All compulsory education schools (including private schools) should register in accordance with the announced enrollment area or scope, and may not enroll students through written examination, interview, interview, inspection or any other conditions without authorization. The education department should scientifically define the service area of each public compulsory education school according to the number of school-age children and adolescents, school distribution, school size, class size regulations, traffic conditions and other factors, actively and steadily promote flexible school districts and multi-school enrollment, and ensure full coverage of compulsory education enrollment policies. School districts should remain relatively stable for a period of time after division. 1. Children of permanent residents must provide household registration book, legal guardian ID card, house ownership certificate (immovable property certificate) or purchase contract and invoice when entering primary school.
2. Free degrees in private schools purchased by the government are enrolled in accordance with the method of public schools.

It is necessary to implement mixed classes and unified management, and the accompanying children cannot be concentrated in a few schools and classes.
2. Do a good job in enrolling left-behind children in rural areas. We will comprehensively establish the files of left-behind children in rural areas and mark them in the student registration system, accurately grasp the information of left-behind children in school, and regard left-behind children as the key targets of school dropout control, education and education services. Increase the assistance for poor children from families to go to school and ensure that every trapped child goes to school on time.
3. Ensure that children and adolescents with disabilities can attend school nearby. 4. Implement the enrollment policy for children with special care. Children of martyrs, eligible children of servicemen, children of police heroes and disabled policemen who died in the line of duty, children of members of the national comprehensive fire rescue team, children of frontline medical staff in our city who fought the COVID-19 epidemic, and other entitled groups should implement preferential education policies in accordance with the provisions of the Ministry of Education or relevant departments of provinces and cities. To meet the requirements of the introduction of high-level talent children, in accordance with the provisions of the city's high-level talent service green channel, priority coordination for admission procedures.
(four) to perform the statutory duties of suspension from school according to law.
1. Strengthen the implementation of admission responsibility. 2. Strictly investigate the illegal school-running behavior. All counties and districts should continue to strictly investigate and severely punish the illegal school-running behavior of social training institutions replacing compulsory education with "Chinese studies classes", "classic reading classes" and "private schools". (5) Strengthen the publicity of enrollment information. Education departments and schools should disclose enrollment policies, enrollment brochures, enrollment plans, enrollment qualifications, enrollment procedures, enrollment results, consultation and complaint channels, major violations and treatment results to the whole society, especially parents of students, in accordance with the relevant requirements of provinces and cities, and accept social supervision. The education department should formulate a letter to the parents of new students in compulsory education schools in 2020 according to the enrollment policy, and distribute it to the parents of students with difficulties in time. The education departments of counties and districts will submit the enrollment opinions of compulsory education in their respective jurisdictions to the Basic Education Department of the Municipal Education Bureau before June 15, 2020, and announce the enrollment opinions and enrollment brochures of their schools to the public through the government website. (6) Effectively standardize the enrollment order.

Primary schools strictly follow the curriculum standards to implement zero-starting teaching requirements and pay attention to the connection between the old and the young. Compulsory education schools are not allowed to enroll students in the name of "international department", "international courses" and "overseas classes".
2. Strengthen the investigation and punishment of violations. Each compulsory education school is the main body responsible for enrollment work, and the principal is the first responsible person for enrollment work. Education departments should strengthen enrollment supervision, properly resolve the contradictions in enrollment work in the region, investigate and deal with violations of discipline according to law, respond to social concerns in a timely manner, and ensure that enrollment work is open, transparent, fair and just. Improve the acceptance mechanism of disciplinary reports and severely investigate and deal with disciplinary actions. For schools that cause adverse effects or serious consequences, the illegal units and responsible persons shall be severely dealt with in accordance with the relevant provisions of Decree No.255 of the Shandong Provincial People's Government, and punishments such as interviews, informed criticism, and accountability of relevant personnel shall be given according to the seriousness of the case. In violation of the provisions of the private schools, in accordance with the relevant provisions, the next year's enrollment plan will be reduced, and the enrollment will be stopped until the school license is revoked. In accordance with the principle of who approves and who supervises, the supervision of local school enrollment is weak, the number of applicants in private compulsory education schools exceeds the enrollment plan, and 100% is not randomly allocated, and the responsibility of the education department shall be investigated.
