Provincial Digital Fujian Construction Leading Group is responsible for coordinating the informatization work in this province. The administrative department of information industry of the provincial people's government is responsible for the supervision and management of the information system engineering construction market in this province.
The people's governments of cities and counties (cities, districts) with districts shall clearly assume the responsibilities of supervision and management of the information system engineering construction market (hereinafter referred to as the information system engineering construction market supervision and management department) and be responsible for the supervision and management of the information system engineering construction market within their respective administrative areas.
The market supervision and management department of the people's government at or above the county level shall regularly inform the information coordination department at the same level about the market supervision and management of information system engineering construction.
Other relevant administrative departments of the people's governments at or above the county level shall do a good job in the market management of information system engineering construction within their respective responsibilities. Article 6 National standards and industry standards shall be implemented in the construction of information system engineering. Where there are no national standards and industry standards, local standards can be formulated according to law. Chapter II Practice Behavior of Market Subjects of Information System Engineering Construction Article 7 Units engaged in consulting, planning and design, bidding agency, integration, testing and supervision of information system engineering (hereinafter referred to as market subjects of information system engineering construction) shall carry out engineering construction activities in accordance with laws, regulations, rules and relevant standards, undertake security and confidentiality obligations, and shall not subcontract, illegally subcontract or transfer contracted business. Article 8 Market participants in information system engineering construction shall obtain qualification certificates of corresponding grades according to law, and undertake projects within the scope permitted by the qualification grades.
The information system engineering construction unit shall, in the process of engineering construction, select the market subject of information system engineering construction with corresponding qualifications according to law to implement relevant construction activities.
For information system engineering involving state secrets, the construction unit shall select the information system engineering construction market subject with corresponding confidentiality qualification to carry out relevant construction activities, sign confidentiality contracts and take confidentiality measures. Article 9 Information system engineering consulting, planning and design units shall, according to the actual needs of the construction unit, implement the relevant standards for information system engineering construction, consult, plan and design information system engineering in accordance with the contract, be responsible for consulting services and design quality, and shall not participate in the supervision of the same project. Tenth information system engineering bidding agency shall, according to the provisions of the bidding agency contract, handle the bidding matters within the scope of agency authority, and shall not accept the bidding consulting services of the same bidding project. Belong to the construction project of financial capital investment, the construction unit shall also implement the relevant provisions of the digital Fujian construction project acceptance. Fifteenth information system engineering projects that should be tendered according to law need to go through the project examination and approval procedures, and the construction unit shall submit the project feasibility study report or application report at the same time, and report the project bidding scope, method and organization form to the project examination and approval department for examination and approval. The project examination and approval department shall send a copy of the project examination and approval documents and other relevant materials to the market supervision and management department of the information system engineering construction of the people's government at the same level. Article 16 For information system engineering projects that should be subject to tender according to law, the construction unit shall also send a copy of the tender documents to the market supervision and management department of information system engineering construction of the people's government at or above the county level. If the market supervision and management department of the information system engineering construction of the people's government at or above the county level finds that the tender documents violate the provisions of laws, regulations and rules, it shall promptly order the tenderer to make corrections in writing and send a copy to the project examination and approval department.

Engineering supervision is a service activity that the construction project supervision unit is entrusted by the construction unit to control the quality, cost and progress of the construction stage of the construction project according to laws and regulations, construction standards, survey and design documents and contracts, manage contracts and information, coordinate the relationship between the relevant parties of the construction project, and perform the statutory duties of safety production management of the construction project.

Four, information system engineering supervision regulations?
Article 1 In order to promote the national economic and social informatization construction, ensure the safety and quality of information system engineering, and standardize the supervision behavior of information system engineering, these Provisions are formulated in accordance with the relevant provisions of the state.
Article 2 Anyone who engages in information system engineering supervision activities within the territory of People's Republic of China (PRC) must abide by these Provisions.
Article 3 Information system engineering as mentioned in these Provisions refers to the construction, upgrading and transformation of information network system, information resource system and information application system in information engineering construction.
(1) Information network system refers to a computer network system established by information technology as the main means for information processing, transmission, exchange and release;
(2) Information resource system refers to the resource system of information resource collection, storage and processing established by information technology as the main means;
(3) Information application system refers to all kinds of business management application systems established by information technology as the main means.
Article 4 The term "information system engineering supervision" as mentioned in these Provisions refers to an information system engineering supervision unit (hereinafter referred to as the supervision unit) established in accordance with the law, entrusted by the owner unit, to supervise and manage the implementation of information system engineering projects in accordance with relevant national laws and regulations, technical standards and information system engineering supervision contracts.
Article 5 The term "supervision unit" as mentioned in these Provisions refers to a unit with independent enterprise legal person qualification, a specified number of supervision engineers and registered capital, necessary software and hardware equipment, a perfect management system and quality assurance system, a fixed workplace and relevant supervision performance, and an information system engineering supervision qualification certificate issued by the Ministry of Information Industry.
The qualification of supervision unit is divided into three grades: A, B and C.
Chapter II Competent Departments and Their Duties
Article 6 The Ministry of Information Industry is responsible for managing the supervision of information system engineering throughout the country, and its main responsibilities are:
(a) to formulate and promulgate the regulations on information system engineering supervision, and supervise the implementation;
(two) to examine and approve and manage the qualifications of Grade A and Grade B information system engineering supervision units;
(three) responsible for the qualification management of information system supervision engineers;
(four) to supervise and guide the national information system engineering supervision work.
Article 7 The competent departments of information industry of provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for the supervision and management of information system engineering within their respective administrative areas, and their main responsibilities are:
(a) the implementation of national information system engineering supervision regulations and administrative rules;
(2) Examining and managing the qualifications of Grade C information system engineering supervision units within their respective administrative areas, and preliminarily examining Grade A and Grade B information system engineering supervision units within their respective administrative areas;
(three) responsible for the management of information system engineering supervision engineers within their respective administrative areas;
(four) to supervise the supervision of information system engineering within their respective administrative areas.
Chapter III Scope and Content of Supervision
Article 8 The following information system projects shall be subject to supervision:
(a) national, provincial and municipal information system engineering;
(two) the use of national policy banks or state-owned commercial banks loans, the provisions of the need to implement information system supervision.
