The father information on the birth certificate cannot be deleted or changed. Maternal and Child Health Hospital is responsible for reissue and replacement of birth certificate. If the mistake in the child's birth certificate is due to a slip of the tongue or a slip of the pen (for example, the same word is pronounced differently), the delivery record of the production hospital and the township certificate (stamped by the village Committee and township government) can be submitted. After the original birth certificate, the mother's ID card and the parent-child relationship statement written by the mother (witnesses must be provided at the same time to prove that they are indeed the mother-child relationship), a new birth certificate will be issued. When handling, the original birth certificate needs to be returned, and at the same time, the certificate will be declared invalid. If the mistake in the birth certificate is caused by fraud in order to avoid family planning, it must be confirmed through paternity test that the two are indeed mother-child relationship before the birth certificate can be reissued.
Article 7 of the Regulations on Household Registration in People's Republic of China (PRC) stipulates that within one month after the birth of a baby, the head of household, relatives, dependents or neighbors shall report the birth registration to the household registration authority where the baby's permanent residence is located. If an abandoned baby is abandoned, the adopter or the infant-rearing institution shall declare the birth registration to the household registration authority.
