Article 13 When compiling the departmental budget for this fiscal year, the provincial procurement unit shall separately list the items and capital budgets of government procurement for this fiscal year in the departmental budget, and report them to the relevant business offices of the Provincial Department of Finance and the government procurement regulatory agencies in accordance with the prescribed procedures and budget levels.
The annual government procurement project refers to the project purchased with financial funds, which belongs to the catalogue and quota standard.
Fourteenth government procurement regulatory agencies review the government procurement projects and capital budgets in departmental budgets, and then approve provincial procurement units in combination with departmental budgets.
Fifteenth provincial procurement units shall, within 40 working days from the date of the approval of the departmental budget by the competent department of the Provincial Department of Finance, prepare the implementation plan of the centralized government procurement project and report it to the government procurement regulatory agency for review.
The implementation plan of centralized government procurement projects refers to the actual operation plan of the provincial procurement unit for the projects that belong to centralized government procurement in the departmental budget according to the organizational form, project composition, users, procurement quantity, technical specifications, use time and other contents.
Article 16 In the implementation of the government procurement budget, if it is necessary to increase the budget of government procurement projects due to omission, omission, budget adjustment and other reasons, the procurement plan shall be submitted to the government procurement regulatory agency within 10 working days before the start of procurement activities, otherwise it will be illegal procurement.
Seventeenth provincial procurement units shall carry out centralized government procurement activities in strict accordance with the government procurement projects and capital budget prepared by the department budget, and shall not adjust the government procurement projects and amounts without approval.
Eighteenth centralized government procurement funds shall be paid in accordance with the relevant system of centralized payment by the state treasury.
Nineteenth approved government procurement budget, must be organized and implemented as soon as possible in accordance with the requirements of the project, in principle, the project was completed in the same year. The procurement funds carried forward for more than two consecutive years shall be recovered by the Provincial Department of Finance.
