Measures for handling the inspection results of leading cadres' personal matters:
Rule number one. In order to standardize the spot check and verification of personal matters reported by leading cadres, these measures are formulated in accordance with the Provisions on Personal Matters Reported by Leading Cadres.
Two, the term "spot check and verification" as mentioned in these Measures refers to the organization and personnel departments to verify the authenticity and completeness of the report materials of leading cadres.
Three, the organization department is responsible for the organization and management of cadres personal related matters report check and verification;
Responsible persons of government organizations, ministries and commissions of state organs, people's organizations, financial enterprises, enterprises and universities;
Organize the personnel department to be responsible for spot-checking and verifying the personal reports of cadres managed by the unit.
Provinces (autonomous regions and municipalities), Xinjiang Production and Construction Corps and municipal (prefectural, league) organizations are responsible for conducting spot checks and verifications on individual reports of cadres managed by Party committees at the corresponding levels;
Provinces (autonomous regions and municipalities directly under the Central Government) shall organize personnel departments to conduct spot checks and verifications on reports on matters related to cadres and individuals managed by units.
The organization and personnel department's cadre supervision institution (or the institution undertaking the cadre supervision function, the same below) is responsible for the specific organization and implementation of spot check and verification.
Article 4. Sampling methods include random sampling and key sampling.
Every year, after the summary and comprehensive work of the report materials on relevant matters of leading cadres, random checks will be conducted at a rate of 3%-5%.
According to the work needs to focus on spot checks, mainly including:
1, some objects to be promoted;
2, to be included in the reserve cadres candidates (deputy department level and above reserve cadres);
3, received a report involving leading cadres, need to verify;
4, in the inspection work or inspection of cadres, the masses report involves outstanding problems reflected by leading cadres.
Other needs to focus on spot checks to verify.
Article 5. Organization departments at all levels should, under the unified leadership of Party committees, establish a spot check and verification mechanism involving organization departments and judicial, supervisory, diplomatic (foreign affairs), public security, civil affairs, land and resources, housing and urban and rural construction (or real estate management), people's bank, taxation, industry and commerce, financial supervision and other functional departments.
The main responsible comrades of the organization department are responsible for the contact mechanism, and the cadre supervision institution of the organization department undertakes the organization, implementation and coordination of the contact mechanism.
Sixth, carry out random spot checks, organize the cadre supervision institutions of personnel departments to formulate work plans, and define the appropriate scope and proportion of random spot checks, and determine the methods of random spot checks.
The work plan shall be submitted to the Party Committee (Party Group) at the same level for approval and reported to the personnel department at the next higher level for the record.
Seventh, the organization and management cadres and provincial and municipal management cadres should be sorted according to the number of leading cadres of party and government organs, institutions and enterprises, and the list of objects should be randomly sampled and verified according to the prescribed proportion, and reported to the main responsible comrades of the party Committee (party group) at the same level for approval.

The cadres managed by this unit should be sorted and numbered in turn, and the list of random inspection and verification objects should be randomly selected according to the prescribed proportion, and reported to the main responsible comrades of the party Committee (party group) at the same level for approval.
The organization and personnel departments of provinces (autonomous regions and municipalities directly under the Central Government) shall classify the cadres they manage and sort them according to the number of people.
Random sampling to verify the list of objects in accordance with the prescribed proportion, and report to the main responsible comrades of the party group (party Committee) for approval.
Article 8. After the verification object is determined, the cadre supervision institution of the organization and personnel department shall provide the relevant functional departments with basic information such as the names and ID numbers of the random verification object and its spouse and children, and the relevant functional departments shall provide the query results to the cadre supervision institution of the organization and personnel department within the specified time (the random sampling shall not exceed ten days in principle, and the key sampling shall be carried out according to the work needs of the organization and personnel department).
These include:
1, changes in my marriage, children and foreigners, stateless persons, residents of Hong Kong, Macao and Taiwan provinces, and other information provided by civil affairs and judicial departments;
2. The information that I hold to prove that I have gone abroad for personal reasons, the information that I have gone abroad for personal reasons, and the clues that my spouse and children have moved outside the country (territory) are provided by the foreign affairs (foreign affairs) and public security departments;
3. Spouses and children are investigated for criminal responsibility by judicial organs. Provided by judicial organs and procuratorial organs;
4. My salary and various bonuses, allowances and subsidies are provided by the financial and personnel departments of my unit;
5. My income from giving lectures, writing, consulting, reviewing manuscripts, painting and calligraphy is provided by the tax authorities according to the tax amount.
6. Information about the real estate where I, my spouse and children live is provided by the land and resources department of housing and urban and rural construction (or real estate management);
7. I, my spouse and children living together invest in or hold financial products such as securities, stocks (including equity incentives), futures, funds, investment insurance, etc. stipulated by the people's bank of China, banking supervision, securities supervision, insurance supervision and other financial supervision departments in other ways;
8, spouse, * * children live together to invest in unlisted companies and enterprises, registered individual industrial and commercial households, individual investment enterprises or partnerships and other information provided by the industrial and commercial departments.
Organizations and state organs, ministries and commissions, people's organizations, competent financial enterprises, competent enterprises and universities responsible for spot check and verification shall be determined, and the cadre supervision bureau of the organization department shall provide a unified list to relevant functional departments. Article 9. Organizations and personnel departments at all levels make item-by-item comparison with reports on personal matters of leading cadres according to the query results provided by relevant functional departments. If it is found that the personal matters reported by leading cadres are inconsistent with the contents provided by relevant functional departments, or inconsistent with the situation reflected by the masses and need further verification, other verification methods can be adopted, including:
1, go to the relevant units to consult and copy the personal information of leading cadres;
2. Conduct individual talks with leading cadres themselves and ask them to explain the relevant situation;
3. Talk with relatives, colleagues and other people who are closely related or may know leading cadres, and learn about personal matters of leading cadres;
4, according to the situation reported by leading cadres or the information provided by relevant functional departments, or the reflection of the masses, to visit the location of the relevant housing and the location of the spouse's children's investment enterprises.
Tenth according to the results of spot checks, respectively, take the following measures:
1. If the results of spot check and verification are consistent with the contents of personal matters reported by leading cadres, they shall be put on record;
2, omission or reporting is not standardized, requiring re-reporting or reporting within a time limit;
3. Those who fail to report truthfully or conceal it shall not be promoted or appointed or included in the list of reserve cadres, and shall be criticized and educated, organized or disciplined according to the seriousness of the case;
4, the obvious violations found, shall be ordered to make corrections within a time limit;
5 suspected of violating the law, according to the relevant provisions of the transfer of discipline inspection and supervision organs for investigation and handling.
Eleven, the organization and personnel departments at all levels should summarize the annual spot check and verification work before the end of each year 12, and form a special report to the party Committee (party group) at the same level and the organization and personnel department at the higher level. The report should include the basic situation of spot check and verification, existing problems and the handling of audit results.
Article 12 Relevant functional departments and staff involved in spot check and verification shall strictly abide by work discipline and confidentiality discipline. The relevant information obtained in the spot check and verification shall be kept strictly confidential and shall not be leaked or spread at will. Without approval, no articles, opinions, speeches or media interviews may be published.
Article 13 For those who violate the disciplinary provisions in the spot check and verification work, depending on the seriousness of the case, they will be given criticism and education, informed criticism, transferred from their posts or dismissed, which constitutes a violation of discipline, and disciplinary sanctions will be given in accordance with the relevant provisions; Those suspected of committing a crime shall be handed over to judicial organs for handling according to law.
Fourteenth regions, departments and units can formulate specific operating rules in accordance with these measures, combined with the actual situation, and after the approval of the party Committee (party group), report to the superior organization and personnel department for the record.
Fifteenth, these Measures shall be interpreted by the * * * Organization Department.
