adjust the imbalance of candidates in the provincial unified examination.
Thirteenth schools implement the dynamic balance mechanism of professional enrollment plan. For majors with great social demand and good students, the enrollment plan can be appropriately increased; For basic disciplines or majors with good employment situation but few applicants, certain measures can be taken to support them; For majors with small social needs and few students applying for the exam, the school can adjust the enrollment plan and take measures such as reducing enrollment, enrolling students every other year or stopping enrollment.
Chapter IV Access Rules
Article 14 The enrollment of Northwest University shall be conducted under the organization of the education administrative department at the provincial (district, city) level or the enrollment examination institution in accordance with the principle that "the school is responsible for the enrollment supervision [referring to the provincial (district, city) level education administrative department or the enrollment examination institution]".
Fifteenth schools according to the results provided by the provincial entrance examination institutions for the record. Volunteering in batch order, the proportion of college students' files should be controlled within 120% in principle. According to the batch of filing in parallel volunteer, the proportion of filing should be controlled within 105% in principle. Candidates who meet the care bonus policy will participate in the professional admission ranking according to the total score after the bonus. Our school recognizes the national college entrance examination plus points confirmed by the provincial admissions committees.
Article 16 For candidates who enter the archives, our school arranges majors according to the principle of score priority, and there is no grade difference among the volunteers of each major. When arranging majors, they are sorted from high to low according to the actual filing results. The actual filing results are generated by the provincial admissions office of the student origin according to the filing rules, and are actually presented in the electronic files (including decimal parts) of candidates received by our school. In the case of the same grades, priority will be given to those with high scores in related subjects. Comparison order of related subjects: literature and history candidates compare Chinese, mathematics and foreign languages in turn, and science and engineering candidates compare mathematics, Chinese and foreign languages in turn.
Seventeenth candidates in Jiangsu Province must achieve BB scores in selected subjects, and all required subjects (including technical subjects) must be qualified. Take the "score first, then score" approach to admission. When the scores and grades are the same, liberal arts are admitted in turn according to Chinese, mathematics and foreign language subjects, and science is admitted according to the comparative ranking of mathematics, Chinese and foreign language subjects. The scores of selected subjects of high-level sports teams shall be implemented according to the regulations of Jiangsu Provincial Examinations Institute.
Eighteenth comprehensive reform of college entrance examination candidates admission in accordance with the relevant documents of the province (city) on the admission of ordinary colleges and universities, candidates' comprehensive quality evaluation information will be used as an important reference for professional transfer admission.
Nineteenth candidates in the comprehensive reform of the college entrance examination in the province must meet the requirements of the provincial enrollment management department and the enrollment major (category) announced by our school in 2020.
Article 20 Inner Mongolia Autonomous Region enrolls students within the scope of the enrollment plan 1: 1 according to the principle of professional voluntary queuing, and candidates beyond the scope of 1 are admitted according to the principle of score priority.
The twenty-first batch of voluntary filing order, in the case of insufficient students for the first volunteer candidate, will be selected according to the candidates' filing scores from high to low. If the number of qualified non-first volunteer candidates is still insufficient, voluntary recruitment can be carried out. According to the batch submitted by parallel volunteer, the unfinished plan in the published plan can be collected voluntarily. If the recruitment of volunteers is still insufficient, the remaining plans will be transferred to other provinces with good student quality to complete the enrollment plan.
Article 22 Electronic Information Science and Technology (Sino-foreign cooperative education) is a Sino-foreign cooperative education project jointly organized by our school and the University of Essex in the United Kingdom. Chinese-foreign cooperatively-run schools only accept candidates who fill in the professional volunteers for such projects. After accepting candidates, they have the status of Northwest University and Essex University. The educational system of this major is four years, and the training mode of "3+ 1" is adopted. 50% of the professional core courses are taught by British teachers. Students who have completed all four years of study (the first three years in China, the fourth year in the UK) and meet the conditions for awarding places can simultaneously obtain the undergraduate diploma and bachelor's degree certificate (electronic information science and technology) issued by Northwest University and the bachelor's degree certificate (electronic system engineering) issued by the University of Essex in the UK.
Twenty-third special programs in colleges and universities, high-level sports teams and other special types of enrollment shall be carried out in accordance with the relevant provisions of the Ministry of Education and the requirements of the enrollment brochure published by our undergraduate enrollment information network.
Article 24 School art majors include broadcasting and hosting, drama, film and television (including radio and television director, drama, film and television literature), art and design (including visual communication design, environmental design, animation), and enrollment shall be implemented in accordance with the relevant provisions of the Ministry of Education and the requirements of the enrollment brochure issued by our undergraduate enrollment information network. Candidates should pay attention to the requirements of height, color vision or single subject scores in relevant brochures.
Article 25 National special plans, local special plans, separate plans for southern Xinjiang, preparatory classes for ethnic minorities, classes for Xinjiang in the Mainland, classes for Tibet in the Mainland, orientation and preparatory enrollment for ethnic minorities, and enrollment for Hong Kong, Macao and Taiwan shall be accepted in accordance with the relevant enrollment regulations of the Ministry of Education, the State Ethnic Affairs Commission, the provinces (autonomous regions and municipalities) and schools where students are located.
Twenty-sixth schools do not limit the proportion of male and female students in general enrollment majors. English majors are limited to English language candidates, and other majors are not limited to foreign languages. The school mainly teaches English.
Article 27 The physical examination standard shall be implemented according to the Guiding Opinions on Physical Examination for Enrollment of Ordinary Colleges and Universities issued by the Ministry of Education, the Ministry of Health and the China Disabled Persons' Federation, the Notice of the General Office of the Ministry of Education and the General Office of the Ministry of Health on Issues Related to Cancellation of Hepatitis B Examination for Enrollment of Ordinary Colleges and Universities (Church [2010] No.2) and the supplementary provisions formulated by our school as required.
Chapter V Supplementary Provisions
Twenty-eighth freshmen, in accordance with the relevant provisions of the state and the school entrance qualification examination. Students who fail to pass the review shall be dealt with according to the relevant provisions of the enrollment work.
Twenty-ninth schools charge tuition every year in accordance with the credit system tuition standard approved by the Shaanxi Provincial Development and Reform Commission and the Shaanxi Provincial Department of Education. In case of policy changes, the new standards shall prevail.
Thirtieth schools do not entrust any intermediary institutions or individuals to enroll students, and do not charge any fees other than those stipulated by the state. The school reserves the right to investigate the responsibility of intermediaries or individuals engaged in illegal enrollment publicity activities in the name of Northwest University.
Article 31 Schools shall establish a reward and assistance system through national scholarships, national student loans, professional scholarships, work-study programs, social special scholarships, subsidies for difficulties, tuition fee remission, food subsidies and other means. Open a "green channel" when new students register to ensure the smooth enrollment of students with financial difficulties.
