Measures of People's Republic of China (PRC) Municipality on Motor Vehicle Registration
Article 18 If the registered motor vehicle owner moves out of the original jurisdiction of the motor vehicle management office, or the ownership of the motor vehicle is transferred, and the current motor vehicle owner's household registration is not in the original jurisdiction of the motor vehicle management office, the current motor vehicle owner shall fill in the motor vehicle registration application form within 30 days from the date of moving out of the household registration or transferring the ownership of the motor vehicle, and apply for transfer registration to the motor vehicle management office in the motor vehicle jurisdiction area with the following materials:
(1) If the domicile of the motor vehicle owner moves out of the original jurisdiction of the vehicle management office, the identity certificate of the motor vehicle owner, motor vehicle registration certificate, motor vehicle number plate and motor vehicle driving license shall be submitted; Motor vehicles under customs supervision shall also submit the Notice of Entry (Exit) Permit for Vehicles under Customs Supervision in People's Republic of China (PRC) issued by customs supervision;
(II) If the ownership of a motor vehicle is transferred and the current motor vehicle owner's domicile is not in the original jurisdiction of the DMV, the information shall be submitted in accordance with the provisions of Items 1 to 4 of Article 14 of these Measures, and the motor vehicle number plate and motor vehicle driving license shall be returned.
