(3) Subsidy standards

On the whole, the state will continue to implement the subsidy ratio of no more than 30%. The proportion of subsidies in counties hardest hit by Wenchuan earthquake and key schistosomiasis control areas can be increased to 50%.

Products of the same category and grade shall be subject to the unified quota subsidy standard of the whole province. Similar products produced by enterprises inside and outside the province shall not be treated differently. The subsidy targets are farmers and herdsmen, farm (forest farm) workers who are included in the scope of implementation and meet the subsidy conditions, agricultural production and operation organizations directly engaged in agricultural machinery operations, dairy farmers' professional cooperatives that have obtained local industrial and commercial registration, fresh milk purchasing stations run by dairy farms and fresh milk purchasing stations run by dairy production enterprises.

It is necessary to strengthen the quality supervision of subsidized machines and tools, understand the quality status of subsidized machines and tools and farmers' feedback, and arrange specialized agencies to accept farmers' complaints. For machines and tools with quality problems and complaints from farmers and their production enterprises, the subsidy qualification should be cancelled in time according to the management authority to protect farmers' rights and interests.

Departments in charge of agricultural mechanization in provinces (autonomous regions, municipalities, corps and agricultural reclamation) should continue to do a good job in submitting information on agricultural machinery purchase subsidies, implement the information week system, and timely summarize the implementation of special projects for half a year and the whole year, and submit the summary report on the implementation of agricultural machinery purchase subsidies for half a year and the whole year (including subsidies arranged by local finance) to the Agricultural Mechanization Management Department of the Ministry of Agriculture before June 30 and June 30 respectively.
