1. Research background
Since the 2nd/kloc-0th century, in the process of building a resource-saving and environment-friendly society and an innovative country, China's geological undertakings have entered the best development period in history. During the Tenth Five-Year Plan period, the investment in the geological industry in China increased by 8.2% and the talents in the geological industry increased by 6.63% annually. However, while people are looking forward to a better future, there are also problems such as resource shortage and environmental degradation. According to the data of the Consulting and Research Center of the Ministry of Land and Resources, the external dependence of major minerals such as chromium, iron, copper, aluminum, manganese and potassium in China exceeds 50%, and some minerals even exceed 80%. With the rapid development of China's economy and society and the continuous improvement of urbanization level, the lack of mineral resources in China has become the main bottleneck of economic and social development. The key is to implement Scientific Outlook on Development, promote the reform and development of geological prospecting, and effectively solve the constraints of resources and environment on economic and social development.
At present, China, including Hebei Province, is in the stage of rapid industrialization, with large-scale resource exploration, market development and corresponding production capacity. A large number of geological science and technology talents and geological students are studying, which is of great significance to social development. However, the training system of geological science and technology talents is not perfect for the current needs of China's national economic development, which leads to the lack of innovation ability and awareness of geological science and technology talents in China, including Hebei Province. Therefore, it is necessary for us to compare, analyze and study this, put forward suggestions and measures to cultivate new-type geological science and technology talents, implement the requirement put forward by General Secretary Hu Jintao that "the key to building an innovative country lies in talents, especially innovative science and technology talents", give full play to the role of innovative geological science and technology talents and make contributions to social development.
As we all know, mineral resources are an important part of natural resources and an important material basis for the development of human society. For a long time, the geological work in Hebei Province has made great achievements, and a large number of mineral resources have been proved and developed, which has provided an important resource guarantee for the sustained, rapid, healthy and coordinated development of the national economy. At present, although the geological work in Hebei Province has generally met the needs of economic and social development, it still cannot keep up with the pace of building a well-off society in an all-round way. Among them, the shortage of geological science and technology talents, unreasonable structure and imperfect mechanism are the key factors restricting the sound and rapid development of geological work.
Facing the construction of innovative Hebei, it is very important to study and solve the problem of cultivating scientific and technological talents in geological industry, and there are many problems involving scientific and technological talents in geological industry. For example, the present situation of the structure of scientific and technological talents in the geological industry in Hebei Province, the growth law and characteristics of scientific and technological talents in the geological industry, the influencing factors of the demand for scientific and technological talents in the geological industry in Hebei Province in 2020, the total demand and professional demand of scientific and technological talents in the geological industry in Hebei Province, and the main problems existing in the cultivation of scientific and technological talents in the geological industry in Hebei Province need to be further studied.
2. The purpose and significance of the research.
(1) Building an innovative Hebei requires a large number of innovative geological and scientific talents.
Since the mid-1990s, especially after China joined the WTO, a socialist market economy model has been formed under the background of economic globalization. After development, China's engineering science and technology development has made remarkable achievements and made great contributions to China's industry, agriculture, science and technology, medicine and national defense modernization. Although the scale of engineering technology is expanding year by year, there are problems of large scale and low level, including Hebei Province:
First, Hebei Province is still on the old road of high investment, high energy consumption and high pollution. First of all, energy consumption is growing too fast. The energy consumption level of major energy-consuming products in Hebei Province is 20% ~ 40% higher than the international advanced level. Secondly, the environmental pollution problem is serious. At present, the energy consumption structure is dominated by coal, carbon dioxide emissions account for l4% of global emissions, and sulfur dioxide and nitrogen oxides emissions greatly exceed the standard.
Second, the desire and ability of scientific and technological innovation of enterprises are weak, and their core competitiveness is not strong. The external dependence of technology is high, the conversion rate of achievements is not high, and the technological environment faced by enterprises is worrying and the competitiveness is insufficient.
Third, the overall investment in scientific research is insufficient, and the investment in R&D oriented to the main battlefield of economic construction is insufficient. The government's R&D and experimental development funds are mainly concentrated on cutting-edge technologies and high technologies, and there is not much research and development on a large number of universal application technologies needed in the main battlefield of economic construction, which has formed an obvious "lame" phenomenon. The R&D investment in large and medium-sized enterprises is obviously insufficient, and the R&D investment in equipment manufacturing industry and the cost of digesting imported technology are insufficient.
Fourth, engineering talents and students' innovation ability is not strong, so it is difficult to meet the needs of future economic development. A common problem in higher engineering education is that students' professional skills are not cultivated according to market demand.
In order to realize the task of building an innovative country, the Outline of the National Medium-and Long-Term Science and Technology Development Plan (2006-2020) promulgated by the State Council puts forward: "By 2020, the overall goal of China's science and technology development is: the ability of independent innovation will be significantly enhanced, and the ability of science and technology to promote economic and social development and safeguard national security will be significantly enhanced, providing strong support for building a well-off society in an all-round way; The comprehensive strength of basic science and cutting-edge technology research has been significantly enhanced, and a number of scientific and technological achievements with great influence in the world have been achieved, and they have entered the ranks of innovative countries, laying the foundation for becoming a world science and technology power in the middle of this century. " Hebei province and even the whole country need to cultivate a large number of innovative engineering and scientific talents with profound majors, solid foundation, wide knowledge and strong innovation consciousness and ability.
(2) To solve the resource and environmental constraints, it is necessary to train a large number of geological science talents.
Resources are the material basis of human social activity civilization, an important pillar of human sustainable development and an important guarantee factor of national security. The focus of environmental problems has shifted from local industrial pollution to global and regional environmental problems, which has become an important content of earth science research. The exhaustion of resources forces mankind to explore and develop new resources with deeper burial and worse conditions; The deterioration of the environment requires human beings to explore deeper reasons and fundamentally avoid or eliminate the influencing factors. These tasks require scientists to use geological technology to provide the most direct information. The key to revitalizing geological work is to rely on geological science and technology talents.
At present, the cultivation of scientific and technological talents in the geological industry in Hebei Province is facing a severe situation, with "six shortages and one incompleteness". The "six shortages" are the shortage of geological science and technology talents, young talents, highly educated talents, leading talents, continuing education and innovative talents. "One imperfection" means that the management mechanism of geological science and technology talents is not perfect.
Although the number of scientific and technological talents in the geological industry is on the rise, it is still difficult to solve the shortage of talents in the short term. In recent years, more and more attention has been paid to geological work, and the enrollment scale of geological specialty in Hebei geological colleges has also expanded year by year. However, the shortage of scientific and technological talents in the geological industry cannot be solved in the short term, mainly because the proportion of graduates from geological colleges going to geological prospecting units is low and the brain drain in the geological industry is serious.
(3) Social and economic development needs to train a large number of innovative geological science talents.
In the Eleventh Five-Year Plan of the Ministry of Land and Resources and the Opinions on Further Strengthening the Work of Land and Resources Talents, the Ministry of Land and Resources clearly put forward the implementation of the "Land and Resources Science and Technology Innovation Talents Project". The Ministry of Education, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Personnel and the Ministry of Science and Technology listed geological talents as scarce talents in the Opinions on Further Strengthening the Training of Talents in National Key Fields. This paper puts forward clear opinions on the overall requirements, basic principles and main tasks of engineering talents training in China, and strives to cultivate more outstanding geological talents, especially innovative geological talents with strong innovative ideas and consciousness, innovative ability and level. This is an important problem to be solved in the cultivation of scientific and technological talents and the construction of innovative mechanism in geological industry.
Two, Hebei Province, the development and utilization of mineral resources and supply and demand situation analysis
Hebei Province is one of the important economic provinces in China. Since the reform and opening up, Hebei's national economy has developed rapidly and its economic strength has improved significantly. A national economic system with water conservancy, energy, raw materials, electromechanical, textile, building materials and transportation as the main body has been built, with a certain material foundation, and agriculture and industry are equally important. At present, with the formulation of the long-term plan for the sustainable development of social economy in Hebei Province, the next few decades will be a crucial period for the province to complete the industrialization process. How to ensure the sustainable development of the province's economy and society with mineral resources will directly affect the realization of the province's overall strategic objectives.
1. The characteristics of industrial structure in Hebei Province and the supporting role of resource industries in economic development
Hebei province is a resource-consuming province, and its social and economic development is highly dependent on mineral resources, with an output value of 6.64 tons per 10,000 yuan. Mineral resources provide power for social and economic development, a large number of raw materials for industry and a large number of means of production for agriculture. Mineral resources have become an important material basis for supporting social and economic development in Hebei Province.
Hebei province is also a resource-rich province, and the annual mining and processing scale of mineral resources is large. The development of mineral resources has a great influence on the national economic growth, economic layout and the formation of industrial chain in Hebei Province. Iron and steel, coal, cement, glass, ceramics, gold and other industries closely related to the mining and processing of mineral resources have become the pillar industries of Hebei province's industry and constitute an important part of Hebei province's social economy. According to the calculation, the supporting degree of mining and related industries to the output value of heavy industry, gross industrial output value and gross national product in Hebei Province 1990-2005 is shown in Figure 3- 1 to Figure 3-3 respectively.

As can be seen from Figure 3- 1 to Figure 3-3, the supporting degree of mining and related industries to heavy industry, industry and the whole national economy in Hebei Province has always remained at a high level, and the supporting degree of mineral resources mining and dressing industry to heavy industry, industry and gross national product is10.61%~14.63% respectively. The support of mining-related industries to heavy industry, industry and gross national product ranges from 64.08% to 74.38%, 38.39% to 58.87% and 28.89% to 64.34% respectively. At the same time, the supporting ability of an industry to the regional national economy can also be measured by its profit and tax contribution level. Through the statistical analysis of the proportion of mining industry and related raw material processing industry in Hebei province (Figure 3-4), it can be seen that in recent years, the proportion of mining industry and related raw material processing industry in Hebei province has remained at 9.0% ~ 14.5% and 47.56% ~ 64.5%. It can be seen that the mineral resources industry in Hebei province belongs to the industry with high contribution rate, which has an important impact on the social and economic development of the province.

2. Exploration, development and utilization of mineral resources
(1) Present situation of mineral resources exploration
The mineral resources of Hebei Province occupy an important position in the whole country. There are 52 pre-10 species in China, with 8 species in the first place, 2 species in the second place and 9 species in the third to fifth place. After the founding of New China, especially since the reform and opening up, the exploration of mineral resources in Hebei Province has achieved rapid development and remarkable results through the hard work of geologists.
By the end of 2007, there were more than 8,000 proven mineral deposits in Hebei Province, including 1082 (including associated and * * * mineral deposits) listed in the reserve list. There are 264 kinds of energy minerals, accounting for 3.14% of the national energy minerals; There are 499 metal mines, accounting for 3.36% of the national metal mines; There are 3 19 kinds of non-metallic minerals, accounting for 2.44% of the national non-metallic minerals. The main advantages are 258 coal mines, 246 iron mines, 73 gold mines, 9 molybdenum mines and 7 1 limestone for cement. Compared with 2006, there are 37 new mineral sites, including iron ore 14, limestone and glass sandstone for coal, gold, silver, lead and zinc, copper, graphite, mica, calcium carbide, limestone, feldspar, gypsum, ceramsite shale and pyrite 1.
Among the minerals with proven reserves, there are 36.272 billion tons of resources (ore) (and 565 million cubic meters of building materials minerals). The main dominant mineral coal146.76 million tons, accounting for 1.24% of the national resource reserves, ranking 12 in the country; Iron ore is 7.249 billion tons, accounting for 1 1.82% of the national resource reserves, ranking third in the country; Gold mine 153.7 tons, accounting for 2.77% of the national resource reserves, ranking14 nationwide; 704,000 tons of molybdenum ore, accounting for 6.20% of the country's resource reserves, ranking fifth in the country; Limestone for cement is 4.846 billion tons, accounting for 5.93% of the country's resource reserves, ranking sixth in the country; Metallurgical dolomite 1.294 billion tons, accounting for 14.33% of the national resource reserves, ranking 1 nationwide.
In terms of minerals, Hebei Province has discovered 153 species (237 species in China), of which 122 species (including subspecies, 226 species in China) have been discovered, accounting for 79.74% of the discovered minerals in the province, with 76 proven reserves, and 72 species of uranium have been listed in the national and Hebei mineral resources reserve tables (among them, from the perspective of mineral types,

(2) Present situation of mineral resources development and utilization
The main characteristics of mineral resources in Hebei province are: there are many kinds of mineral resources and rich resources; Wide distribution of producing areas and concentrated reserves; Good resource matching and convenient development and utilization; High degree of exploration; The quality of ore is generally high, but poor; There are many small producing areas and few large and medium producing areas; The location conditions are good, but the development and utilization intensity of some minerals such as coal, iron and gold is relatively high. There are 52 kinds of proven mineral resources in the top ten in Hebei Province, and some bulk minerals such as coal, iron, gold and various limestone have advantages in the whole country. However, compared with the whole country, the per capita possession of mineral resources in the province is in the middle and lower level, and the per capita possession of mineral resources in the province is only 34.6% of the world's per capita possession. Compared with 2004, among the 72 minerals listed in the table of mineral resources reserves in Hebei Province, the minerals with increased reserves are 13 kinds of coal, iron ore, pyrite, limestone for cement and sandstone for glass. There are 23 kinds of copper, lead, zinc, gold, limestone for alkali production, clay and so on. 36 kinds of resources, such as diatomite, sand for cement batching and limestone for calcium carbide, have not changed.
By the end of 2005, there were 6,688 mining enterprises in Hebei Province, including 908 coal mines, 247 gold mines, 42 lead mines, 2 molybdenum mines, 226 limestone mines for cement and 435 other minerals and small mines. In 2005, the output of solid ore in Hebei Province was 366,088,800 tons, with 434,200 employees and sales income of 436,875,438 yuan (Figure 3-5). Among the 1005 producing areas listed in the Table of Mineral Resources Reserves of Hebei Province, 786 have been developed and utilized, with a resource reserve of 25.75 billion tons, accounting for 7 1.98% of the retained resource reserve. The reserves of 45 kinds of mineral resources, such as coal and iron ore, account for more than 50% of the reserves; The resource reserves of 23 kinds of mineral resources, such as manganese ore, limestone for alkali production, limestone for flux, ceramic clay and ordinary fluorite, account for100% of the retained resource reserves; 14 tungsten ore, platinum ore and other minerals have not been developed and utilized.

(3) Import and export of major mineral products
Although there are many kinds of mineral resources in Hebei province, there are few rich minerals and large minerals, and some minerals are in short supply. It is necessary to import mineral products from abroad to ensure the needs of regional economic development, and it is also possible to export mineral products with high output in exchange for certain foreign exchange (Table 3-2).
As can be seen from Table 3-2, the import and export of mineral products in Hebei Province is mainly imported. The main mineral products exported are coal, which reached 22.5 million tons in 2003 and 25.42 million tons in 2004. Other mineral products exported in small quantities include crude oil, feldspar and fluorite. There are many kinds of imported mineral resources, the largest of which is iron ore, which was close to 20 million tons in 2003 and 2004; Metals such as manganese, chromium, zinc, lead, potassium salt, feldspar and fluorite also need to be imported.
3. Supply and demand of major mineral products
(1) Coal resources
The Energy Department of the Development and Reform Commission of Hebei Province recently conducted a survey on the coal consumption of power plants in this province in recent years. The results show that the external dependence of coal in Hebei Province is increasing. In 2002, the installed capacity of 4 1 power plant was14.98 million kilowatts, accounting for 86.59% of the total installed capacity in the province. The annual power generation was 86.757 billion kWh, accounting for 85.56% of the province's power generation; The annual consumption of raw coal is 44.6 million tons, with an average consumption of 29.77 million tons per kilowatt. In 2003, the installed capacity was15.24 million kilowatts, the annual power generation was 921580,000 kwh, and the annual consumption of raw coal was 49.45 million tons. According to the survey, the annual supply gap of electric coal in Hebei Province is very large, of which 2/3 are transferred from other provinces. In 2002, the supply in the province accounted for 35%, and the supply from other provinces accounted for 65%; In 2003, it accounted for 34% of the whole province and 66% of other provinces. Outside the province, it mainly comes from Shanxi, and a small part comes from Inner Mongolia and Shenhua Group.

According to the "Eleventh Five-Year" electric power development plan of Hebei Province, the province puts into operation about 2 million kilowatts of generating units every year, and needs to add 6 million tons of thermal coal. By the end of the 11th Five-Year Plan, the demand for thermal coal alone will be nearly 654.38+billion tons, and the conservative forecast of coal demand in the whole province will reach 654.38+0.4 billion tons, with a coal gap of 80 million tons. Judging from the production situation, some coal mines in the province have now entered their old age, and a number of coal mines will enter the pit closure period one after another before 2020. In 2003, the coal output in Hebei Province was 6.6 million/kloc-0.5 million tons, in 2004 it was 8.65 million/kloc-0.97 million tons, and in 2005 it was 863.9499 million tons, reaching the highest level since/kloc-0.997. It is predicted that the main task of coal production in Hebei Province from 2006 to 2020 is to maintain the current production level.
(2) Iron ore resources
Hebei Province is one of China's steel production bases, and the proportion of steel production in the total national output is increasing year by year (Figure 3-6). The "iron ore mining-iron and steel smelting-machinery manufacturing and metal products" formed with the iron and steel industry as the central link constitutes the pillar industrial chain of Hebei Province, which plays a decisive role in the social and economic development of Hebei Province (Figure 3-7).

Due to the rapid development of iron and steel industry in Hebei Province, the consumption of iron ore resources has been accelerated objectively, and the output of iron ore and iron concentrate has increased year by year (Figure 3-8). Although the output is increasing, it still cannot meet the consumption demand of the iron and steel industry, and the import of iron concentrate is increasing every year (Figure 3-9).

(3) Major nonferrous metal mineral resources
Copper resources in Hebei Province are relatively insufficient. By the end of 2005, there were five proven copper mining areas 15, among which there were no large-scale mining areas, only three medium-sized mining areas and two small-scale mining areas 12, with a total proven resource of 607,454.38+million tons, including 377,438+million tons of basic reserves and 236.6 million tons of resources.

The development and utilization rate of copper mineral resources in Hebei Province is high. By the end of 2005, there were 0/5 copper mines/kloc-listed above (including 0/0 copper mines/kloc-listed copper mines, 0 copper mines/kloc-listed copper mines, 4 copper mines/kloc-listed copper mines/listed copper mines/kloc-listed copper mines were not utilized). The designed production capacity of the built mines totals 2.253 million tons/year, and the actual output in 2005 was 1.76 million. Four copper concentration plants have been built, with a designed production capacity of 636,000 tons/year and an actual processing capacity of 576,000 tons, producing refined copper powder 1.96 million tons (3,540 tons of metallic copper).
Hebei Province is rich in lead-zinc resources, with 23 lead producing areas (1, 22 small) and 27 zinc producing areas (3 large, 4 medium and 20 small) discovered. In 2005, the lead reserves were 479,800 tons, including the basic reserves of 654,380+073,000 tons (reserves of 66,500 tons) and the resources of 306,800 tons. The zinc resource reserves are 4169,700 tons, of which the basic reserves1760,000 tons (reserves162,000 tons) and the resources are 2,409,700 tons. In 2005, lead producing areas 1 1 and zinc producing areas 14 have been developed and utilized, with an annual output of * * * 207,000 tons, lead content of 42.29 million tons, zinc content of 54.27 million tons, lead consumption of 24,800 tons and zinc consumption of 65,438+million tons. The self-sufficiency rate of lead is 17%, and that of zinc is 42%.
Silver is a potential superior resource in Hebei Province, but there are not many proven reserves at present. By the end of 2005, 23 producing areas (6 medium-sized and 7 small-sized 17) have been discovered, with a reserve of 32 17 tons, of which the basic reserve is 61ton (with a reserve of 448 tons), with a resource of 2,606 tons, most of which are generated by * * associated minerals. The output of silver in Hebei Province was 65.7 tons in 2004 and 37 tons in 2005. The main silver consumption in the province is Le Kai Film Factory, with an annual consumption of about 50 tons, followed by arts and crafts, with an annual consumption of about 5 tons and an annual consumption of about 55 tons.
(4) Major nonmetallic mineral resources
Hebei Province is rich in limestone resources for cement. In 2005, the resource reserves were 4,607.05 million tons, of which the basic reserves were 2,500.64 million tons (reserves were 65,438+474.42 million tons) and the resource amount was 2 164 1 10,000 tons. By the end of 2005, there were 226 cement limestone mines in the whole province, including large 1 1, 4 medium-sized, 4 small 1 14, and 97 small-sized, with an output of 27.2309 million tons. It produced 88.5 million tons of cement. The service life of large and medium-sized mine resources is more than 20 years. In addition, there are 9 infrastructure and recently exploitable production areas, which can increase the production capacity by 7.7 million tons/year.
Glass is an indispensable and important material for national economy and people's life, especially the consumption of flat glass for building materials and daily glass for light industry is quite large. According to national statistics, the consumption of flat glass accounts for 32% ~ 38% of the total glass, daily glass accounts for 52% ~ 58%, and others account for 4% ~ 16%. In 2005, the output of flat glass in Hebei Province was 49.633 million weight boxes, and 380,000 tons of sand and gravel for glass were consumed.
Third, the new opportunities faced by geological work in Hebei Province
1. The present stage is an important development opportunity for geological work.
Hebei province is rich in mineral resources, and mineral development and processing has become an important pillar industry of Hebei's economic development. The development and utilization of mineral resources have made great contributions to the economic development, employment, urban construction and social progress of Hebei Province.
Hebei province has complex geological structure, good metallogenic conditions and rich mineral resources, which occupies an important position in the country. Two of the three metallogenic belts are in Hebei Province. Geological evolution has a long history, complete strata, strong magmatic activity and complex structure. Geological history has experienced six major metallogenic events, especially two metallogenic peaks of Precambrian regional metamorphism and Mesozoic Yanshanian intraplate orogeny, forming iron, nonferrous and precious metal deposits with considerable reserves and great resource potential.
With the improvement of national economy and people's material living standards, the new pressure of resources and energy is placed in front of the geological system, and the new situation puts forward higher requirements for geological work in Hebei Province. Therefore, it is necessary to continuously intensify the investigation, evaluation, development and protection of mineral resources in Hebei Province, make every effort to explore and develop superior mineral resources in Hebei Province, promote the rapid transformation of resource advantages into real economic advantages, and provide strong support for economic development and overall social progress in Hebei Province.
2. Scientific and technological innovation is an important weapon to make a breakthrough in geological work.
In order to keep up with the progress of the times and meet the needs of the national economy, geological work must speed up the pace of scientific and technological innovation. Judging from the current prospecting situation and prospecting methods of prospecting units in various places, the discovery of many large and important mines in China in recent years is inseparable from scientific and technological innovation, and strengthening scientific and technological innovation has become an important way to change the breakthrough mode of prospecting.
To achieve a breakthrough in prospecting, it is necessary to break the traditional concept, rebuild the prospecting model, and boldly look for blind areas, blank areas, hidden mines and deep places with low working level. It is necessary to use modern equipment, instruments, new technologies, new methods, information, data, physics, chemistry, remote sensing, earthquake, exploration and other prospecting means to find geological anomalies, conduct comprehensive argumentation, and expand prospecting hopes.
In the critical period of geological reform and development, the development of geological prospecting also urgently needs innovative spirit. If geological prospecting units want to gain innovative advantages in the fierce market competition, they must establish a strong support system for innovative talents. It is necessary to build an innovation platform and cultivate an innovation team by improving the management system, and encourage, help and support innovative technical teams throughout the whole process of innovation mechanism construction.
