The center, formerly known as China Real Estate Consulting and Evaluation Center, was established with the approval of the Central Organizing Committee 1992 to provide intermediary services for the real estate industry. According to the Reply of the Office of the Central Organizing Committee on the Renaming of China Real Estate Consultation and Evaluation Center (No.98 [2002] of the Central Organizing Committee), China Real Estate Consultation and Evaluation Center was renamed as China Land and Mineral Legal Affairs Center, and the brand of Land Dispute Mediation Affairs Center of the Ministry of Land and Resources was added.
China Land and Mineral Legal Affairs Center (Land Dispute Mediation Center of the Ministry of Land and Resources) was established on February 28th, 2003, located at No.77 Mutton Hutong, Xicheng District, Beijing, and is a self-supporting institution engaged in public welfare services. Therefore, the Ministry of Land and Resources became the first department in the State Council to set up a public institution specializing in legal and mediation affairs. The first director of the center was Zhang Wanli. The purpose of the center is "to serve the government, the market and the society", and it is "an administrative auxiliary institution directly under the central government, which is engaged in the research of land and resources laws, regulations and policies, the construction of property rights registration system, the dynamic monitoring and supervision of land and mineral markets, the mediation of land and mineral disputes, the unified handling of land and mineral illegal cases and the auxiliary verification". The center also opened the first land and mineral consultation hotline in China. The center provides free services for farmers and people with social difficulties.
On October 2014110/0, the office of the central organization establishment committee approved that the China Land and Mineral Legal Affairs Center (Land Dispute Mediation Center of the Ministry of Land and Resources) be renamed as the Real Estate Registration Center of the Ministry of Land and Resources (Legal Affairs Center of the Ministry of Land and Resources) to undertake the support work related to real estate registration policies, business and technology and the legal affairs of land and resources.
