Among the hundreds of thousands of files collected in the municipal archives, the January Proceedings of Zigong Local Council in South Sichuan recorded a series of political initiatives in the early days of the establishment of Zigong Local Council in South Sichuan. Through the minutes of proceedings and related files, we can understand the relevant situation of the preparation of Xinhe County in that year. The compilation of Xinhe county series is an important prelude to the establishment of Zigong city.

1911On September 25th, Rongxian declared its independence. Since then, the comrades' army has advanced to Gongjing and Ziliujing, and the patrol troops of the Qing army stationed in these two places fled when they heard the news. Xian Cheng and other officials of the two Xiancheng departments have also dispersed. Ziliujing and Gongjing became a political vacuum, and the salt merchants in the two places were "in the ascendant of Zigong and Zhang Damin" to clean up the erosion situation. 19 10, 12 On February 30th, a general meeting was held in Shen Jing Temple, and the Zigong Local Provisional Council was established, and 60 members were elected. The next day, Zigong local provisional parliament elected its chairman and vice-chairman, with Chen, a former Qing dynasty, as its chairman and Wang Sanweitang, an intellectual studying in Japan, as its vice-chairman. At the same time, 12 "resident members" were elected, as well as the heads of Zigong local court and Zigong local inspection bureau as judicial organs, the head of Juntong Bureau as military organs, and the heads of three internal institutions such as inspection, official documents and general affairs, and four departments such as salt administration, finance, transportation and educational administration. A few days later, the local chief executive of Zigong, the Governor, was elected. At this point, the embryonic form of separation of powers in western capitalist countries appeared in Ziliujing and Gongjing areas.

As soon as Zigong local provisional parliament was established, Ziliujing and Gongjing were separated from Fushun County and Rongxian County respectively, and independent administrative districts were established as the center. 1912 65438+16 October, the State Council made a resolution to set up a new county, holding that the adjustment of administrative divisions should follow the principle of "according to the wishes of the people, according to the terrain and according to the situation", emphasizing that "Zigong should be combined, but seek administrative convenience, ensure land peace and seek salt development"

1965438+On March 9, 2002, Zigong local council was formally established, with Wang Yuxi as the speaker and Wang Deyi and Liu Zhirui as deputy speakers. On May 7th, the Xinhe Federation was organized and set up with counties. Xinhe Federation invited officials and gentlemen from Rongxian County, Fushun County and Weiyuan County to discuss the establishment of a new county, and at the same time drew up a specific plan for establishing a county: taking Ziliujing and Gongjing Factory as the center and combining part of nearby Weiyuan and Yibin counties to establish Xinhe County.

In July, on the eve of the provincial provisional parliament, Zigong local Council specially recommended 20 representatives to Chengdu to carry out public relations activities in order to realize the idea of setting up a county. Representatives of Rongxian, Fushun, Weiyuan and Yibin waged tit-for-tat struggles with representatives of Zigong local council in the province. At the critical moment, some representatives of Zigong local Council in the province were dissatisfied with Speaker Wang, who sent some representatives with "extremely bad quality and despised by others" in addition to elected representatives, and changed from county faction to opposition. Li Siyoutang, one of the old four salt families, worried that Wang Sanweitang would monopolize the power after the county was established, and sent people to Chengdu to do the opposite work two days before the provincial provisional parliament voted, which led to the proposal to set up Xinhe County being rejected because the opponents had one more vote.

Soon, Chen Tingjie, Wang's teacher when he was studying in Japan, became the Minister of Civil Affairs of Sichuan. Wang Yuxi immediately rushed to Chengdu and asked Chen Tingjie to approve the establishment of Xinhe County. Chen Tingjie instructed southern Sichuan observers to set up Xinhe County and sent him to Ziliujing to do preliminary work. Li Guanghan, the magistrate of Fushun County, and Xiao, the magistrate of Rongxian County, tried their best to obstruct it. In the end, the Provincial Department of Civil Affairs denied it on the grounds that Zigong County did not agree with public opinion.

However, in view of the importance of salt industry in Ziliujing and Gongjing and the strong influence of salt merchants in the two places, the Provisional Provincial Council not only did not dissolve the Zigong Local Council, but also did not forcibly return the property under the jurisdiction of Xinhe County to the four counties involved in the case for management. 19 13 10 in June, the provincial administrative office officially appointed the local chief executive and administrative Committee member of Zigong on the grounds that "all government measures are easy" in Ziliujing and Gongjing. It was not until the autumn of 19 14 that the provincial administrative office explicitly revoked the local chief executive of Zigong and the local council of Zigong, and appointed the chief executives of Ziliujing and Gongjing in two counties and two deputy county towns in Zuo Wei.

Zigong Local Council merged Ziliujing and Gongjing into an independent area, and did a lot of fruitful work in seeking local autonomy, developing economy, breaking stereotypes and advocating civilization. Although the goal of establishing a county was not achieved in the end, the political, economic and social affairs of the two places became closer, and non-governmental organizations named after Zigong and Zigong City emerged constantly.

Later, with the growing local economic power and the continuous improvement of urban municipal construction, especially the need to support War of Resistance against Japanese Aggression, the desire and determination of all walks of life in Ziliujing and Gongjing to establish an independent administrative region became stronger and stronger. 1September, 939, Zigong City broke out of its cocoon.
