The criteria for identifying specialized and innovative SMEs in Yunnan Province mainly include the following aspects:
First, the basic situation of enterprises
1. Enterprise scale: Small and medium-sized enterprises should meet the national and local standards on the scale of small and medium-sized enterprises, including asset scale, operating income, number of employees and other requirements.
2. Compliance operation: The enterprise has not been listed in the list of abnormal operation or the list of serious untrustworthy subjects, and there have been no major safety, quality and environmental pollution accidents or tax evasion and other illegal acts in the past three years.
Second, the identification conditions of professionalism and novelty
Enterprises need to meet the following four conditions at the same time:
1. Degree of specialization: Engaged in a specific market segment for more than 2 years, reflecting the concentration and professionalism of the enterprise in this field.
2.R&D investment: The total R&D expenditure in the previous year was not less than 6,543,800 yuan, accounting for not less than 3% of the total operating income, which is an important indicator to measure the innovation investment of enterprises.
3. Operating income and financing: The total operating income in the previous year was more than100000 yuan or less than100000 yuan, but the total amount of newly-increased equity financing (paid in by qualified institutional investors) in recent two years reached more than 20 million yuan.
4. Scores and special achievements: score above 60 points, or meet any of the following conditions:
(1) won provincial science and technology awards in recent three years, ranking among the top three winners; Or won the national science and technology award, and (2) ranked in the top five among the award-winning units.
(3) In recent two years, the average total R&D expenditure was above100000 yuan.
(4) In recent two years, the total amount of newly-increased equity financing (paid-in amount by qualified institutional investors) is more than 60 million yuan.
(5) In the past three years, it has entered the list of top 500 enterprises in the "Maker China" SME Innovation and Entrepreneurship Competition.
Third, through train conditions.
In addition to the conventional application methods, enterprises that meet one of the following conditions can enjoy the application procedures for specialized and innovative small and medium-sized enterprises:
1, won the national or provincial science and technology awards in recent three years.
2. Obtain the recognition of high-tech enterprises that are still within the validity period.
3. Recognize R&D institutions at or above the provincial and ministerial level.
4. In the past three years, it has obtained new equity financing from institutional investors and paid more than 5 million yuan.
