1. Open tender.
(1) Public bidding refers to inviting unspecified suppliers to participate in the bidding by bidding and purchasing units (i.e. purchasers and procurement agencies) in accordance with the law.
The purchaser shall not split the goods or services that should be purchased by public bidding or evade public bidding in any other way. (2) Scope of application of public bidding procurement: If the procurement items of goods and services meet the standard of public bidding amount, public bidding procurement must be adopted.
The purchaser may entrust a procurement agency to handle the bidding of goods and services according to law, or organize the bidding activities of goods and services by himself.
If the procurement is conducted by public bidding, it shall not be less than 20 days from the date when the bidding documents are issued to the deadline when the bidders submit their bidding documents.
2. Invitation to bid.
(1) Invitation to bid means that the bidding procurement unit randomly invites more than three suppliers from suppliers with corresponding qualifications according to law, and invites them to participate in bidding in the form of invitation to bid.
(2) Scope of use:
First, it is special and can only be purchased from a limited range of suppliers;
Second, the cost of public bidding accounts for a large proportion of the total value of government procurement projects.
In case of procurement by invitation to bid, the bidding procurement unit shall publish a prequalification announcement on the government procurement information media designated by the financial department of the people's government at or above the provincial level, and the period of the prequalification announcement shall not be less than 7 working days.
