General situation of public resources trading network in Ningxia Hui Autonomous Region;
Ningxia Hui Autonomous Region Public Resources Trading Administration was established in 1959, formerly known as the Autonomous Region Machinery and Equipment Bureau. It is a deputy department-level institution in Nanjing, which was once under the vertical management of several central ministries and commissions. From June 5438 to February 2000, the central ministries and commissions were reformed and handed over to local management. In April of 200 1 year, it was renamed as the Equipment Tendering Bureau of the Autonomous Region and upgraded to a departmental institution directly under the People's Government of the Autonomous Region. In August, 2003, it was renamed as the Bidding Bureau of the autonomous region (the procurement center of the autonomous region government), and the management of "one institution, two brands" was implemented. In February 2008, it was renamed as the bidding management service bureau of the autonomous region, and in February 20 1 1, it was renamed as the public resources trading administration of the autonomous region.
In order to standardize the bidding market in Ningxia, combined with the actual situation of bidding in this region, the Guide for Handling Digital Certificates of Land Mining Rights Trading in Ningxia Hui Autonomous Region is formulated, in which the basic process of digital handling includes:
1. Apply, cancel, change, freeze, unfreeze, reissue lost certificates, reissue lost media, unlock media, etc. For digital certificate, please go to Ningxia Land Mining Rights Trading Center to receive the application form for digital certificate, and provide the following materials for review:
(1) The applicant is an enterprise.
1. digital certificate application form (received and filled in on site, stamped with official seal);
2. The original and 1 copy of the industrial and commercial business license shall be stamped with the official seal;
3. The original and 1 copy of the organization code certificate shall be stamped with the official seal;
4. The original and 1 copy of the tax registration certificate shall be stamped with the official seal;
5. Original identity certificate of the legal representative, with official seal (see Annex1of this guide for the template);
6. If the agent is the legal representative, provide the original valid identity certificate of the legal person and a copy of 1 stamped with the official seal;
If the manager is not an enterprise legal person, submit the original power of attorney signed by the legal representative and stamped with the official seal (see Annex 2 for the template); (2) A copy of the valid ID card of the legal person with official seal; (3) The original valid identity certificate of the agent and a copy with official seal 1 copy.
Precautions:
If the applicant enterprise is a real estate development enterprise registered in the autonomous region, it shall submit the original valid real estate development qualification certificate and a copy of 1 stamped with the official seal. If the applicant enterprise is a real estate development enterprise registered outside the autonomous region, it shall go through the filing formalities in the administrative department of construction of the autonomous region, and submit the original registration form of Jinning real estate development enterprise and the 1 copy stamped with the official seal.
(2) The applicant is a natural person.
1. digital certificate application form (collected and filled in on site, and the applicant shall press the fingerprint);
2. If the agent is the applicant, the original valid identity certificate of the applicant shall be provided, 1 handprint of the applicant;
If the handler is not the applicant, the original power of attorney of the natural person (see Annex 3 of this Guide for the template), a copy of the applicant's valid ID card and the original valid ID card of the handler, signed by the applicant and thumbprinted, with a copy of 1 copy.
(3) The applicant is a public institution.
1. digital certificate application form (received and filled in on site, stamped with official seal);
2. The original, 1 copy of the Certificate of Legal Person of Public Institutions/Registration Certificate of Social Organizations shall be stamped with the official seal;
3. The original and 1 copy of the organization code certificate shall be stamped with the official seal;
4. Original identity certificate of the legal representative, with official seal (see Annex1of this guide for the template);
5. If the agent is the legal representative, provide the original valid identity certificate of the legal person and a copy of 1 stamped with the official seal;
If the agent is not a legal person of a public institution, submit the original power of attorney signed by the legal representative and stamped with the official seal (see Annex 2 for the template); (2) A copy of the valid ID card of the legal person with official seal; (3) The original valid identity certificate of the agent and a copy with official seal 1 copy.
