On May 20th, 20 17, Changsha Municipal Commission of Housing and Urban-Rural Development issued a purchase restriction policy: non-local households without houses in the purchase restriction area will be restricted from buying 1 set of commercial housing with the proof that they have paid personal income tax or social insurance in Changsha for more than two months. This policy is called "5 20" purchase restriction policy.
On March 2017 18, the general office of Changsha Municipal People's Government issued the Notice on Further Promoting the Stable and Healthy Development of the Real Estate Market, mainly including the implementation of regional housing purchase restriction and differentiated housing loan restriction policies. The policy of restricting purchases and loans shall be implemented as of the date of issuance of the notice.

According to the Detailed Rules on Implementing the Relevant Provisions of the Document "Chang Zheng Ban Han [2017] No.38" recently issued by Changsha Housing Property Right Registration Management Center, the household registration is based on the household registration certificate (including collective household registration) of the public security department, not the ID number, and Changsha collective household registration can be used to buy a house.
According to the new policy of Changsha property market, the number of housing units refers to the number of housing units handled by myself and family members in the restricted purchase area. Cancelled housing and non-residential housing are not included in the housing unit.
The restricted purchase areas in Changsha are Furong District, Tianxin District, Yuelu District, Kaifu District, Yuhua District, Wangcheng District and Changsha County (limited to Changsha Economic Development Zone and Xingsha District).
