In order to implement the "Opinions of the Central Committee of the State Council on Strengthening Youth Physical Education and Strengthening Youth's Physical Fitness" (Zhong Fa [2007] No.7), according to the Central Committee of the Communist Party of China and the State Council's "comprehensive organization and implementation of junior high school entrance examination, Step by step to improve the weight of sports scores in students' comprehensive quality evaluation and senior high school entrance examination results. In combination with the relevant provisions of the Shanghai Comprehensive Quality Evaluation Scheme for Primary and Secondary School Students (Trial) and the Shanghai Junior High School Students' Academic Evaluation Work Scheme (Trial), an implementation plan for the 20 1 1 year junior high school graduation physical examination (hereinafter referred to as "physical examination") in this city is formulated.
First, the purpose and significance of physical education examination
Carrying out physical examination is one of the important measures to comprehensively implement the Party's educational policy, adhere to the guiding ideology of putting school education and health first, promote the attention and attention of society, schools and parents to students' physical health, and enhance students' physical fitness.
The purpose of physical education examination is to guide students to take an active part in sports activities, form the habit of conscious exercise, realize the basic task of junior high school students' learning physical education stipulated in Shanghai Physical Education and Health Curriculum Standard for Primary and Secondary Schools (hereinafter referred to as the curriculum standard) and the basic requirements of National Students' Physical Health Standard, and promote the healthy development of students' body and mind.
Second, the principles and requirements of physical education class examination.
Physical examination must embody the principle of "openness, justice and fairness", stimulate students' enthusiasm and initiative in physical exercise, cultivate students' will quality and moral emotion, and promote school physical education.
The implementation of physical education examination should be combined with school physical education curriculum teaching, with the implementation of national students' physical health standards, with students' daily exercise process, and with students' sports interests and specialties; It should be conducive to improving the quality and effect of physical education teaching and promoting the development of physical education curriculum reform.
The education administrative departments of all districts and counties should conscientiously implement this plan in accordance with the unified deployment of the Municipal Education Commission, adhere to the organizational principle of "objectivity, justice and safety", and adhere to the development direction of "normalization, simplification and standardization" to ensure the smooth progress of the physical education examination.
Third, the content and structure of physical education examination
(1) structure and score
20 1 1 Physical education examination consists of unified examination and daily assessment, with a total score of 30 points. Among them, the unified examination score 15 and the daily assessment score 15.
1. The unified physical education examination is divided into four categories: the first category scored 6 points, the second category scored 3 points, the third category scored 3 points, and the fourth category scored 3 points.
2. The daily assessment consists of two parts: the examination results of "Physical Education and Fitness" and the comprehensive evaluation results of "National Students' Physical Health Standards". Among them, the full score of the test of Physical Education and Health is 6 (2 points in grades 9, 8 and 7), and the full score of the comprehensive evaluation result of National Students' Physical Health Standard is 9 (3 points in grades 9, 8 and 7).
(2) Contents and items
1. HKCEE
(1) Class I events: long-distance running (boys 1000m, girls 800m).
Swimming (200 meters for men and women)
(2) Category II events: 50m running, standing long jump, solid ball, rope skipping, pull-ups (male), sit-ups (female) and swimming (25m).
(3) The third category: sports on the mat, horizontal bar, parallel bars and box prancing.
(4) The fourth category: basketball, volleyball and football.
Every candidate should take the exam in four categories. You can choose one of the above items that you are good at as an examination item. Once an item is selected, it cannot be changed. Individual students who are really unsuitable and can't participate in the first-class project test due to special circumstances such as injury and illness are allowed to choose 1 project from the other three types of projects (which can't be duplicated with the original selected project) to participate in the test, and their scores are counted as the measured project scores.
2. Daily assessment
(1) Physical examination items at ordinary times

(2) Comprehensive evaluation project of national students' physical health standards.

Fourth, performance evaluation and submission.
According to the teaching requirements of junior high school in the curriculum standard and the grading standard of National Students' Physical Fitness and Health Standard, combined with the overall level of junior high school students' physical fitness in this city, our Committee has formulated 20 1 1 junior high school graduation entrance examination performance evaluation standards and requirements (see annex 1 and 2).
1. Performance assignment
Candidates' physical examination results are the sum of the unified examination results (full score 15) and the daily assessment results (full score 15), which are included in the total score of the joint examination.
2. Submit results
Unified examination results are implemented by the district and county sports examination leading group. The test scores of the candidates who participated in each project were announced on the spot and signed by the candidates themselves. After the test personnel sign, the score information will be counted by the school, summarized by the district and county education bureaus, and signed by the person in charge of the test and the person in charge of the leading group for physical education examination. Each district and county education bureau keeps one copy, sends one copy to the municipal education bureau, and sends one copy to the municipal recruitment office.
The school is responsible for the examination of physical education and fitness subjects in the daily examination results, and the district and county education bureaus are responsible for organizing the examination of the National Student Physical Health Standard. Candidates should be informed of the results of these two evaluations in a timely manner, and the score information should be summarized step by step, signed by the principal and stamped with the official seal of the school. Three copies should be sent to the district and county education bureaus for review, one copy should be kept, one copy should be sent to the Sports and Health Arts Department of the Municipal Education Commission, and the other one should be sent to the municipal recruitment office.
Five, special candidates' examination and performance evaluation
(1) Provisions on exempting or postponing candidates' examinations due to disability or illness
1. Candidates who cannot take the physical education class exam due to disability or injury should go through the formalities of exemption. Candidates and their parents apply to the school where the candidates are located, fill in the "Application Form for Shanghai Junior High School Graduates' Disability Exemption from Physical Education Examination" (see Annex 3), and provide proof of qualified disability rating appraisal institutions or tertiary medical institutions in this city. Approved by the school and reported to the county admissions office for the record. The application form and approval materials are kept in the student files.
If the above-mentioned candidates' health condition has improved and they are ready to take part in the physical examination, they must submit a written application by the candidates and their parents, attach relevant certificates issued by tertiary medical institutions in this city, and take part in the physical examination only after the consent of the school and the district/county physical examination working group.
2. Students who are unable to participate in the physical examination due to special circumstances such as pre-competition or on-site injuries may apply in writing and may postpone the examination with the consent of the person in charge of the school or examination room. Those who postpone the exam should make up the exam again, limited to one time. Students who are still unable to take the make-up exam due to injury must go through the formalities of exemption.
(2) Measures for evaluating the scores of candidates who are exempt from examinations due to disability or illness.
1. According to the relevant regulations of the Ministry of Education, the total score of the physical education entrance examination for students who have completely lost their athletic ability due to disability is 30 points. Students who lose part of their athletic ability due to disability cannot take individual tests, and individual scores are calculated according to full marks.
2. Candidates who are allowed to be exempted from examination due to injury and illness, the total score of physical examination is calculated according to the average score of daily physical examination of students in their school and the average score of unified examination of students in their districts and counties. Candidates who are allowed to be exempted from single-item repair and examination due to injury and illness, their daily physical examination results of this project are calculated according to the average score of students' daily examination in their school and the average score of the unified examination of this project in their districts and counties.
(3) The physical examination targets are candidates who have registered in this city, studied in other provinces and cities, returned to Shanghai after graduating from junior high school, graduates of previous junior high schools in this city, and candidates who apply for schools across districts and counties.
Candidates with local household registration, studying in other provinces and cities and returning to Shanghai after graduating from junior high school, as well as previous junior high school graduates in this city, should provide proof of participating in physical education teaching, fitness exercise activities and implementing the National Standards for Students' Physical Fitness and Health, and the leading group for physical examination of junior high school graduates in districts and counties will calculate the daily assessment results according to the actual situation. At the same time, the above graduates must take the unified physical education examination at 20 1 1 and calculate their unified examination results. The sum of the two scores is the candidate's physical examination score.
Students who have registered permanent residence in this city and study in other provinces and cities cannot return to Shanghai to take the unified physical education examination due to special circumstances, and the students or their parents shall submit a written report, and the score of the unified physical education examination shall be 50% (i.e. 7.5 points).
New junior high school graduates who apply for schools across districts and counties, their daily assessment results and sports unified examination results are assessed by the school where their student status is located and the districts and counties, and the sports examination results are sent to Ban Zhao by the districts and counties where their student status is located, and transferred to Ban Zhao by Ban Zhao.
Six, the organization and management of physical education examination
(A) unified examination
All districts and counties should adopt a unified centralized detection method. If there are more candidates in individual districts and counties, a relatively centralized and unified examination method can be adopted. Swimming events organize candidates to go to designated swimming pools in batches and orderly for centralized testing.
The unified examination time must be carried out in April of that year and completed before the end of April. The specific time is selected by each district and county, and reported to the Sports and Health Arts Department of the Municipal Education Commission. All projects of each candidate must be completed continuously within the same day. (Swimming events can be decided separately)
Boys 1000m and girls' 800m should be conducted on the track and field of 400m circular track in principle, and should be arranged at the end of the test items of the candidates on the same day. The examination order of other projects shall be arranged by the districts and counties themselves.
The venue for the unified examination should be closed, and the equipment should meet the standards stipulated in this scheme. The safety and accuracy of the venue equipment must be tested before the exam.
(two) the organization, implementation and management of daily assessment
1. Schools should strictly require physical education teachers to assess students at the end of unit teaching according to the examination contents and items of each grade stipulated by the teaching and research section of the Municipal Education Commission, and evaluate the examination standards, methods and achievements realistically. Conditional schools should organize 3 physical education teachers to participate in the grading, and must not cheat. Found violations, the school should promptly deal with.
Students should be informed of the results of each exam in time. At the end of the semester, the test results are evaluated under the unified organization of the sports teaching and research group. After confirmation by the guidance office, the evaluation results will be publicized and recorded in the "Shanghai Student Growth Record Book". Before the end of each academic year, the evaluation results will be timely entered into the Shanghai middle school physical education and fitness academic evaluation database and reported to the district and county education bureaus, and shall not be changed.
3. The test of "National Students' Physical Health Standard" must be carried out from 10 to 10 in February of the previous year, with all schools as the test points and the whole city uniformly equipped with test equipment. The education bureaus of all districts and counties shall be responsible for organizing the tests according to the methods and detailed rules stipulated in the National Standards for Students' Physical Health, and the schools shall cooperate with them. On the same day, the test data will be entered into the national student physical health standard declaration software and reported to the district and county education bureaus. At the same time, explore the establishment of a normalized physique monitoring mechanism and carry out pilot projects in some districts and counties.
4. The semester exam results of "Physical Education and Fitness" are divided by the sum of individual exam results and the number of exam items, which is the semester exam results; The academic year test score is divided by the sum of the two semester test scores, which is the academic year test score. The conversion standard for daily assessment is as follows:
85 points-100, 2 points, 75 points -84 points 1.5 points.
Score 60 -74 to get 1 point, and score below 59 is 0.5.
(Note: There are decimal points in the calculation of semester exam scores, with 2 digits reserved; Decimal points appear in the calculation of academic year examination results, which shall be treated according to the principle of "rounding off")
5. According to the test results of "National Students' Physical Health Standard", the weight and grade of each item are evaluated according to the prescribed scoring standard. The test results of "National Students' Physical Health Standards" are transformed into daily assessment results;
Excellent 3 points, good 2.5 points.
Pass 2 points, fail 1 point.
6. Grade 7 students' daily assessment results shall be carried out according to this plan, among which 20 10 "National Students' Physical Health Standard" test results shall be evaluated by the school; The daily assessment results of students in Grade 8 and Grade 9 are implemented in accordance with the transitional management method, that is, the daily assessment results of students in Grade 7 and Grade 8 and Grade 7 and Grade 9 are evaluated by the school according to their daily physical examination results and reported data of students' physical health test.
(3) Review and arbitration of medical examination results.
Candidates who have objections to the daily assessment results should submit a written application to the school within 3 days from the date of publication of the results, which will be reviewed by the school. Candidates who have objections to the results of the unified examination should report to the examination referee or submit a written application to the arbitration panel for a physical examination at the examination site, and the arbitration panel will conduct an audit. No longer accept timeouts.
(4) Strictly supervise the physical education examination.
All departments at all levels should set up sports examination consultation stations and supervision telephones, promptly and accurately answer questions raised by candidates and their parents, and correctly guide candidates to participate in sports examinations. Candidates have the right to directly report all kinds of violations of discipline and discipline, favoritism, fraud and other acts in the examination work to the district, county or city sports examination leading group. Once verified, it will be dealt with seriously according to relevant regulations.
The sports examination funds are arranged by the district and county education bureaus and schools in the business funds.

4. Field equipment:

Do not use or wear any equipment (such as flippers, flippers, etc.). ) is conducive to speed, buoyancy and endurance, and wear goggles; Candidates must swim the whole course in the designated lane. You are not allowed to stand or walk at the bottom of the pool, pull the lane line and interfere with others' swimming.
